“Rollback timer expired” is not one universal error. It is a safety message used by several platforms, and the correct fix depends on whether you were upgrading a Cisco IOS XE or HPE Aruba AOS-CX switch, confirming a Cisco configuration change, or installing a Windows update. Record the complete message, any hexadecimal code, the device or operating-system name, software release, and the operation that was running before you change anything.
On network equipment, the timer normally means the platform reverted an upgrade or configuration because the required confirmation did not arrive before the deadline. On Windows, STATUS_ROLLBACK_TIMER_EXPIRED (0xC019003C) is associated with an update rollback and requires a separate Windows troubleshooting path. A rollback is a protective action, not by itself proof that hardware or software is permanently damaged.

Identify which rollback timer expired
Use the exact wording and context to select the branch below. Do not run Cisco or Aruba commands on Windows, and do not treat a Windows update rollback as an ISSU event.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Platform and message context | What the timer protects | Evidence to collect | Typical recovery |
|---|---|---|---|
| Cisco IOS XE ISSU; “ISSU rollback timer expired: initiating rollback” | An in-service software upgrade (ISSU) | ISSU state, event log, boot history, target image and release | Verify state and image support, then redo the upgrade and confirm it inside the configured timer |
| HPE Aruba AOS-CX ISSU; boot history says “Rollback timer expired” | An ISSU software update | show issu, ISSU events, running configuration and switch model |
Check the wait time and compatibility, then confirm the next update promptly |
| Cisco Rollback Confirmed Change | A temporary configuration change | Saved configuration, connection method and confirmation state | Reconnect to the saved configuration, reapply the change and send the platform’s confirmation command before expiry |
Windows STATUS_ROLLBACK_TIMER_EXPIRED (0xC019003C) |
A Windows Update installation | Update history, Event Viewer details, edition/build and driver changes | Repair update components, troubleshoot startup conflicts and retry with suitable installation media if necessary |
Before retrying anything: preserve evidence
A timer expiry can hide the original reason an operation did not complete. Capture the state immediately after the rollback while logs and boot history still contain the event.

- Copy the complete message, including punctuation, severity and any hexadecimal value.
- Write down the hardware model, operating-system or network-software release, and the image or update version you attempted to install.
- Record whether the operation was an ISSU upgrade, a rollback-confirmed configuration session, or a Windows Update.
- Save relevant event, boot and update-history entries before clearing logs or starting another attempt.
- Note when connectivity, management access or a service interruption first occurred. This helps distinguish a missed confirmation from an image, driver or component failure.
If the device is carrying production traffic, schedule a maintenance window before another upgrade. A rollback may have restored the previous software or configuration, but repeated attempts without compatibility checks can create longer outages.
Cisco IOS XE ISSU: recover from an expired upgrade timer
Cisco documents the message “ISSU rollback timer expired: initiating rollback.” Its operational meaning is that an ISSU upgrade was rolled back because the rollback timer expired. Cisco classifies the message as informational and says no user action is required for the rollback itself. If you want the upgrade to become permanent, redo the upgrade after investigating why the confirmation or completion did not occur in time.
1. Verify that the rollback finished
Use the IOS XE ISSU status and event commands documented for your exact release to confirm that the system is back on the prior image and that all members or supervisors have reached a stable state. Check boot history and the running image rather than assuming the rollback completed simply because management access returned. Preserve any event entries that identify a supervisor switchover, process failure, loss of peer communication or missed operator confirmation.
2. Check image and release support
Confirm that the target image is supported on the exact switch model, hardware variant and current IOS XE release. Review the release notes and upgrade path for prerequisites, including any required intermediate release. A timer expiry does not establish that the image was incompatible; it only states that the protected upgrade window ended. Compatibility, licensing, storage and platform-specific ISSU restrictions must be checked separately.
3. Review the confirmation workflow
ISSU uses a rollback window so the operator can validate the new software before committing it. Determine which confirmation or commit action your release requires and who is responsible for issuing it. Plan console or out-of-band access in case the management plane is briefly unavailable. Have health checks ready—control-plane status, interfaces, routing neighbors and the services your change affects—so validation happens before the configured timer expires.

4. Redo the upgrade only after the checks pass
- Verify the pre-upgrade image, configuration backup and available storage.
- Confirm that the target image and any intermediate release are supported for the model and current version.
- Start the ISSU procedure required by your IOS XE release.
- Watch the ISSU state, event stream and peer or supervisor status continuously.
- Run the planned health checks as soon as the new software is active.
- Issue the documented confirmation or commit action before the rollback timer expires.
- Recheck boot history and the running image after confirmation to ensure the upgrade is committed rather than still provisional.
If the timer expires again, stop repeating the same procedure. Compare the event timeline with the confirmation deadline and investigate the first abnormal event. A missed confirmation, management disconnect, failed validation or unsupported image requires a different remedy.
HPE Aruba AOS-CX ISSU: commands and compatibility checks
HPE defines the boot-history reason as “Rollback timer expired — Reset triggered by the ISSU rollback timer expiring.” The following workflow is specific to AOS-CX documentation; command availability and image requirements vary by release and switch model.
1. Check the current ISSU state
Run:
show issu
Use the output to determine whether the update is still pending, has rolled back, or is in a state that requires recovery. Record the rollback-timer status and any image names or version identifiers shown.
2. Find the expiration event
Run:
show events -c issu
Locate the event that marks timer expiration and compare its time with messages immediately before it. Earlier entries may show validation failure, loss of communication or another condition that prevented confirmation.
3. Verify the configured wait time
Run:
show running-config | include issu
This reveals the configured ISSU wait-time setting. Do not assume a universal duration: the value is configuration- and release-dependent. Make sure the operator performing the next update understands the deadline and has access to the confirmation command.

4. Validate the image path
Before another attempt, verify that the target image supports the current version and switch model. HPE’s workflow points operators to the ISSU Compatibility Check Tool for this validation. If the tool identifies a missing transition, perform the required intermediate upgrade instead of jumping directly to the target release.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →5. Confirm the next update promptly
After the next ISSU reaches the validation stage, issue:
issu update-software confirm
Run it within the configured wait period, after your health checks pass. If validation fails, do not confirm merely to stop the timer; correct the compatibility or operational problem and restart according to the release procedure.
Cisco Rollback Confirmed Change: restore and confirm configuration safely
Cisco uses a different timer for configuration safety. The message “The timer for Rollback Confirmed Change has expired. System will rollback to the previously saved config.” means the system was waiting for user confirmation and restored the previously saved configuration when confirmation did not arrive in time. This is normal rollback behavior unless another message reports a separate failure.
Reconnect using the saved configuration
Use the management method that remains reachable with the saved configuration, such as console or an out-of-band path if the change affected the production interface. Verify that the device is running the expected saved configuration before making another edit.

Reapply the intended change in a controlled session
Prepare the complete command sequence and a recovery path first. Apply the change, test management reachability and verify the services affected by it. Keep the session open so you can send the platform’s rollback-confirmation command without waiting for a second operator or a disconnected terminal.
Confirm before the deadline
Use the confirmation command specified for your IOS XE release before the timer expires. Then verify that the configuration is no longer provisional and save it according to your organization’s change procedure. If the session drops before confirmation, expect another automatic rollback and reconnect through the saved configuration.

STATUS_ROLLBACK_TIMER_EXPIRED (0xC019003C) is a separate Windows path associated with a Windows Update rollback. The available guidance for this code is from a secondary troubleshooting source rather than Microsoft documentation, so treat the following as general steps and verify the code in Windows Update history, Event Viewer or Microsoft support before making system changes.
1. Confirm the code and failed update
Open Settings > Windows Update > Update history and identify the update that failed or was removed. In Event Viewer, inspect Windows Update and setup-related logs around the failure time. Record the Windows edition, build number, update identifier and any driver or graphics changes made immediately before the rollback.

2. Reset Windows Update components
A damaged download or cache can cause repeated installation failures. Use an administrator Command Prompt and follow Microsoft’s current Windows Update reset procedure for your Windows release rather than deleting folders blindly. Stop the update-related services specified by that procedure, rename or clear the update cache locations, restart the services, reboot and check for updates again. If your organization manages updates, coordinate with its administrator before changing these components.

3. Run the Windows Update troubleshooter
Open Settings > System > Troubleshoot > Other troubleshooters, select Windows Update and run it. On editions that present a different Settings layout, search for “Troubleshoot settings” and choose the Windows Update troubleshooter. Apply only the repairs it reports, restart when prompted and review the result in Update history.
4. Remove startup conflicts with a clean boot
Third-party services or startup programs can interfere with setup. Use Microsoft’s clean-boot procedure: open System Configuration (msconfig), hide Microsoft services, disable the remaining non-Microsoft services, disable startup items in Task Manager, restart and retry the update. Record the original settings so you can restore normal startup after testing. A clean boot is a diagnostic state, not a permanent configuration.
5. Check drivers, especially graphics
The secondary guidance specifically suggests updating graphics or other drivers when an update rollback follows a driver change. Obtain drivers from the hardware or computer manufacturer appropriate to your model and Windows build. Create a restore point or other recovery option first, install one driver change at a time, reboot and check whether the update can complete. Do not assume a driver is the cause merely because the rollback occurred after an update scan.
6. Retry with installation media when normal updating fails
If the same update repeatedly rolls back after the cache reset, troubleshooter and clean-boot checks, retry using installation media suitable for your Windows edition and build. Back up important files, disconnect unnecessary peripherals and ensure adequate free storage. Follow the media’s repair or upgrade choices carefully; selecting a clean installation can remove applications and data. If the code persists, preserve setup logs and seek Microsoft support with the exact build, update identifier and Event Viewer evidence.
Common mistakes that make the problem recur
- Using the wrong platform procedure: Cisco and Aruba ISSU commands cannot repair a Windows update rollback, and Windows troubleshooting cannot confirm a network-device ISSU.
- Retrying without checking compatibility: An unsupported image or missing intermediate release can fail again even when the timer value is adequate.
- Waiting until the final seconds to confirm: Management latency, role changes and health checks consume part of the window. Prepare the confirmation workflow before starting.
- Clearing evidence too soon: Logs and boot history often contain the event immediately preceding expiration.
- Changing several Windows variables at once: Resetting update components, replacing drivers and disabling services simultaneously makes the cause harder to isolate. Reboot and test after each major change.
- Assuming a rollback equals permanent damage: The documented Cisco and Aruba messages describe protective reversion. Investigate the preceding event before replacing hardware or abandoning the platform.
When to stop and escalate
Escalate to the platform vendor or your network or Windows administrator when the device does not return to a stable image, boot history shows repeated resets, the compatibility checker rejects the target path, or Windows cannot boot normally after the rollback. Provide the exact message, code, model, release or build, attempted image or update, timestamps, and the relevant status, event or setup logs. For production switches, use console or out-of-band access and follow the organization’s change and rollback plan rather than experimenting during peak service.
