Error 0x009C28B2 has no verified, Microsoft-documented meaning or single fix. Treat it as a context-dependent hexadecimal status code: the right repair depends on whether it appeared in Windows Update, Windows Setup, Device Manager, a blue-screen crash, or another application.
Start by recording the complete message, the screen or app that displayed it, what you were doing, your Windows edition and build, and whether the problem returns after restarting. Then follow the matching branch below instead of applying random registry edits or deleting system files.

What error 0x009C28B2 means
Microsoft’s published Windows 10 and Windows 11 error references do not assign a verified description or dedicated repair to 0x009C28B2. Microsoft explains that system error codes can occur in many parts of Windows and must be investigated in their programmatic and runtime context. Its Device Manager documentation also warns that the published code list is not exhaustive.

Capture the context before changing anything
Write down the details below while the message is visible. A screenshot is useful, but also copy the text because a small difference in wording can identify the responsible component.
- Exact message: include every line before and after 0x009C28B2.
- Where it appeared: Windows Update, Windows Setup, Device Manager, a blue screen, the desktop, a game, or another application.
- Action in progress: downloading, installing, starting Windows, connecting a device, launching a game, or performing another task.
- Windows version and build: press
Win+R, enterwinver, and record the edition, version, and OS build. - Recent changes: note newly installed hardware, drivers, updates, security software, utilities, or games.
- Reproduction: record whether a normal restart clears it and whether the same action produces the code again.
- Boot state: note whether Windows starts normally, starts only in Safe Mode, or fails to reach the sign-in screen.
Do not assume that a code shown by a game or installer is a Windows system failure. The application may be displaying its own status value, in which case that application’s support documentation is the correct next source.

Fix 0x009C28B2 during Windows Update
Run the Windows Update troubleshooter
- On Windows 11, open Start > Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
- Allow the troubleshooter to inspect and repair the update service configuration it can detect.
- Restart Windows when it finishes, even if it reports that no change was required.
- Open Settings > Windows Update and select Check for updates again.
On Windows 10, use Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run, then restart and check for updates again. The labels differ between Windows 10 and 11, so selecting a similarly named third-party troubleshooter is not equivalent.

Separate a transient failure from a repeatable one
If the update installs after the restart, record the successful update and stop. If the same code returns, note the update’s knowledge-base number or feature name shown in Windows Update. A repeatable failure tied to one update is more actionable than the hexadecimal value alone; use that update identity when contacting Microsoft or the device manufacturer.
Fix 0x009C28B2 during an upgrade or installation
Setup failures often result from a peripheral, insufficient storage, an outdated driver, or software that interferes with the installer. Before trying again, save your work and make sure you can restore important files.
- Shut down and disconnect nonessential USB devices, external drives, docks, printers, cameras, and other hardware. Leave only the keyboard, mouse, display, network connection, and the storage needed for Setup.
- Check the system drive in Settings > System > Storage (Windows 11) or Settings > System > Storage (Windows 10). Free enough space for the specific upgrade, temporary files, and a rollback; Microsoft does not publish one universal free-space figure for every edition and upgrade path.
- Install available Windows updates before rerunning Setup. Also obtain current drivers from the hardware maker for storage, chipset, network, graphics, and other devices involved in the upgrade.
- Temporarily remove or uninstall software that can block Setup, such as an incompatible utility or an older system-level security product. Follow that product’s documented uninstall process and restart before trying again.
- Run the upgrade again with the same hardware disconnected. If it succeeds, reconnect devices one at a time and test after each connection to identify a trigger.
Do not delete the Windows installation or format the system drive merely because the code is unknown. Those actions can remove the recovery path without identifying the underlying cause.

Fix 0x009C28B2 in Device Manager
Identify the device and its state
- Right-click Start and select Device Manager.
- Expand the category containing the warning icon. Double-click the affected device.
- On the General tab, copy the device name and the complete Device status text.
- On the Driver tab, record the provider, date, and version. Also check Events for a timestamp matching the failure.
The status text and hardware identity determine the repair. 0x009C28B2 is not enough to select a driver because the code is not listed in Microsoft’s complete Device Manager reference.
Update from the hardware manufacturer
- Use the device name, model, and your exact Windows edition to locate the driver on the hardware manufacturer’s official support site.
- Prefer a driver explicitly intended for your model and Windows version. Avoid driver packages that do not identify their source or hardware compatibility.
- Install the package, restart, and check Device Manager again. Confirm that the warning icon and status message have changed before testing the original task.
Disable and reinstall when an update is not enough
- In the device’s Properties window, select Disable device, confirm, wait a few seconds, then select Enable device.
- If the device remains faulty, choose Uninstall device. Do not select an option to remove driver software unless you have a known-good replacement or Windows can obtain one.
- Restart Windows. It will detect the hardware and attempt to reinstall the driver.
If the device still reports an unlisted code, contact the hardware vendor with the model, Windows build, driver version, complete status text, and steps that reproduce the issue. Microsoft specifically advises vendor or Microsoft Support contact for Device Manager codes that are not in its list.
Fix 0x009C28B2 after a crash, blue screen, or unexpected restart
Remove recent changes and test a minimal configuration
- Power off and remove hardware added immediately before the crashes, if it can be removed safely.
- Disconnect nonessential USB devices and docks, then start Windows again.
- Open Device Manager and look for yellow warning icons. Resolve those devices before reconnecting hardware.
- Keep adequate free space on the system drive. Windows needs working space for updates, logs, paging, and recovery operations.
Use Safe Mode to distinguish startup software from core Windows
Safe Mode starts Windows with a limited set of drivers and services. If the crash stops there, a recently installed driver, startup program, or peripheral becomes more likely; if it continues, core Windows or hardware remains suspect.

- Open Settings > System > Recovery on Windows 11, or Settings > Update & Security > Recovery on Windows 10.
- Under advanced startup, select Restart now.
- After the restart, choose Troubleshoot > Advanced options > Startup Settings > Restart.
- At the Startup Settings screen, choose the Safe Mode option appropriate to your test. Use networking only when you specifically need network access.
- Repeat the action that produced the code. Record whether the behavior changes.
If Windows cannot stay running long enough to reach Settings, interrupt startup as it begins several times to enter the Windows Recovery Environment, then use Troubleshoot > Advanced options. Avoid repeated forced shutdowns once recovery options appear.
Apply updates and recovery options
- Install current Windows updates and hardware drivers after the system is stable enough to do so.
- If the problem began after a driver or software change, use System Restore and select a restore point dated before that change. System Restore does not replace personal-file backups and may remove applications or drivers installed after the selected point.
- If the machine remains unstable, photograph or copy the stop message, note the crash time, and seek hardware or Microsoft support rather than repeatedly rebooting without new evidence.
When the code appears in a game or another application
A third-party program can display a hexadecimal value that is meaningful only within that product. Capture the application’s name and version, the exact action that triggers the message, and any log location it identifies. Then apply that publisher’s documented update, repair, reset, or reinstall procedure.

Do not remove Windows drivers or alter system settings solely because a game launcher shows 0x009C28B2. First test whether Windows Update, Device Manager, and other applications work normally. If only one program fails, its support channel is the most relevant escalation path.

Decode the hexadecimal value with Microsoft’s Error Lookup Tool
Microsoft’s Error Lookup Tool is a command-line utility for obtaining message text associated with a hexadecimal status code. Microsoft’s download page identifies version 6.4.5. Run the utility with 0x009C28B2 as the code argument, following the syntax shown by the utility’s own help text.
The returned text can provide a human-readable label, but it does not prove which component generated the error. Use the message together with the originating screen, application, device, and action. If the utility reports no message, that is consistent with the code being private to a product or absent from the utility’s catalog; it is not evidence that Windows is infected or that hardware must be replaced.
Checks that apply to every branch
- Restart once after recording evidence. A one-time service or driver state can clear after a normal restart; a repeatable failure needs deeper diagnosis.
- Keep the original wording. Support staff can search a complete message, while a bare hexadecimal value loses the useful context.
- Change one variable at a time. Disconnecting hardware, changing drivers, and uninstalling software simultaneously makes the cause harder to identify.
- Back up important files before recovery operations. System Restore and installation recovery can change applications, drivers, or system state.
- Do not use registry cleaners or random code-specific downloads. No Microsoft-verified fix exists for this value, so an untrusted “one-click” repair can add risk without identifying the source.
Windows 10 support status and what it changes
Microsoft ended Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10. The troubleshooting steps above still help identify a local driver, device, setup, or application problem, but an unresolved Windows 10 issue may require moving to a supported Windows release or obtaining assistance from the relevant hardware or software vendor.

Contact the appropriate support channel when the code repeats after the matching steps, Windows cannot boot normally, a device remains unusable after a vendor driver reinstall, or the failure occurs only in a specific application. Provide the Windows build, complete message, affected component, driver or application version, recent changes, and exact reproduction steps. That information is more likely to produce a useful diagnosis than reporting 0x009C28B2 alone.
