The text “8×80070422” is usually a typing error; the standard hexadecimal code is 0x80070422. Start by checking Windows Update in services.msc, then update Windows and the Store, repair or reset the Store app, and clear its cache. On a work or school computer, policy or a firewall/proxy can deliberately block the service, so an administrator may need to change the setting.
What error 0x80070422 means
Microsoft defines error 0x80070422 as “The service cannot be started because it is disabled.” In a Microsoft Store context, that normally means one of the Windows services the Store relies on is disabled, stopped, or prevented from starting. The failure can appear at different points:

- the Store window will not open;
- an app download remains pending or fails immediately;
- an installed app cannot update; or
- Windows Update also reports 0x80070422.
The exact symptom matters because a Store launch problem can be fixed by clearing the Store cache or repairing the app, while a download or installation failure often involves Windows Update, Background Intelligent Transfer Service (BITS), or Microsoft Store Install Service. A service can also be configured differently by Windows edition, an organization’s policy, or a device-management tool, so do not assume every service must be set to Automatic.

- Write down whether the error appears while opening Microsoft Store, downloading an app, or installing an update.
- Open Settings > Windows Update and check whether Windows Update itself displays 0x80070422 or another service error.
- Note whether the computer is personally managed or belongs to a school or employer. Organization policy can disable Store access or stop a service from being changed.
- Restart the computer once if a Windows update or service change is already waiting for a reboot. A pending restart can make a correct setting appear ineffective.
Use the following starting points when deciding which branch to try first:
| Observed failure | Start with | Reason |
|---|---|---|
| Windows Update and Store both show 0x80070422 | Windows Update service, then pending Windows updates | The same disabled service may be affecting both components. |
| Store opens, but downloads or installs fail | Microsoft Store Install Service and BITS, then Store updates | Transfer and installation services are involved after the Store has launched. |
| Store will not launch, while Windows Update works | Store cache reset, then Repair and Reset | The Store app package or its local cache may be damaged. |
| Setting changes are blocked or return after reboot | Device administrator and policy review | A managed configuration can override local service changes. |
Fix 1: Check the Windows services
Windows exposes the relevant service controls through the Services console. This is the most direct response to the wording of error 0x80070422.
Inspect Windows Update
- Press Win + R.
- Enter
services.mscand press Enter. - In the list, locate Windows Update and open it.
- Check Service status and Startup type. If Startup type is Disabled, open the list and choose a startup mode that is appropriate for your Windows version and policy. Microsoft’s guidance does not require every installation to use the same mode.
- Select Apply, then Start if the service is stopped. Select OK and close the console.
If the Start button is unavailable, an error appears, or the setting immediately changes back to Disabled, do not keep forcing different modes. That behavior usually indicates a policy, permissions issue, or a service dependency that must be handled by the device administrator.

Check Store download and installation services
For a Store that opens but cannot download or install apps, return to the Services console and inspect these entries where they are present:
- Microsoft Store Install Service
- Background Intelligent Transfer Service (BITS)
Look for a Disabled startup type or a stopped service. Use the same cautious process: select a supported startup mode for that Windows release, apply it, and start the service if Windows permits. Do not change unrelated services or set every service to Automatic. If a service is missing, that can reflect the Windows release or its configuration; continue with the Store and Windows Update steps instead of downloading a replacement service file.
Fix 2: Install pending Windows updates
Microsoft’s Store troubleshooting sequence begins by making sure Windows is current. Updates can include Store components, service fixes, and policy changes that are required before app installation works again.
- Open Settings.
- Choose Windows Update. On some Windows 10 installations, this is under Update & Security > Windows Update.
- Select Check for updates if Windows has not checked recently.
- Install every pending update that Windows offers, including a servicing or cumulative update if listed.
- Restart when prompted. Reopen Windows Update after the restart and confirm that no required update is still waiting.
If Windows Update itself returns 0x80070422, complete the service check in Fix 1 first. A Store reset cannot compensate for a Windows Update service that remains disabled.

Fix 3: Update Microsoft Store itself
The Store client can have a pending update even when Windows is current. Use the label that matches your Windows version.
- Open Microsoft Store.
- On Windows 11, select Library. On Windows 10, select Downloads and updates.
- Select Get updates.
- Allow Store updates to finish, then retry the original app download or installation.
If the Store cannot stay open long enough to reach Library or Downloads and updates, move to the cache and app-repair steps below. If only one app fails, retry another small, free app after updating; this distinguishes a Store-wide service problem from an issue limited to one package.
Fix 4: Repair, then reset the Store app
Windows provides two built-in app actions. Repair attempts to correct the app without removing its stored data. Reset is more disruptive and returns the app to its default state, so use Repair first.

A damaged local cache can prevent the Store from launching or completing a transaction. Microsoft’s cache-reset command is wsreset.exe; it does not require downloading a utility.
- Press Win + R.
- Type
wsreset.exeand press Enter. - Wait while the command runs. A blank command window may appear briefly.
- When the process finishes, Microsoft Store should reopen automatically. If it does not, open Store from the Start menu.
- Retry the action that produced 0x80070422.
Do not close the command window while it is working. If the Store still fails after the cache reset, continue with the service, repair/reset, and policy checks rather than repeatedly running the same command.
Fix 6: Run the Store Apps troubleshooter when available
Microsoft lists the Windows Store Apps troubleshooter as part of its Store troubleshooting sequence. Its location and availability vary by Windows release, so the menu may not appear on every current installation.
- Open Settings and search for Troubleshoot settings.
- Open Other troubleshooters on Windows 11, or Additional troubleshooters on some Windows 10 builds.
- Look for Windows Store Apps and select Run.
- Apply any recommendation the troubleshooter reports, then restart if requested.
If Windows does not list Windows Store Apps, skip this step; its absence is a version difference, not proof that the Store is permanently damaged.

A service can be healthy locally and the Store can still fail if the computer is managed or required Microsoft endpoints cannot be reached.
Work or school computers
Organizations can disable Microsoft Store through policy. A policy may also force a service back to Disabled after you change it, or remove the ability to edit the setting. Contact the organization’s administrator before changing policy or registry settings. Explain the exact code, the service name, and whether the setting reverts after a restart.
Firewall and proxy paths
Microsoft’s Store guidance warns that required Store and Windows Update endpoints must be reachable through the firewall or proxy. If the error occurs only on a managed network, test the Store on an approved network or ask the network administrator to verify the required endpoints and authentication rules. Do not disable the firewall as a blanket test; that changes the computer’s security posture without proving which endpoint is blocked.
Fix 8: Escalate when the setting is locked
Use Microsoft Support or your device administrator when any of these conditions applies:
- Windows Update, Microsoft Store Install Service, or BITS is locked to Disabled.
- The Services console reports an access-denied or dependency error when you try to start the service.
- A service starts but returns to Disabled after every reboot.
- Store repair, reset, cache clearing, updates, and the available troubleshooter all fail.
- The device is managed by an employer or school and policy controls Store access.
Give support the exact hexadecimal code, the action that triggers it, the Windows edition, and the steps that have already been completed. Mention whether Windows Update fails with the same code. That information lets support separate a disabled-service problem from a Store package or network-policy problem.
Quick Recap
What not to change while troubleshooting
- Do not treat “set every service to Automatic” as a universal fix. Startup modes are version- and policy-dependent.
- Do not use random registry files or service-repair scripts from unknown websites. They can create a second configuration problem and make it harder for an administrator to identify the original cause.
- Do not assume that resetting the Store will repair Windows Update. If both components show 0x80070422, the Windows Update service must still be addressed.
- Do not keep repeating
wsreset.exeafter it has completed without checking services, updates, and policy.
