Error 0x009C4395 has no authoritative Microsoft definition in the available documentation. Treat it as an unidentified Windows symptom rather than proof that one particular component has failed. Protect your files, record when the message appears, then repair Windows components with DISM and System File Checker (SFC). If Windows will not start, use Startup Repair in the Windows Recovery Environment (WinRE). Update-related, application-related and installation-related appearances need additional, different checks.

What error 0x009C4395 means

Microsoft does not identify 0x009C4395 in the support material available for this guide. That means the hexadecimal value alone cannot tell you whether the problem is a damaged system file, a failed update, a startup configuration problem, an application, a driver or something else. Pages that assign a single cause to this code are making a broader claim than the documented evidence supports.

The surrounding event is more useful than the number. Write down the exact wording, the program or Windows component showing it, and what happened immediately beforehand. A message during boot follows a different troubleshooting path from a message when a game launches, Windows Update runs, or software is removed.

  • During startup: prioritize WinRE and Startup Repair, then offline recovery if necessary.
  • During Windows Update or an upgrade: check peripherals, security software, storage space and pending updates before retrying.
  • When one application opens: repair or reinstall that application and check its own logs after repairing Windows files.
  • After installing or uninstalling software: consider a damaged shared component or an incomplete installer transaction, but do not delete registry entries or system files merely because this code appeared.

The procedures below are Microsoft-supported Windows repair routes. They can correct corruption, but no step can guarantee a fix when the underlying cause is an application, hardware fault or an unsupported configuration.

Before changing anything: protect data and capture context

Back up files while Windows still works

Copy irreplaceable documents, saved games, photos and authentication-recovery files to an external drive or a trusted cloud location. If the computer is unstable, start with the most important folders and avoid repeatedly forcing shutdowns. A repair operation is designed to preserve personal data, but backups protect you if the machine later needs an in-place repair or a clean installation.

Record the conditions that reproduce the message

Note whether the code appears once or on every restart, the account that sees it, and whether it began after a Windows update, driver change, application install, uninstall or power interruption. Capture the complete message and any file name. Also record whether other applications fail. This information determines whether you should follow the startup, update, application or general system-file branch.

Do not use the code as a reason to make risky edits

Do not remove registry keys, replace DLL files downloaded from random sites, disable security protections permanently or delete folders inside C:Windows based only on 0x009C4395. Those actions can create a second problem while leaving the original symptom untouched.

Recommended repair order

Use this sequence when Windows starts normally and the error does not identify a single application. It begins with the least disruptive built-in checks and escalates only when they fail.

  1. Back up important data and record the context.
  2. Open an elevated Command Prompt.
  3. Run DISM to repair the Windows component store.
  4. After DISM completes, run SFC to check protected system files.
  5. Restart and test the action that previously produced the code.
  6. If the symptom is update-related, remove nonessential peripherals, review security software and storage, and retry the update.
  7. If Windows cannot boot, use Startup Repair in WinRE instead of running the online commands from a normal session.
  8. If DISM cannot find repair files, use matching installation media or an ISO for an in-place repair.
  9. Escalate to Microsoft support or a qualified technician if the code persists.

Run DISM and SFC from an elevated Command Prompt

Open Command Prompt as administrator

  1. Open the Start menu and type Command Prompt.
  2. Right-click Command Prompt and choose Run as administrator.
  3. Approve the User Account Control prompt. The title bar should indicate an administrator session.

An administrator account or administrator credentials are required. Do not close the window while either scan is working; the progress percentage can pause for a while without indicating failure.

Repair the component store with DISM

At the elevated prompt, run this command exactly:

DISM.exe /Online /Cleanup-image /Restorehealth

/Online tells DISM to service the Windows installation currently running. /Cleanup-image checks the component store, and /Restorehealth attempts to repair corruption using an appropriate Windows source. Microsoft describes DISM as a built-in tool for repairing damaged Windows components.

Wait until DISM reports completion. If it says the operation completed successfully, continue to SFC. If it reports that source files could not be found, do not substitute a random ISO or USB image; follow the installation-media section below.

Check protected files with SFC

In the same administrator window, run:

sfc /scannow

SFC scans protected Windows files and replaces missing or corrupted copies when a valid repair source is available. Allow the scan to reach 100 percent. Then restart Windows, reproduce the action that triggered 0x009C4395 and note whether the message returns.

Interpret the result without over-reading it

  • No integrity violations: Windows did not find corruption in the protected files it checked. Investigate the application, update or startup context instead of repeatedly running the same scan.
  • Corrupt files found and repaired: Restart and test again. The repair may have addressed the symptom, but the code itself still does not identify a specific cause.
  • Corrupt files found but some could not be repaired: Run DISM again if it did not complete successfully, then repeat SFC once. If the result is unchanged, use matching installation media or seek support.

If Windows will not start: use Startup Repair

When the computer cannot reach the sign-in screen, online DISM and SFC commands are not the first route. Enter the Windows Recovery Environment and use the built-in startup tool.

  1. Start the computer. If Windows fails to load, allow the recovery screen to appear. If necessary, interrupt a failed start according to your manufacturer’s recovery procedure until WinRE opens.
  2. Select Troubleshoot.
  3. Choose Advanced options.
  4. Select Startup Repair.
  5. Choose Restart when prompted and let the check finish.

Microsoft describes Startup Repair as a recovery tool for problems that prevent the operating system from starting. It can address missing or damaged system files, a corrupted boot configuration data (BCD) store, a damaged master boot record (MBR), incompatible drivers and certain registry errors. It is not a general application repair and cannot correct every hardware or software failure.

If BitLocker encryption is enabled, WinRE may request the BitLocker recovery key. Retrieve it from the place where your organization or Microsoft account stores recovery information before changing recovery settings. Do not guess the key; repeated failed attempts can delay access to the installation.

When the code appears during Windows Update or an upgrade

An update context does not prove that Windows Update generated 0x009C4395, but it changes the safest next checks. Complete the DISM and SFC sequence first when Windows is usable, then work through this list.

  • Disconnect nonessential USB devices, external drives, docks and printers. Leave the keyboard, mouse and network connection needed for the update.
  • Temporarily uninstall non-Microsoft antivirus software if the vendor’s instructions support removal for troubleshooting. Re-enable or reinstall protection after testing; do not leave the computer unprotected unnecessarily.
  • Check free space on the system drive. An upgrade needs working space for downloaded and expanded files, and a nearly full drive can cause unrelated-looking failures.
  • Open Settings > Windows Update, install pending updates and restart when requested before trying the original operation again.
  • Use a stable power source and network connection. Do not force a shutdown while the update is applying.

If the same code returns, record the update name or installation stage. That detail is more actionable for Microsoft support than the hexadecimal value alone.

If it appears after installing or uninstalling a program

Separate a Windows symptom from an application fault

Test whether the message appears only when one program starts. If other applications open normally, the program’s own files, plug-ins, permissions or dependencies may be involved. Use that program’s supported Repair or Modify option in Settings > Apps > Installed apps, if available, or uninstall and reinstall it from the publisher’s legitimate installer.

Use a clean retry

Before reinstalling, close the application, restart Windows and remove only the program’s documented residual data. Do not download individual DLL files from unofficial repositories. If the problem began immediately after an uninstall, reinstalling the latest supported version can restore files that the uninstaller removed, but it is not a guaranteed solution.

Check whether Windows files are also affected

If multiple programs fail, or the error appears outside the original application, return to the DISM and SFC procedure. A single application’s reinstall cannot repair a damaged Windows component store.

Resolve DISM “source files could not be found” errors

DISM may need repair files that are not present locally. Microsoft documents using Windows installation media or an ISO and an in-place upgrade path when the local source is unavailable.

  1. Obtain installation media that matches the installed Windows edition, architecture, language and license. A mismatch can make repair fail or present the wrong installation options.
  2. Connect the USB media or mount the ISO, then identify its drive letter in File Explorer.
  3. Follow Microsoft’s repair-installation instructions for that media and edition. Read each screen carefully so you choose an in-place repair that keeps personal files and applications when that is the intended outcome.
  4. After the repair completes, restart, install pending updates and test the action that produced 0x009C4395.

A USB flash drive is only a way to carry or create installation media; it is not itself a fix. Verify the edition, architecture and language before beginning. Do not use an image from an unknown source or assume that any “Windows USB” matches the installed license.

Choosing the next route

Situation Best next step Data-loss risk Requirements Support status
Windows starts; possible system-file corruption Elevated DISM, then SFC, restart and retest Low when commands complete normally; back up first Administrator access; internet or a valid repair source may be needed Built-in Microsoft-supported tools
Windows cannot boot WinRE: Troubleshoot > Advanced options > Startup Repair Usually preserves personal files, but back up whenever possible Access to WinRE; BitLocker recovery key may be required Built-in Microsoft-supported recovery tool
Update or upgrade failure Remove nonessential peripherals, review security software and space, install pending updates, retry Low; avoid forced shutdowns Administrator access may be needed; stable power and network General Microsoft upgrade guidance
DISM lacks source files Matching installation media or ISO with an in-place repair Higher than a scan; confirm backup and keep-data choices Correct edition, architecture, language and license; installation media Microsoft-documented repair path
One application only Use that application’s supported repair or reinstall process Application settings or local data may be affected; back up them first Installer and any required license or account Application publisher’s support process

What not to assume about 0x009C4395

  • It is not a confirmed malware diagnosis. The code has no authoritative definition in the material available here.
  • It does not identify one failed part. Do not replace a drive, memory module, graphics card or motherboard solely because this number appeared.
  • One successful scan is not proof of a permanent cure. Test the original trigger after restarting, and note whether the message recurs.
  • Repeated scans are not a substitute for context. If DISM and SFC report healthy files, move to the update, startup or application branch.
  • A random DLL download is not a repair method. It can introduce incompatible or malicious code and create version conflicts.

Windows 10 support status

Microsoft’s support notice states that free Windows Update software updates, technical assistance and security fixes for Windows 10 ended on October 14, 2025. This date does not explain 0x009C4395, but it matters when deciding whether to keep troubleshooting an older installation or plan a supported Windows 11 migration. Check hardware compatibility, application requirements, backup needs and licensing before changing versions.

When to stop troubleshooting yourself

Escalate when Startup Repair loops, DISM and SFC cannot complete after using a correctly matched source, the machine repeatedly loses data, or the error is accompanied by disk-health warnings, blue screens or unexplained shutdowns. Contact Microsoft support for Windows-specific guidance or a qualified technician who can test storage, memory and the installed software without guessing from the code. Provide the exact message, trigger, Windows edition and build, scan results, update name and any recovery errors.

If you cannot sign in, lack administrator credentials, or cannot obtain the BitLocker recovery key, professional help is safer than deleting partitions or editing the registry. Keep your backup and recovery information available before handing over the computer.

As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements, invalid redirects and shared DLL files, while also offering settings tweaks, temporary-file cleanup, privacy warnings, vulnerability checks, a real-time boost, a file shredder and an app-crash log. It runs on Windows 11, 10, 8 and 7; its free trial is offered by category for at least two days before a paid subscription. It complements antivirus software and does not replace it, and results vary because no tool repairs every crash.
