ExpressVPN’s official Windows installer documentation identifies 0x80070643; 0x8007643 appears in community reports and may be a transcription variant. If your screen actually says 0x80070643, follow the sequence below. If it shows a different code, keep that exact code for support rather than substituting another one.
The usual fix is to finish Windows updates, restart, test whether security software is blocking the installer, restart the Windows Installer service, and run Microsoft’s Program Install and Uninstall troubleshooter. Also confirm that the computer meets the current app requirement. The latest ExpressVPN Windows app requires Windows 10 or later. On a Windows 11 ARM64 computer, use ExpressVPN’s ARM64 installer rather than the standard x64 package. If the computer is running Windows 7 or 8, the latest installer is not supported; record the Windows version and ask ExpressVPN which older-app option, if any, is available for that system.

Write down the Windows edition, whether the processor is x64 or ARM64, and the ExpressVPN app version if it is visible. Those details help distinguish a package mismatch from a damaged installation. Do not replace a different hexadecimal code with 0x80070643 simply because the wording looks similar; support needs the code Windows actually displayed.

Why the repair-or-uninstall prompt appears
This message normally means Windows could not complete an install, update, repair, or removal operation. A restart that is still pending, an incomplete Windows update, a stopped Windows Installer service, security software intercepting the package, or damaged installer registry data can all leave Windows believing that an earlier operation is unfinished.

Fix 0x80070643 (or verify 0x8007643) in order
Run the steps in order and retry the installer after each one. Stop when installation succeeds. This order starts with changes that clear Windows state, then moves to installer repair and finally to a clean reinstall and diagnostics. Repeating the same failed launch without changing one of these conditions is unlikely to provide new information.
1. Finish Windows updates and restart
- Open Settings from the Start menu.
- Open Windows Update (on some Windows 10 builds, choose Update & Security, then Windows Update).
- Install every available update. If Windows requests a restart, allow it; repeat the check until no pending update or restart is shown.
- Restart the computer even if Windows did not explicitly request it.
- Download or open the current ExpressVPN installer and try again.
ExpressVPN’s documented first instruction is to “Restart your computer (complete all pending Windows updates).” A pending reboot can prevent another installer from acquiring files or registering services. If the update screen continues to show a restart requirement, complete that restart before testing ExpressVPN again.

2. Temporarily test firewall, antivirus, or antispyware interference
Security software can inspect or block an installer while it writes files and services. Temporarily pause your third-party firewall, antivirus, or antispyware product, run the ExpressVPN installer once, and immediately turn protection back on after the test.
- Open the security product’s own control panel and use its temporary pause or disable option. Record what you changed so it can be restored.
- Run the ExpressVPN installer one time while protection is paused.
- Re-enable the firewall, antivirus, or antispyware protection regardless of the result.
- If installation still fails, continue with the Windows Installer and troubleshooter steps instead of leaving protection disabled.
Do not browse or download unrelated files while protection is paused. This is an interference test, not a recommendation to operate the computer without security controls. If the installer works only while protection is paused, tell ExpressVPN which security product was involved and restore protection before doing anything else.
3. Restart the Windows Installer service
- Press Windows + R to open the Run dialog.
- Enter
services.mscand press Enter. - In the Services list, select Windows Installer.
- Choose Restart. If the service is stopped and Restart is unavailable, choose Start.
- Close Services and run the ExpressVPN installer again.
ExpressVPN’s guide describes this as “Restart the Windows installer service.” Restarting the service refreshes the component responsible for many .msi-style install, repair, and uninstall operations; it does not remove your ExpressVPN settings by itself. If Windows Installer is missing from the list or refuses to start, note that result for support rather than changing unrelated services.
4. Repair installer records with Microsoft’s Program Install and Uninstall troubleshooter
Use Microsoft’s Program Install and Uninstall troubleshooter when Windows reports that ExpressVPN must be repaired or removed but cannot complete the operation. The utility can repair corrupted registry keys associated with installation data.
- Download and launch Microsoft’s Program Install and Uninstall troubleshooter.
- Choose Installing when asked which operation has a problem.
- Select ExpressVPN if it appears in the list.
- If ExpressVPN is not listed, choose Not Listed and continue through the prompts.
- Allow the troubleshooter to apply its repair, then close it.
- Run the current ExpressVPN installer again.
The troubleshooter changes installer-related registry entries; it is not a general registry cleaner. If it reports that it could not identify a problem, continue to the clean-reinstall step rather than repeatedly running it. Record whether ExpressVPN was listed and what result the tool displayed.

Download a fresh current installer from ExpressVPN instead of reusing a partially downloaded file. Confirm that the download matches the operating system: Windows 11 ARM64 systems need the ARM64 installer. A package for the wrong architecture or an incomplete download can fail before repair or removal finishes.

- Close the ExpressVPN app and any installer window.
- Delete or move the old installer so you do not accidentally launch it again.
- Download the current Windows installer from ExpressVPN using a working browser.
- On Windows 11 ARM64, select the ARM64 build.
- Right-click the downloaded installer, choose Run as administrator, and retry.
Running as administrator can supply the permissions required to register a service, but it cannot correct an unsupported Windows version or corrupted installer records. If the same code returns, continue rather than repeatedly launching the same package. Keep the exact installer name and architecture in your notes in case support requests them.
Clean reinstall when the app is damaged
ExpressVPN’s clean-install procedure is to uninstall the app, restart the device, download the current installer, and install it again. Use this only after the update, security-interference, Windows Installer, and Microsoft troubleshooter checks, because uninstalling removes the existing app installation.
Uninstall ExpressVPN normally
- Open Settings > Apps > Installed apps (Windows 11) or Apps & features (Windows 10).
- Find ExpressVPN, open its menu, and choose Uninstall.
- Follow the removal prompts to completion.
- Restart the computer.
- Download the current installer and install it again.
You can also use Control Panel > Programs > Programs and Features on systems that still expose the classic interface. Do not delete random ExpressVPN folders or registry keys as a substitute for the uninstaller; doing so can leave Windows with more inconsistent records. The required restart belongs between removal and the fresh installation, not after repeatedly launching a failed installer.
If uninstall itself fails
Do not keep repeating a failed uninstall or manually remove registry entries. Run Microsoft’s Program Install and Uninstall troubleshooter with Installing selected and choose ExpressVPN or Not Listed. If removal still fails, collect the logs and exact code before contacting support. Support can determine whether a product-specific cleanup procedure is appropriate for the installed version.
If the app disappears from the installed-app list but the installer still reports a repair requirement, treat that as an incomplete registration rather than proof that every component is gone. Capture the failure immediately and include the sequence you already tried.
When the message mentions an unavailable or unreachable service
Some launch failures use wording such as Engine Unavailable, Service Unreachable, or Unable to Start Service rather than the installer code. ExpressVPN’s service guidance applies specifically to Windows app version 12 and below.

- Close and relaunch ExpressVPN.
- Return to Windows Update and complete every pending update.
- Restart Windows and test the app again.
If the service message remains after an update and restart, treat it as a product-service problem and include the message, app version, Windows edition, and installer logs when you contact ExpressVPN. Do not assume that a service message proves the hexadecimal installer code is wrong; report both messages if they appear during the same attempt.
Collect logs and escalate with useful evidence

- Email the files and those details to

Include the original spelling of the code—even if it is 0x8007643—rather than converting it to 0x80070643 in your message. If a log file is missing, say so; do not create an empty replacement. Mention whether updates were pending, whether security protection was paused for the test, whether Windows Installer could be restarted, and whether the Microsoft troubleshooter listed ExpressVPN. Those observations give support a reproducible sequence instead of only a generic failure notice.

- Use the exact code shown by Windows; similar-looking hexadecimal strings are not interchangeable.
- Keep firewall, antivirus, and antispyware protection enabled except for the single controlled installer test.
- Restart after Windows updates and after uninstalling ExpressVPN.
- Use Windows 10 or later for the current app, and select ARM64 on Windows 11 ARM64 hardware.
