There is therefore no evidence-based way to decode it into a specific device, driver, malware infection, Windows Update package, or hardware defect. A web page that assigns one precise cause from the code alone is making a claim the available documentation does not support.
It may be presented alongside a blue screen, a restart, a setup message, or an application dialog. The presentation matters. A stop-code-style restart points toward the broad categories Microsoft uses for unexpected failures—hardware, drivers, or software—but it still does not identify which item is responsible. An application that merely displays the code may have its own error reporting, independent of a Windows stop code.

Before changing anything, write down the complete wording, any file name, the screen or program that showed it, and whether Windows restarted. This record prevents a partial code from being mistaken for a different error and gives you a way to compare the result after each change.
First response: preserve information and reduce risk
Capture the circumstances
- Copy the entire message, including punctuation, a file name, and any stop-code label. A phone photograph is useful if the message disappears during an automatic restart.
- Note whether the failure occurred while starting Windows, signing in, waking from sleep, launching a game or other program, installing an update, or shutting down.
- List hardware, drivers, programs, and Windows updates added immediately before the first occurrence. Do not assume the newest item is guilty; treat it as a diagnostic lead.
- Check whether the problem happens once or on every boot. Microsoft notes that “In most cases when Windows 11 restarts unexpectedly, the problem is resolved by the restart and no further action is needed.” A recurring failure needs the systematic checks below.
Disconnect nonessential hardware
Shut down if Windows is usable, then unplug newly added or nonessential USB devices, docks, external drives, printers, capture devices, and adapters. Leave the keyboard, mouse, display, and the hardware required to start the computer connected. Start Windows again. If the code disappears, reconnect one device at a time and restart between additions. The first device that brings the failure back is a stronger lead than the code itself.
Do not open the computer or remove internal parts as a first step. If disconnecting an external device changes the symptom, inspect its cable, power supply, and driver before considering replacement.
Choose the least risky next step

Fixes to try when Windows can boot normally
1. Install current Windows updates
Updates can correct operating-system defects and compatibility problems, but an update is not proof that it will resolve this unidentified code.
- On Windows 11, open Settings > Windows Update. On Windows 10, open Settings > Update & Security > Windows Update.
- Select Check for updates, install the available updates, and restart when prompted. Keep the computer connected to reliable power during the process.
- Return to the same page and confirm that Windows reports it is up to date. If an installation fails, use the Windows Update troubleshooter from the troubleshooting settings and record its result.
If the code began immediately after a particular update and continues on every restart, note the update’s name and date before attempting removal. Do not repeatedly interrupt an update by holding the power button.
2. Inspect Device Manager
A warning icon identifies a device Windows could not start or configure normally; it does not, by itself, prove that device caused 0x009F659B.

- Right-click Start and select Device Manager.
- Expand categories related to the timing of the failure, such as Display adapters, Network adapters, Sound, video and game controllers, Universal Serial Bus controllers, or the category for hardware you recently connected.
- Look for a yellow warning icon, an unknown device, or a device whose status says Windows cannot start it. Open Properties and read the Device status text and error number.
- If a driver was changed recently, open the Driver tab and choose Roll Back Driver when that option is available. Restart and test.
- If rollback is unavailable, you can temporarily choose Disable device and restart. If the code stops, re-enable the device and investigate its manufacturer-supported driver or hardware connection.
- As a further reversible test, choose Uninstall device, restart, and allow Windows to redetect it. If a checkbox offering to remove the driver package appears, do not select it unless you have a known replacement and a recovery plan.
- Use Update driver only after recording the current version and date. Windows may report that the best driver is already installed even when a manufacturer has a newer package; that result is not a diagnosis.
Change one device or driver at a time. If several are altered together, you will not know which change affected the result.

3. Check free disk space
Windows and applications need working space for updates, temporary files, paging, and recovery operations. Microsoft gives 10% to 15% free space as a useful general target for operating-system and application work.
- Open Settings > System > Storage on Windows 11, or Settings > System > Storage on Windows 10.
- Review the drive that contains Windows, normally C:. If it is close to full, remove files you can identify safely, empty the Recycle Bin, or move personal media to a backed-up location.
- Use Temporary files in Storage to review removable categories individually. Do not delete a category you still need, and do not treat cleanup as proof that the hexadecimal error was caused by junk files.
- Restart after creating adequate headroom and check whether the failure returns.
4. Test the application or game that was open
If the code appears only when one program launches, update that program from its legitimate publisher, undo a recent plug-in or mod, and test with nonessential overlays disabled. Capture the program name and its complete message. Because 0x009F659B has no verified public mapping, an application-specific dialog cannot be diagnosed from the code alone.
Use Safe Mode when normal startup is unreliable
Safe Mode starts Windows with a limited set of drivers and services. It is useful for deciding whether a recently loaded driver or startup component is involved; it is a diagnostic environment, not a permanent fix.
Enter Safe Mode from Windows
- Open Settings > System > Recovery on Windows 11. In Windows 10, open Settings > Update & Security > Recovery.
- Under Advanced startup, select Restart now. Save open work first.
- At the recovery menu, choose Troubleshoot > Advanced options > Startup Settings > Restart.
- After the restart, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking if network access is necessary for a diagnostic download.
If Windows will not remain open long enough to reach Settings, use the Windows Recovery Environment shown after a failed startup or start it from official Windows installation media. Avoid intentionally interrupting power repeatedly unless Windows has already entered its recovery process; forced shutdowns can damage an update or open files.

What to do in Safe Mode
Repeat the Device Manager inspection, remove or roll back the driver associated with a recent change, and uninstall a recently added program only if the timing strongly connects it to the failure. Restart normally after each change. If the code appears in Safe Mode too, a startup-only service is less likely, and System Restore or another recovery option becomes more appropriate.
When the problem follows a Windows update
First allow the update to finish and restart once. If Windows Update reports an installation problem, run its troubleshooter and keep the error details. If the 0x009F659B failure began directly after a named update and persists, Windows Recovery can provide an Uninstall Updates option. Select the most recent applicable update, restart, and test. This is preferable to removing unrelated updates at random.
Once the computer is stable, check Windows Update again. Leaving Windows permanently unpatched increases compatibility and security risks, so treat removal as a diagnostic step rather than a final solution. If the update cannot be removed or the machine cannot boot, return to Safe Mode or the Recovery Environment instead of repeatedly forcing normal startup.

System Restore
System Restore is appropriate when the code started after a driver, application, or system-setting change and a restore point from before that change exists. It restores system files, drivers, and configuration to the selected date; it does not erase ordinary personal documents, photos, or saved games. Programs and drivers installed after that point can be removed, so read the affected-program list before confirming.

- Search for Recovery from Start and open Open System Restore, or enter the Recovery Environment and choose Troubleshoot > Advanced options > System Restore.
- Select a restore point dated before the first occurrence and use Scan for affected programs when offered.
- Confirm the restore, keep the computer powered, and allow Windows to restart. Test the original scenario afterward.
Startup repair and installation-media diagnostics
If Windows cannot reach the sign-in screen, open Troubleshoot > Advanced options > Startup Repair in Windows Recovery. For persistent startup failures, Microsoft also documents diagnostics through the Windows Recovery Environment and installation media. Use a second computer to create media only when necessary, and back up files first if the affected drive is still readable.
Reset this PC or clean installation
Reset and clean installation are last resorts because they can remove applications, settings, and—depending on the choice—personal files. Before selecting either, copy important files to a separate, verified backup and make sure you have licenses, sign-in details, and installers for essential programs. Choose a recovery method that clearly states what it will keep, and do not begin while you are unsure which drive or partition contains your data.

Windows 10 support status and what it means here
Microsoft ended Windows 10 support on October 14, 2025. A Windows 10 computer may still boot and can still be repaired, but it no longer has the same supported lifecycle as Windows 11. Before spending time or money on extensive repair, check whether the hardware can move to a supported Windows release and whether your applications and games are compatible. Do not interpret the support end date as evidence that it caused 0x009F659B.

Checks that prevent a repeat
- Reconnect external hardware one item at a time and restart between additions.
- Keep a note of the driver version, update date, and exact change that preceded each test.
- Confirm that Windows has completed pending updates before launching the workload that triggered the code.
- Maintain adequate free space on the Windows drive rather than waiting for it to become full.
- Back up important files before System Restore, Reset this PC, or installation-media work.
- If the code returns, record whether it happens in normal mode, Safe Mode, or only inside one application. That distinction narrows the next diagnostic step.
What not to conclude from the hexadecimal string
There is no verified evidence that 0x009F659B means a virus, a particular graphics card, a failing disk, or one named Windows update. Do not delete drivers at random, disable security software as a guess, or purchase a replacement component solely because a search result assigns a cause to the number. The complete message, timing, warning icons, and behavior after a controlled change are more useful evidence than the code by itself.
