Fixing an error means identifying the program that owns the file, restoring the matching application or SDK copy, checking for malware when the file is in an unexpected location, and repairing Windows components only when broader corruption is evident. Do not download an arbitrary copy from a DLL website.
What ndisapi.dll is and why Windows reports it
ndisapi.dll is commonly the user-mode library used by software built around Windows Packet Filter (often called WinpkFilter). The library gives an application an interface for filtering, inspecting, modifying, capturing and transmitting raw network packets. Security, networking, traffic-analysis, virtualization and diagnostic programs can use that interface.

The library is normally supplied by the application or by the native NDISAPI software development kit. The Windows Packet Filter MSI driver packages install the NDIS 6 lightweight filter driver, but they do not necessarily include ndisapi.dll. That distinction explains why reinstalling a driver alone may not restore the missing file: the program that calls the library, or the SDK used to build that program, must provide the compatible DLL.
A message such as “ndisapi.dll was not found,” “The code execution cannot proceed,” or an application-specific error generally means one of four things:

- The owning application was incompletely installed, removed, quarantined or damaged.
- The application and its DLL do not match in architecture or version.
- Windows component or system-file corruption is affecting the application.
- A file using the name ndisapi.dll is in an unexpected location or is part of a malicious persistence setup.
Microsoft Security Intelligence describes ndisapi.dll and ndisrd.sys as clean files used for packet filtering, but it also documents malware that drops those names beside a suspicious executable and a startup Run-key entry. The filename by itself therefore proves neither that a file is safe nor that it is malicious.
First determine which copy is failing
Capture the complete error
Before replacing anything, copy the exact message, error code, application name and time. If the message appears during startup, note which program is launching. If it appears in an antivirus alert or Event Viewer, record the full path shown for the DLL. A path such as an application’s own directory answers a different question from a path in a temporary folder or an unfamiliar user-profile directory.
Inspect the path instead of assuming System32
Do not copy ndisapi.dll into C:WindowsSystem32 simply because the name ends in .dll. This file is generally an application/SDK component, not a universal Windows system DLL. The correct location is determined by the program that loads it. Moving a DLL can break the owning software, create a version conflict or conceal the real source of the error.
Check the owning program
Look at the executable named in the error, the shortcut’s target, installed-app entries and the directory containing the erroring DLL. Use the publisher’s product name and version, not just a filename, when looking for a repair option. If you are a developer, identify the project that links to NDISAPI and whether it is built for x86, x64 or ARM64.

Choose the repair that matches the cause

These paths are not interchangeable. A system-component repair cannot supply a private application DLL that was never part of Windows, while copying an SDK DLL cannot repair a damaged Windows component store.
Fix a missing or damaged DLL from an installed application
1. Use the application’s repair option
- Open Settings > Apps > Installed apps on Windows 11, or the equivalent installed-program list in your Windows edition.
- Select the program named in the error and choose its available Advanced options, Modify or Repair command. Not every program exposes all of these choices.
- Run the publisher’s repair process, then restart the program. If no repair command exists, download the installer for the exact product release from the publisher and reinstall it.
- Restart Windows if the installer adds a network filter driver or asks for it. Test the original operation rather than launching a random copy of the DLL.
Use the same product channel and architecture as the existing installation. A 32-bit application needs the compatible 32-bit library; a 64-bit application needs the 64-bit build. The driver and user-mode library should come from the same supported software release when the vendor distributes them together.
2. Verify the restored file
Open the file’s Properties dialog and inspect the Digital Signatures tab when one is present. The signer and installation directory should make sense for the application. A missing signature is not by itself proof of malware, but an unexpected publisher, a newly created random folder or a path under a temporary directory warrants investigation before you run the program.

If an application was intentionally uninstalled but Windows still displays a startup error, remove its startup entry through the application’s uninstaller or Windows startup settings after confirming that the software is no longer needed. Do not delete an isolated ndisapi.dll merely to silence an alert; first establish which executable loads it and whether that executable is legitimate.

Fix a developer or SDK installation
Match the architecture
Obtain the NDISAPI SDK from the vendor or project that built the application. Select the library for the executable’s architecture: x86, x64 or ARM64. A wrong-architecture DLL can produce a load error even when the filename is correct, and mixing a current DLL with an older packet-filter driver can create incompatibilities.
Match the version and deployment layout
Use the headers, import libraries, runtime DLL and driver from the same SDK or release family. Keep the DLL in the application’s documented deployment directory or use the vendor’s installer. Do not copy a DLL from another computer, a search-result download page or a different project simply because its name matches.
Rebuild and retest
- Remove the mismatched development package using its documented uninstall process.
- Install the matching SDK architecture and version.
- Rebuild the application so its import references and related components are consistent.
- Install or update the associated filter driver only through the SDK or application documentation.
- Run the program with the same permissions and account used in the failing scenario, then record any new error code.
Check whether the file is being abused by malware
The name ndisapi.dll is legitimate in packet-filtering software, but malware can use a legitimate name to look less suspicious. Treat the combination of an unexpected path, ndisrd.sys, an unfamiliar executable and a Run-key startup entry as a security incident rather than as an ordinary missing-DLL problem.

Inspect startup and file relationships
- In Task Manager > Startup apps, note entries you do not recognize and the path they launch.
- Check the error or alert for the parent executable and the full DLL path.
- Look for
ndisrd.sysin the same software installation or alert context. - Use the file’s Properties dialog to review its signer and timestamps, and compare the location with the known installation directory of the parent application.
Run Microsoft Defender
Update Defender’s security intelligence, then run a full scan. If the alert identifies a suspicious startup item or executable, follow Defender’s removal and restart instructions. Do not restore a quarantined DLL merely because an application says it is missing; first verify the parent program and obtain a clean, matching installation from its publisher.

If the computer shows additional symptoms such as unexplained startup programs, repeated security alerts or network behavior you cannot account for, disconnect it from sensitive networks while investigating and use the publisher’s or Microsoft’s security guidance. A clean filename does not override evidence about how and where the file appeared.

Use these commands when more than one program is failing, Windows reports corrupted system files, or the application reinstall did not resolve broader symptoms. They are Microsoft-supported component-repair tools, but they do not replace the owning application’s installer when ndisapi.dll belongs to that application.
1. Run DISM first
- Open Start, type
Command PromptorPowerShell, right-click it and choose Run as administrator. - Run
DISM.exe /Online /Cleanup-image /Restorehealth. - Wait for the operation to finish. Do not close the console or power off the computer while it is working.
DISM repairs the Windows component store and can obtain replacement content through Windows Update. Its detailed servicing information is recorded in %WINDIR%LogsCBSCBS.log. A successful DISM result does not mean an application’s private DLL has been restored; it means the Windows component store repair completed.

2. Run System File Checker
After DISM completes, run sfc /scannow in the same elevated window. SFC checks protected Windows system files against the repaired component store and reports whether it found and repaired integrity violations.

3. Restart and test
Restart Windows even if both commands report success, then launch the affected application. If the same ndisapi.dll message returns, repeat the ownership and application-repair checks rather than copying a replacement from the internet.
4. Supply a matching source when DISM cannot obtain files
If DISM says that repair content cannot be found or downloaded, use matching Windows installation media or another trusted installation source and follow Microsoft’s documented /Source:<path> /LimitAccess method. The source must match the installed Windows edition and build closely enough for component servicing; an unrelated ISO can leave the store unrepaired or introduce a new mismatch.
Common symptoms and the correct next step
“ndisapi.dll was not found” after installing one network utility
Repair or reinstall that utility from its publisher. Confirm that the installer includes the user-mode library and any required filter driver. Windows component repair is secondary unless other applications also fail.

Do not download a replacement first. Review the detection path, parent executable, signer and startup entries. Run a full Defender scan and reinstall the parent application from a trusted source only after deciding that the application itself is legitimate.
The program starts, then crashes while capturing traffic
Check that the application’s DLL and packet-filter driver are from the same release and architecture. Reinstall both through the application’s supported installer or obtain the matching SDK if it is a development build.
Several unrelated Windows programs report DLL or component errors
Run DISM followed by SFC, restart, install pending Windows updates and test again. If the commands report that repair files are unavailable, provide matching installation media with the documented source option.
The error remains after every repair
Record the exact error code, Windows edition and build, application name and version, complete DLL path, digital-signature result, Defender findings, and the final DISM and SFC messages. Give that record to the application’s official support channel or use matching installation media for a Windows repair. Avoid registry “cleaners” and DLL download portals: neither can establish the correct owner, architecture or trust chain.

What not to do
- Do not download ndisapi.dll from an unverified DLL portal.
- Do not replace a 64-bit file with a 32-bit file, or mix an SDK release with an unrelated driver.
- Do not place the file in System32 just to make an error dialog disappear.
- Do not disable security software or restore a quarantined file without checking its parent executable and location.
- Do not run registry-cleaner claims that promise to repair a specific DLL; they cannot supply the correct application-owned binary.
