RegSvr32 exit code 0x3 means Windows could not find a path required to register the DLL or OCX. The missing path may be the file you named, a directory in that file’s path, or a dependency loaded while registration runs. It is the Win32 ERROR_PATH_NOT_FOUND condition, not a universal diagnosis and not, by itself, proof of a permissions problem.
Use the exact file path, match RegSvr32’s bitness to the component, run an elevated command when system-wide registration requires it, and then investigate dependencies or interference. The procedure below works for the 32-bit and 64-bit editions of supported Windows versions.

What RegSvr32 error 0x3 means
RegSvr32 is Windows’ registration utility for DLL files that expose registration entry points. Microsoft documents its purpose as registering DLL files as command components in the Windows registry. When it exits with code 0x3, Windows is returning ERROR_PATH_NOT_FOUND: “The system cannot find the path specified.”

The obvious candidate is the DLL or OCX path on your command line, but registration code can also load another DLL, runtime package, or configuration file. A file can therefore exist in File Explorer while registration still fails because something it needs cannot be found.

What 0x3 does not mean
- It is not a generic “RegSvr32 is broken” message.
- It is not the standard code for access denied. Elevation may still be required for a system-wide registry change, but administrator rights cannot create a missing directory or dependency.
- It is not evidence that a replacement DLL from a download site is safe or appropriate.
Record the evidence before changing anything
Write down the complete error text and the command that produced it. A filename such as control.ocx is not enough; preserve the drive letter, every folder, the extension, and any switches. Also note the Windows edition, whether the operating system is 32-bit or 64-bit, and whether the component belongs to a game, launcher, utility, or other application.
If an installer displayed the error, copy the path from that installer rather than retyping it. If you opened Command Prompt yourself, copy the command from the console history or save it in a text file. These details let you distinguish a mistyped path from a component or dependency problem.
Step-by-step repair procedure
1. Confirm that the named path really exists
- Open File Explorer and browse to the folder shown in the command. Check the drive letter, spelling, spaces, and extension character by character.
- Turn on View > Show > File name extensions if necessary. A file that appears as
component.dllcould otherwise be namedcomponent.dll.dll. - Open Command Prompt and test the exact path with
dir. For example:dir "C:\full\path\component.dll". A “File Not Found” result confirms that the path or filename is wrong. - If the file is on a removable, disconnected, or network drive, reconnect that location and retry. Use a local copy only when the application vendor’s instructions permit it; moving a component can break its relative dependencies.
Always quote a path containing spaces. Without quotation marks, RegSvr32 treats each space-separated word as a separate argument and can report a path error even when the file is present.
2. Use the RegSvr32 executable that matches the component
On 64-bit Windows, the two copies of RegSvr32 serve different architectures:

| Component you are registering | RegSvr32 path to use | Typical result |
|---|---|---|
| 64-bit DLL or OCX | %SystemRoot%\System32\regsvr32.exe |
Loads a 64-bit registration entry point |
| 32-bit DLL or OCX | %SystemRoot%\SysWOW64\regsvr32.exe |
Loads a 32-bit registration entry point |
The names are confusing: on 64-bit Windows, System32 contains the 64-bit system tools and SysWOW64 contains the 32-bit tools. On 32-bit Windows there is normally only the 32-bit tool.
If the vendor identifies the component as 32-bit, use the SysWOW64 command. If it is 64-bit, use System32. An installer may reveal the architecture in its documentation, the application’s installation folder, or the name of a 32-bit or 64-bit package. Do not assume that your Windows architecture and the component architecture are the same.
3. Run the command from an elevated prompt when required
- Open Start, type Command Prompt, right-click it, and choose Run as administrator.
- For a 64-bit component on 64-bit Windows, run:
%SystemRoot%\System32\regsvr32.exe "C:\full\path\component.dll" - For a 32-bit component on 64-bit Windows, run:
%SystemRoot%\SysWOW64\regsvr32.exe "C:\full\path\component.dll" - Replace the example path with the exact DLL or OCX path you recorded. Do not leave the quotation marks off when the path contains spaces.
Elevation matters when the component writes registration data in protected areas of the registry. It does not fix a missing file, folder, or dependency, so return to path checking if the same 0x3 code appears in an administrator window.
4. Check the command syntax and switches
Microsoft documents this syntax:
regsvr32 [/u] [/s] [/n] [/i[:cmdline]] <Dllname>
/uunregisters a component instead of registering it./ssuppresses confirmation and error messages. Remove it while diagnosing so you can see the result./nskipsDllRegisterServerand must be used with/i./ipasses an optional command line to the component’sDllInstallentry point. Use it only when the application’s instructions require it.
For a normal registration attempt, use the executable path, the quoted component path, and no unnecessary switches. A command copied from an online post may reference a different folder, architecture, or installation layout; replace every example path with yours.

5. Investigate dependencies when the file exists
If dir confirms that the named DLL or OCX is present and the architecture is correct, a module loaded during registration may be the missing path. Registration code can depend on another DLL, a runtime package, or an application-specific file.
- Read the application’s installation notes for required runtimes and install only the package named by the application vendor or Microsoft.
- Check whether the component was copied out of its original application folder. Restore it to the vendor’s intended directory if the instructions require that layout.
- On a machine where the application previously worked, compare the component’s folder and installed runtime packages with a machine that shows the error.
- A Microsoft Q&A support case reported that installing the relevant Visual C++ redistributable resolved that user’s failure. That is an anecdotal case, not proof that every 0x3 error needs Visual C++.
Do not download individual “replacement DLL” files from untrusted DLL-fixer sites. You cannot reliably know whether the file matches the application’s version, architecture, or signature, and replacing one module can create a different failure.
6. Rule out a lock, installer state, or security-software interruption
- Close the application, launcher, and installer that use the component.
- Restart Windows to clear a stale process or file lock, then repeat the correctly matched command.
- If security software quarantined, blocked, or isolated the component, review its event history and follow the application’s support instructions. Do not disable protection indiscriminately; any exception should be based on a file you trust and should be removed afterward if it is no longer needed.
- If the file is on a network or synchronized folder, test the vendor’s supported local installation path. A temporarily unavailable share can produce the same path-not-found result.
These are hypotheses, not guaranteed explanations. If the error persists after a restart, preserve the exact command and continue with dependency and vendor checks instead of repeatedly retrying.

sfc /scannow
Allow the scan to finish, read its result, restart Windows if it requests one, and retry the original registration command. An SFC scan is a diagnostic and repair measure for Windows system files; it is not a guaranteed cure for RegSvr32 error 0x3. If the scan reports no integrity violations, focus on the component path and its dependencies.
8. Verify the result and restart the application
A successful unsuppressed command normally displays a registration-success message. If you used /s, no message may appear, so launch the application or installer that needed the component and test the affected feature.
Restart that application after registration. Registration data is read when a program loads, so an already-running process may not notice the change. If the same 0x3 code returns, the named path or a path loaded by the component remains unresolved; changing registry permissions blindly is unlikely to reveal which path is missing.

dir cannot find the named file |
Correct the drive, folder, spelling, extension, or installation; then rerun the command. |

| The file exists, but the 64-bit command fails | Use %SystemRoot%\System32\regsvr32.exe and verify that the component is 64-bit. |
| The command works only in an administrator window | Keep using an elevated prompt for system-wide registration and ask the vendor whether per-user registration is supported. |
| The error began after moving or restoring an application | Restore the original folder layout and reinstall the vendor’s required runtimes. |
| The error appears after security software activity | Review quarantine or blocking history and obtain a vendor-approved resolution. |
| SFC reports corruption elsewhere in Windows | Follow its repair result, restart, and retest; do not treat the scan as proof that the application component is fixed. |
When reinstalling is appropriate
Reinstalling the application can restore the expected DLL, OCX, folder structure, and runtime prerequisites when the installation is incomplete or damaged. Before doing so, record the current error and back up application-specific settings that the vendor says are safe to preserve. Download the installer from the application’s official distribution channel, select the architecture required by the application, and let it complete before attempting manual registration.

Do not manually register arbitrary DLLs simply because their names look related. Many DLLs are not self-registering components, and RegSvr32 is appropriate only when the application documentation or installer explicitly calls for registration.
Information to send to the application vendor
If these steps do not resolve the error, the application developer is the best resource for application-specific debugging. Include:
- The complete error text, including
0x3. - The exact DLL or OCX path and a screenshot or copy of the command.
- Your Windows version and whether it is 32-bit or 64-bit.
- The architecture of the component, if known.
- Whether you used
System32orSysWOW64, and whether the prompt was elevated. - Whether the file exists, what
dirreturned, and any dependency or runtime installation you performed. - Whether restarting Windows, closing the application, or running
sfc /scannowchanged the result.
There is no authoritative published success-rate statistic for these remedies. The reliable conclusion is narrower: 0x3 identifies a path-not-found condition, so the named path and every path needed while loading the component are the first evidence to verify.
