How to Fix .NET Framework Error 0x80070422 on Windows

If Windows shows .NET Framework error 0x80070422, the immediate problem is usually a disabled or stopped Windows service, not a damaged .NET application. Microsoft identifies 0x80070422 as ERROR_SERVICE_DISABLED: “The service cannot be started because it is disabled.” Windows Update is the first service to check because Windows often obtains the .NET Framework feature files through it.

The title is often typed as 0x800704022, with one extra zero. Verify the number in the actual dialog before changing anything; if it reads 0x80070422, follow the sequence below.

What error 0x80070422 means

Windows uses services to download, verify and install optional components. When a required service is disabled or cannot start, the installer returns 0x80070422. Microsoft’s Windows Update guidance describes the same condition as Windows Update being stopped or not running.

For .NET Framework, the most common blocked feature is .NET Framework 3.5 (includes .NET 2.0 and 3.0), shown in Windows as the NetFx3 optional feature. Enabling it may require files from Windows Update, a configured update server, or matching Windows installation media. The error does not by itself prove that .NET files are corrupted, that Windows is infected, or that a particular game is defective.

Before you start

Confirm the code and the feature

1. Read the complete message again and verify that the code is 0x80070422, not 0x800704022 or another Windows Update code.
2. Note which feature you are enabling. If the dialog refers to .NET Framework 3.5, the offline command later in this guide applies. A program that requires only .NET Framework 4.x may use a different installer or Windows component.
3. Sign in with an administrator account. Changing service startup settings, repairing the component store and enabling Windows features require elevation.
4. Save open work. A restart is required after changing Windows Update, and a component-store repair can take several minutes.

Check whether the device is managed

Work, school and some family-managed computers may use Windows Server Update Services (WSUS) or an organisational policy for optional components. Such a policy can prevent Windows from contacting Microsoft’s public update service even when the internet works. If the computer is managed, record the error and involve the administrator before changing policy or registry settings.

Fix 1: Enable and start Windows Update

This is the shortest path for a normal, unmanaged PC and should be attempted before advanced repair.

1. Press Win + R, type services.msc, and press Enter.
2. In the Services list, locate Windows Update. Double-click it.
3. Set Startup type to Automatic. If the service is stopped, select Start.
4. Select Apply, then OK. Close the Services window.
5. Restart Windows. Do not skip this restart; it refreshes the service state and pending servicing transactions.
6. After signing in, retry the .NET Framework installation from the same Windows feature or installer that produced the error.

If Windows Update was disabled, this change normally removes 0x80070422. If the Start button is unavailable, the service stops immediately, or Windows reports that a dependency cannot start, continue to the next section instead of repeatedly clicking Start.

Fix 2: Remove common blockers when Windows Update will not run

Check connectivity and proxy settings

An enabled service still needs to reach an update source. Test another trusted website, then check whether the computer uses a manual proxy or a company proxy. A proxy that requires authentication, an incorrect address or an expired certificate can prevent the feature payload from downloading.

On a personal computer, open Settings > Network & internet > Proxy and review the manual proxy entry. Do not remove a proxy supplied by an employer or school without approval. On a managed device, ask the administrator whether the proxy is required for Microsoft Update.

Check firewall and security rules

Temporarily blocking Windows Update traffic at the firewall can produce the same service-state symptom. Review outbound rules and the security product’s update or network-control log. Do not leave protection disabled as a permanent fix. If a security product is responsible, restore its normal protection after testing and create only the narrowly scoped exception recommended by its vendor or your administrator.

Check WSUS or optional-component policy

WSUS policy can direct Windows to an internal update server that does not contain the .NET Framework payload. The service may show as running while the feature still fails to download. On an organisation-managed PC, the administrator may need to change the optional-component repair policy or provide an approved installation source. Avoid registry edits copied from unrelated guides; a policy change that is wrong for your organisation can affect all future updates.

Try the installation again after the blocker is removed

Once connectivity, proxy, firewall and policy settings are corrected, restart Windows Update in Services, reboot, and retry the feature. If the error changes from 0x80070422 to a download or source error, that is useful progress: the service is now starting and the remaining problem is the payload source or component store.

Fix 3: Repair the Windows component store with DISM

Windows stores the files used to install optional features in a component store. If that store is damaged or incomplete, enabling .NET can fail even after Windows Update is running. Microsoft’s repair path is Deployment Image Servicing and Management (DISM).

1. Open Start and search for Command Prompt or PowerShell.
2. Right-click the result and choose Run as administrator. Approve the User Account Control prompt.
3. Run DISM /Online /Cleanup-Image /RestoreHealth.
4. Wait for the operation to reach 100 percent. Do not close the console or restart while DISM is working.
5. Record the final message. A successful repair reports that the restore operation completed. If DISM reports that source files could not be found, use the matching-media method below.
6. Restart Windows and retry .NET Framework.

For detailed diagnosis, review C:WindowsLogsDISMdism.log. Keep the exact error text and the time of the failed attempt; those details help an administrator identify a missing source, policy restriction or servicing failure.

1. Open Control Panel.
2. Select Programs, then Turn Windows features on or off.
3. Expand or select .NET Framework 3.5 (includes .NET 2.0 and 3.0).
4. Select OK and allow Windows to download and install the feature.
5. Restart if Windows requests it, then launch the application that required .NET.

If the same 0x80070422 message returns, do not keep repeating the checkbox operation. Use the service, policy and DISM checks above, or provide a local source as described next.

Fix 5: Install NetFx3 from matching Windows media

Offline installation is appropriate when Windows Update cannot download the payload, WSUS does not provide it, or the PC is intentionally restricted from contacting Microsoft Update. You need Windows installation media whose edition, architecture and build match the installed release. A generic or older image may not contain compatible files.

Prepare the source

1. Obtain approved Windows installation media, such as a Windows 11 installation USB or other Windows installation media.
2. Mount the ISO or insert the USB drive. In File Explorer, note its drive letter, for example D:.
3. Open the media and verify that it contains the folder sourcessxs.
4. Confirm that the media matches the installed Windows release and architecture. Matching media matters; a mismatched build can leave the source unusable.

Run the offline enable command

1. Open an elevated Command Prompt or PowerShell window.
2. Run this command, replacing <drive> with the media drive letter:

Dism /online /enable-feature /featurename:NetFx3 /All /Source:<drive>:sourcessxs /LimitAccess

3. Wait for DISM to finish. The /LimitAccess switch tells Windows not to contact Windows Update; it must use the supplied source.
4. Restart Windows when prompted and test the application again.

For example, if the USB drive is E:, the source portion becomes /Source:E:sourcessxs. Keep the media available until the command completes. If DISM reports that the source files cannot be found, verify the drive letter, the sourcessxs folder and the media build before trying again.

Licensing and media cautions

Use installation media you are authorised to use and that corresponds to the Windows edition installed on the PC. Installation media is a source for the feature payload; it does not change your Windows license or activate an unlicensed installation. If you cannot verify the build, ask the device manufacturer or administrator for approved media rather than guessing.

What to do when each step fails

The Windows Update service is missing

A missing service entry is different from a stopped service. It can indicate damaged system registration, an altered corporate image or a third-party “debloat” change. Do not import a service definition from an unknown website. Record the Windows edition and build, run the DISM repair, and contact the administrator or Microsoft support channel for that installation.

The service starts, then stops again

Check the Services entry after a reboot and review Windows Event Viewer for service-control or update errors around the same time. Security software, proxy enforcement and WSUS policy are common causes. On a managed device, provide the event details to the administrator instead of changing policy yourself.

DISM reaches an error about source files

First confirm that the console is elevated and that the device has enough free space for servicing. Then use installation media matching the installed Windows release and point to its sourcessxs directory. If the command still fails, preserve C:WindowsLogsDISMdism.log and the complete console output; changing the source repeatedly without matching the build will not repair the mismatch.

The feature installs but the application still will not launch

At that point, 0x80070422 has been addressed and the remaining problem may belong to the application, its files or a different .NET version. Check the application’s documented runtime requirement, install only the version it requires, and capture any new error code. Do not remove a working .NET version solely because another program requests a different one.

The code appears during Windows setup or upgrade

Use the same service check and DISM repair, but also consider that setup may be running under an organisation’s update policy. Disconnecting from a required corporate network or deleting setup files can make recovery harder. Record whether the failure occurs before or after the first reboot and provide the setup logs to the administrator.

How to verify the repair

1. Restart Windows after changing the service or completing DISM.
2. Open services.msc and confirm that Windows Update remains set to Automatic and can start.
3. Open Turn Windows features on or off and verify that the .NET Framework 3.5 feature is selected if that is what the application requires.
4. Launch the affected program and perform the action that previously triggered installation.
5. If it fails, capture the new code, the DISM result and the relevant section of C:WindowsLogsDISMdism.log. A changed error is evidence that the original service-state block was cleared, not a reason to repeat the same step.
