Error 0xC000070D is officially an internal Windows thread-pool failure, not a confirmed diagnosis of damaged boot files. Microsoft defines the NTSTATUS value as STATUS_THREADPOOL_RELEASE_MUTEX_ON_COMPLETION_FAILED: after a thread-pool callback, Windows could not release a mutex. If you see the code on a startup or recovery screen, first verify every digit and capture the surrounding message before changing boot data.
A visually similar code, 0xC000000D, is associated in some third-party guidance with missing or damaged Boot Configuration Data (BCD). It is not the same value. The recovery procedure below starts with the least destructive Windows tools, then moves to command-line boot repair only when the screen shows evidence of a Bootmgr, BCD, MBR, boot-sector or file-path problem.

What 0xC000070D means
Microsoft’s NTSTATUS table gives 0xC000070D the name STATUS_THREADPOOL_RELEASE_MUTEX_ON_COMPLETION_FAILED and the description: “After a callback to 0x%p(0x%p), a call to ReleaseMutex(%p) failed.” A mutex is an internal synchronization object. In practical terms, the status describes a Windows component failing while a thread-pool callback was completing; it does not, by itself, identify a broken BCD, a bad disk or a particular game.
The code may nevertheless appear during startup or recovery if the failing component runs while Windows is trying to start. The display context matters more than assumptions based on the hexadecimal value. Record the complete text, any file path, whether it says “Your PC needs to be repaired” or “Your device needs to be repaired,” and what happened immediately beforehand.

Verify the code before repairing anything
Check every hexadecimal digit
Read the screen slowly or photograph it. Distinguish the sixth and seventh digits in 0xC000070D from 0xC000000D. A single missing 7 changes the status value and the appropriate diagnosis. Do not run a BCD rebuild solely because a guide mentions a similar-looking code.
Capture the surrounding clues
- Write down any
WindowsSystem32path,Bootmgrreference, BCD text or named file. - Note whether Windows reaches the sign-in screen, loops back to recovery, or stops before displaying a sign-in screen.
- Record whether the failure began after Windows Update, a shutdown, a hardware change, a driver or software installation, or an upgrade attempt.
- In WinRE, note whether the internal system disk and its Windows partition are visible.
These observations determine whether to concentrate on code identification, Startup Repair, boot-file repair, an installation rollback path or storage diagnosis.
Choose the safest path for your symptoms
| What you observe | Best first direction | Why |
|---|---|---|
| Only the hexadecimal code is known; no Bootmgr, BCD or file-path text | Verify the code and enter WinRE for Startup Repair | 0xC000070D identifies an internal status condition, not proven boot corruption. |
| “Your PC/device needs to be repaired,” Bootmgr, BCD, MBR, boot sector or a Windows file path is named | Startup Repair, followed by documented BOOTREC steps if needed | Those messages point toward boot-loader structures that WinRE can examine. |
| Windows reaches sign-in, then fails inside an application or service | Use the exact message and recent-change information to identify the failing component | Boot-loader commands are not a general repair for a system that already starts. |
| The problem started during an upgrade or installation | Remove nonessential external hardware and follow Microsoft’s Windows 11/10 installation troubleshooting | Installation failures can have a different path from a normal boot-loader failure. |
| The disk is absent in WinRE, BitLocker recovery is requested but unavailable, or repair commands fail | Stop and escalate to Microsoft or a qualified technician | Further boot commands cannot safely repair an unidentified or inaccessible system disk. |
Prepare before entering recovery
- Disconnect nonessential external storage, hubs, printers and other USB devices. Leave the keyboard, mouse and the media needed to start recovery connected.
- If Windows still starts intermittently, back up important game saves, documents and other data before making boot changes.
- Have your BitLocker recovery information available if the encrypted drive asks for it. Do not guess recovery keys.
- Use a Windows installation USB if the installed copy will not open WinRE. Confirm that the USB is appropriate for the Windows installation’s edition and architecture and that it has adequate capacity and current availability before relying on it.
Enter Windows Recovery Environment (WinRE)
From Windows installation media
- Insert the Windows installation USB and start the PC from that USB. Use the firmware’s one-time boot menu if the computer does not select it automatically.
- At Windows Setup, choose the language and keyboard options that match your installation, then continue to the next screen.
- Select Repair your computer, not the option that starts a fresh installation.
- Open Troubleshoot > Advanced options. The tools in this menu run outside the damaged Windows session.
If WinRE already appears automatically
Choose Advanced options from the recovery screen and continue with the same sequence. If the PC repeatedly returns to recovery, do not keep repeating a failed repair; note the displayed message and move to the next appropriate branch.

Run Startup Repair first
- In WinRE, select Troubleshoot > Advanced options > Startup Repair.
- If prompted, select the Windows installation and enter its account credentials.
- Allow the scan and repair process to finish without powering off the PC.
- Choose the restart option when it is offered and test whether Windows reaches sign-in.
Microsoft describes Startup Repair as a WinRE tool that scans for startup problems and attempts to fix them. Its documented targets include missing or damaged system files, corrupted BCD, a damaged MBR, incompatible drivers and registry errors. A successful run does not prove that 0xC000070D itself was caused by any one of those conditions; it means the tool found and addressed a startup issue it could handle.
If Startup Repair reports that it could not repair the PC, record the exact report. Do not jump directly to a BCD rebuild unless the symptoms indicate a boot-loader problem.
Use BOOTREC only for an indicated boot-loader problem
Microsoft documents BOOTREC commands for cases involving boot structures. Use them from Advanced options > Command Prompt after Startup Repair, and only after identifying the correct Windows and system partitions. The drive letter used by WinRE may not be the same letter you see in normal Windows.

Identify the Windows and system partitions
- At Command Prompt, inspect the available volumes with the disk-management commands provided in WinRE and locate the volume containing the
Windowsfolder. Also identify the system or EFI partition used for boot files. - Confirm the result by checking the volume contents rather than assuming that
C:is Windows. A wrong letter can make a valid command target the wrong volume. - If the internal disk or the expected partition is not visible, stop. Do not initialize, format or delete partitions while trying to make the command work.
Repair the master boot record or boot sector when the message supports it
From the WinRE Command Prompt, Microsoft documents these boot-repair commands:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBOOTREC /FIXMBR
BOOTREC /FIXBOOT
BOOTREC /SCANOS
/FIXMBR writes boot code to the master boot record, /FIXBOOT writes a new boot sector and /SCANOS searches disks for Windows installations that are not currently listed in the boot configuration. Run only the command that matches the failure you are investigating, read each result, and restart only after the command completes. These commands do not constitute a general fix for an internal thread-pool status.
Rebuild the BCD when it is actually damaged
A BCD rebuild is appropriate when the recovery text identifies missing or corrupted boot configuration, or when the documented boot-repair process finds a Windows installation that is not in the boot list. Preserve the existing store before changing it.

- In Command Prompt, identify the volume that contains the current boot files. The path may differ between legacy BIOS/MBR and UEFI installations.
- Export a backup of the BCD store using the Microsoft-documented export step. Keep the backup on a volume you can identify and do not overwrite it.
- Remove the hidden, system and read-only attributes from the existing BCD file on the identified system volume.
- Rename the existing BCD store instead of deleting it, so that it remains available for recovery if the rebuild does not produce the expected result.
- Run
bootrec /rebuildbcd. When the scan lists the correct Windows installation, add it to the boot list. - Close Command Prompt and restart. If the result is worse, return to WinRE and use the preserved BCD backup or seek technical assistance rather than repeating random commands.
Do not substitute a guessed path or drive letter in these steps. If you cannot distinguish the Windows partition from the system partition, the disk layout is unusual, or BitLocker blocks access, stop and escalate.
When the code appeared during an upgrade or installation
If 0xC000070D appeared while upgrading or installing Windows 11 or Windows 10, disconnect nonessential external hardware and use Microsoft’s general installation-troubleshooting guidance for that Windows version. An upgrade context can involve setup files, compatibility checks and restart stages that are different from a normal boot. Keep the exact setup message and the point at which the process stopped; do not treat the NTSTATUS definition as proof that BCD corruption caused the installation failure.

Separate startup from application failure
When you can reach the sign-in screen, the immediate boot-loader path has completed. Note which service, program or operation displays the status and whether it began after a software, driver or hardware change. Use the application’s own recovery or update instructions and Windows’ built-in recovery options rather than altering the BCD without evidence that boot files are involved.
Check whether the failure is repeatable
Record whether the error appears at every startup, only after a restart, or only after a particular action. A repeatable startup stop belongs in the WinRE procedure above; an error that appears after sign-in needs component-specific diagnosis. Keeping these cases separate prevents a boot repair from masking the original problem.
When to stop and get help
- The system disk is not detected in WinRE or its partitions appear with the wrong capacity or an unexpected layout.
- BitLocker asks for a recovery key that you cannot provide.
- Startup Repair and the documented BOOTREC/BCD steps fail, loop, or return errors you cannot interpret.
- The PC loses power, makes unusual storage noises, or shows signs of a physical drive problem.
- You are unsure which partition contains Windows or which firmware mode the installation uses.
Give Microsoft support or a qualified technician the exact hexadecimal code, the complete screen text, the timeline of recent changes, the WinRE results and any command output. This is more useful than reporting only that “Windows is broken.”
Quick Recap
After Windows starts again
- Confirm that the expected Windows installation and user files are present before reconnecting all external devices.
- Reconnect hardware one item at a time if the problem began after a peripheral or hardware change.
- Keep the photo or transcription of the original message and the successful repair steps for future troubleshooting.
- If the error returns, compare the new message with the original instead of assuming it is the same failure.
