How to Fix Lag and Low FPS in PC Strategy Games

Diagnose low FPS and stutter in PC strategy games by checking requirements, background load, drivers, graphics settings, resolution, CPU/GPU limits, memory, and laptop cooling before buying hardware.

Start by deciding what “lag” means on your PC. A low frame rate is a consistently slow picture; stutter is a series of brief hitches; input delay is a slow response to clicks; network latency affects online actions. The guidance below addresses low FPS and stutter, not multiplayer network latency. Note whether performance is always poor or drops during large battles, zooming, loading, or late-game turns, and whether the problem affects one strategy game or several.

The fastest safe route is to compare your hardware with the exact game requirements, remove background load, update Windows and graphics drivers, reduce demanding settings in small steps, and use resolution changes to identify whether the CPU or GPU is more likely to be limiting performance. Only consider a RAM or graphics-card purchase after that diagnosis.

1. Define the symptom before changing anything

Different symptoms point to different causes. Record what you see in a repeatable situation, such as the same saved game, map location, replay, or benchmark scene. Write down the game version, display resolution, operating system, CPU, graphics processor, installed RAM, and whether the issue began after a game, Windows, driver, settings, or hardware change.

Symptom What it usually describes Useful first clue
Low FPS The game renders fewer frames than you want, often continuously. Check requirements, utilization, resolution, and graphics settings.
Stutter Short pauses or uneven frame delivery even when the average FPS appears acceptable. Check available system memory, background programs, temperatures, and whether it happens when new areas or effects load.
Input delay A gap between a click or key press and the game responding. Check frame pacing and display settings; do not assume it is an internet problem.
Online delay Commands or other players’ actions arrive late because of a connection or server path. This article does not establish network-latency fixes.

If one title is affected, start with that game’s support notes and configuration. If several games are affected, prioritize system-wide resource use, drivers, temperatures, power behavior, and background applications.

2. Check the exact requirements and your hardware

Look up the game’s current minimum and recommended requirements from its official store or support page. Compare the exact CPU family, graphics processor, video memory, system memory, operating-system version, and storage expectations with your PC. Minimum requirements generally indicate that a game can run under specified conditions; they do not promise a high or stable frame rate. Updates can also make older hardware struggle even when the original requirements have not changed visibly.

What to record

  • CPU model and its sustained clock behavior while the game is running.
  • GPU model, driver version, and dedicated video-memory amount.
  • Installed and available system RAM.
  • Monitor resolution and the game’s internal render resolution.
  • Windows edition and version, plus whether the game is using a laptop’s integrated or discrete GPU.
  • Whether the problem appears in one game or across several games.

Do not treat a component name alone as a diagnosis. Two systems with similar model numbers can behave differently because of cooling, power limits, memory configuration, driver state, or the game’s own update.

3. Apply low-risk fixes first

Close unnecessary programs and overlays

Exit browsers with many tabs, launchers you are not using, recording or streaming tools, hardware-monitoring overlays, and other applications that consume CPU, GPU, memory, or disk time. Steam notes that background processes can affect performance. Close only software you recognize, and keep essential security tools and drivers running.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retest the same scene after each meaningful change. If closing a program helps, re-enable items one at a time to identify the conflict instead of permanently disabling everything.

Update Windows and graphics drivers

Install Windows updates and graphics drivers through the appropriate official channels for your operating system and GPU manufacturer. Steam identifies outdated drivers as a possible reason for reduced FPS. Restart after installation, then test before changing several other variables. If the problem began immediately after a driver update, use the manufacturer’s supported rollback option rather than downloading an unverified driver package.

Verify the intended GPU on a multi-GPU PC

Laptops and some desktops expose an integrated processor and a discrete graphics card. In Windows graphics settings, assign the game to the intended high-performance GPU, then confirm the selection in the game or driver panel. A wrong-GPU assignment can make an otherwise suitable system appear far below expectations.

Windows 11 windowed-game optimizations are available only to compatible games. Treat the setting as a targeted experiment, not a guaranteed FPS increase: change it, restart the game if requested, and keep the option that produces better frame pacing on your hardware.

4. Lower demanding settings methodically

Do not immediately set every option to its lowest value. Change two or three expensive options, test the same scene, and note both the FPS change and the visual cost. Riot’s graphics guidance identifies the following settings as common performance levers:

Shadows

Lower shadow quality or distance first when scenes contain many units, buildings, or dynamic lights. The result is usually visible around objects, but it can reduce GPU work substantially.

Effects and particles

Reduce effects or particle density when explosions, spells, weather, smoke, and other transient events cause drops. This is particularly useful when the slowdown occurs during battles rather than while navigating a quiet map.

Post-processing

Lower post-processing effects such as ambient treatments, bloom, depth effects, or motion-related filters if the game groups them into one control. Compare a busy scene, because a calm menu will not expose the difference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Environment, detail, and material quality

Reduce environment or overall detail when large maps, crowds, foliage, or dense structures cause a GPU or CPU workload increase. Material quality can also affect memory and rendering cost.

Anti-aliasing

Use a less expensive anti-aliasing mode or reduce its level if the GPU is the limiting component. Edges may look less smooth, but this test helps establish whether pixel and shading work is the constraint.

Texture quality

Lower textures when video memory is close to full or when hitches coincide with loading new areas and assets. Texture quality is not the first answer to every strategy-game slowdown: a CPU-bound simulation may show little improvement, while a video-memory problem may improve noticeably.

Keep a simple change log. If lowering several settings produces no measurable improvement, restore the ones that hurt image quality and investigate CPU, memory, temperature, or power limits instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Use resolution as a diagnostic test

Lower the game’s resolution or render scale substantially for one controlled test. If FPS rises clearly, the GPU’s rendering workload, fill rate, shader demand, or video-memory pressure may be part of the problem. You can then raise resolution and reduce the most expensive GPU settings until image quality and frame pacing are acceptable.

If a large resolution reduction does not improve FPS, Steam identifies CPU performance as a likely limitation. This is a clue, not proof: a locked frame cap, a power limit, a background task, or a game-specific issue can mask the result. Restore your preferred resolution after the test and check utilization and clock behavior if you are comfortable monitoring them.

Resolution test result More likely explanation Next action
FPS improves substantially GPU rendering, shaders, fill rate, or VRAM pressure. Reduce resolution, anti-aliasing, shadows, effects, or textures; check GPU clocks and temperatures.
FPS changes very little CPU simulation, a frame cap, memory pressure, background load, or a title-specific issue. Check CPU behavior, available RAM, caps, thermals, and the game’s support notes.
Average FPS is acceptable but hitches remain Memory pressure, asset streaming, background activity, or uneven frame delivery. Close programs, check available memory, lower textures if VRAM is constrained, and test a repeatable scene.

6. Understand why strategy games can be CPU-limited

Strategy games often simulate many independent systems at once: artificial-intelligence decisions, unit orders, pathfinding, economy rules, diplomacy, physics, and turn or campaign updates. Microsoft’s Windows Gaming and Graphics Technologies Developer Relations analysis explains that many games can be CPU-limited and identifies AI and physics as examples of CPU consumers in well-behaved Direct3D applications. That developer-level observation does not guarantee that a particular strategy title or PC is CPU-bound.

At high resolutions, the GPU can still be the limit because it must process more pixels and shader work. A game can also alternate between limits: the campaign map may be CPU-heavy, while a battle with high-quality effects is GPU-heavy. Measure the situation in which the slowdown occurs rather than relying on the game genre alone.

The same Microsoft material discusses approximately 300 or fewer draw-batch submissions per frame as developer guidance for current-generation hardware. This is not a consumer FPS target, a recommended setting, or a benchmark for your PC; it illustrates why CPU-side rendering overhead can matter in some engines.

7. Check memory pressure and stutter

Steam notes that low available system memory can cause repeated frame hitches. Before buying RAM, close memory-heavy applications and observe whether available memory falls sharply when the game starts or when a large save is loaded. Confirm that the operating system sees all installed modules and that no other process is consuming an unusual amount.

A memory upgrade is conditional, not universal. It can help when the game and operating system are exhausting available RAM, but it will not repair a CPU-bound simulation, an unsuitable GPU, thermal throttling, or a network problem. Check the game’s requirements, your motherboard or laptop’s supported memory type and capacity, module compatibility, and whether installation is practical before purchasing. No single RAM capacity is established as appropriate for every strategy title.

8. Account for laptops, cooling, and power limits

SEGA’s Total War support guidance notes two series-specific considerations that are useful more broadly: higher resolution increases video-memory demand, and insufficient laptop cooling can restrict CPU power. Keep vents clear, place the laptop on a hard surface, and avoid blocking intake or exhaust openings. Clean dust according to the manufacturer’s instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Watch for a pattern in which performance is good immediately after launch but declines as the system warms. That pattern can indicate thermal or power management rather than a graphics setting. Use the manufacturer’s normal performance mode and connect the approved power adapter when appropriate. Avoid risky overclocking, unofficial BIOS changes, or blocked vents as “fixes.”

An FPS cap can reduce unnecessary heat and make frame delivery steadier when the system is fluctuating around a target. There is no universal cap: choose one your hardware can sustain in the demanding scene, and confirm that the game’s cap, driver cap, and display refresh behavior do not conflict. Fan settings are likewise hardware-specific; use supported controls and judge the result by temperature, noise, and stable performance.

9. Compare remedies before spending money

Remedy Likely bottleneck Cost and reversibility Visual or compatibility trade-off
Close background programs and overlays CPU, GPU, memory, or disk contention. Free and immediately reversible. May disable recording, overlay controls, or notifications.
Update Windows and graphics drivers Driver or operating-system compatibility. Usually free; reversible through supported rollback. A new driver can change behavior, so test after restarting.
Lower shadows, effects, post-processing, or anti-aliasing GPU rendering load. Free and reversible per game. Reduced image quality; may not help a CPU limit.
Lower textures Video-memory pressure or asset streaming. Free and reversible per game. Less detailed surfaces; little effect on some CPU-bound systems.
Lower resolution or render scale GPU workload, fill rate, or shader demand. Free and reversible. Softness or reduced workspace; use mainly as a diagnostic first.
Improve ventilation or use a supported power mode Thermal or power throttling. Usually low cost and reversible. More fan noise; results depend on the chassis and environment.
Upgrade RAM Insufficient available system memory. Purchase and installation required. Must match the PC; does not fix CPU- or GPU-bound performance.
Upgrade the graphics card Persistent GPU or VRAM limitation. Higher-cost purchase with compatibility checks. Requires suitable power, case space, connectors, and platform support.

Steam lists video-card and memory upgrades as possible performance improvements, but it does not prescribe a universal model or capacity. Use the exact game requirements and your PC’s compatibility limits before buying anything.

10. A repeatable troubleshooting procedure

  1. Classify the symptom. Decide whether the issue is consistently low FPS, intermittent stutter, input delay, or online delay. Continue with this guide only for the first two categories.
  2. Define the scope. Test the same save or scene in the affected game, then try another demanding game if available. Record whether the issue began after an update or hardware change.
  3. Check requirements. Compare the exact game version and resolution with your CPU, GPU, VRAM, RAM, and Windows configuration.
  4. Remove background load. Close unneeded applications, overlays, recording tools, and launchers. Retest without changing graphics settings.
  5. Update safely. Apply supported Windows and graphics-driver updates, restart, and retest.
  6. Verify GPU selection. On a multi-GPU system, assign the game to the intended processor in Windows graphics settings and confirm it is being used.
  7. Run the resolution test. Lower resolution or render scale substantially for one repeatable test. Record whether FPS improves.
  8. Tune settings in groups. For a likely GPU limit, test shadows, effects, post-processing, anti-aliasing, detail, and textures. Change only a few at a time and keep a note of the result.
  9. Check CPU, RAM, and temperatures. Look for sustained CPU saturation, low available memory, falling clocks, or temperature-related performance loss. Treat utilization as evidence, not a diagnosis by itself.
  10. Test a cap or cooling change only when indicated. Use a supported FPS cap or better ventilation if heat or unstable frame pacing is evident; do not assume one cap suits every game.
  11. Restore quality deliberately. Re-enable settings that made no difference, then keep the smallest changes that solve the problem.
  12. Escalate with complete details. If the issue remains, provide the game name and version, CPU, GPU, RAM, resolution, Windows version, driver version, affected scene, and whether one or several games are affected to the game’s official support.

11. Troubleshoot by symptom pattern

Only one game is slow

Check that title’s official support notes, recent patch notes, graphics configuration, and known compatibility issues. Verify files if the platform provides that function, then test a clean settings profile. Avoid assuming a system-wide hardware failure when other games perform normally.

Several games became slow after an update

Compare driver and Windows dates with the first failure, check the selected GPU, and inspect background applications and power or thermal behavior. A supported driver rollback may be appropriate if the timing points to a driver regression.

Performance drops only in large battles or late campaigns

That pattern is consistent with a heavier simulation or CPU workload, although GPU effects can rise at the same time. Lowering resolution may have little effect; check CPU clocks, cooling, background load, and whether the title offers a simulation or unit-detail option.

Stutter occurs when entering new areas

Check available system memory and video-memory pressure, close background programs, and test lower texture quality. If the game is streaming assets from slow or busy storage, consult its official support for title-specific requirements rather than assuming a graphics-card upgrade is necessary.

FPS is high but controls feel delayed

Check frame pacing, synchronization and display settings, overlays, and whether a frame cap is interacting with the monitor’s refresh behavior. Do not label this symptom as network lag without evidence that online commands or server updates are arriving late.

12. When a hardware upgrade is justified

Consider an upgrade only after the software and settings tests identify a persistent limit. A graphics-card upgrade is most defensible when lowering resolution and GPU-heavy settings produces a clear improvement but your preferred resolution remains too slow, or when video memory is repeatedly exhausted. A RAM upgrade is most defensible when available system memory is consistently low and closing applications changes the hitching pattern.

A CPU upgrade is a platform decision, not a universal strategy-game cure. It may help a clearly CPU-limited simulation, but check motherboard compatibility, cooling, firmware support, power requirements, and whether the game benefits from the new processor. The available evidence does not establish one processor, graphics card, or RAM capacity as the correct choice for all strategy games.

13. What to include when asking for support

Official support can act more effectively when the report is reproducible. Include:

  • Game title, edition, version, and whether the issue occurs in campaign, battle, menu, or multiplayer.
  • CPU, GPU, VRAM, installed RAM, display resolution, Windows version, and graphics-driver version.
  • Whether one game or multiple games are affected.
  • When the issue began and any related update, settings change, or hardware change.
  • Whether lowering resolution changes FPS.
  • The exact scene or save in which the problem appears.
  • Temperatures, clock behavior, and available-memory observations if you collected them.
  • Which settings and background applications you changed, and what result each change produced.

This information distinguishes a title-specific defect from a requirement mismatch, CPU or GPU limit, memory pressure, driver issue, or thermal restriction without guessing.
