How to Fix Slow OpenVPN Speeds on Your Own VPS

A practical, evidence-based workflow for finding why OpenVPN is slow on a VPS and improving it without guesswork: baseline the path, test UDP, inspect CPU and routes, and handle MTU/MSS carefully.

Fix slow OpenVPN by separating a slow VPS or network path from a slow tunnel, then changing one variable at a time. Measure throughput between the client and VPS without the VPN and through it, watch CPU and bandwidth limits, test UDP before TCP, investigate packet loss and routing with MTR, and treat MTU/MSS changes as path-specific experiments. If the raw path is already slow, OpenVPN tuning cannot create missing capacity; if the raw path is fast but the tunnel is slow, focus on encryption CPU, transport, MTU, routing, and offload support.

First classify the slowdown

A VPN speed complaint can originate in four different places: the VPS plan, the route between client and server, the OpenVPN data path, or the workload being measured. Testing only an internet speed site through the tunnel cannot tell you which one is responsible.

Record these values for every test:

  • Throughput direction: client-to-VPS, VPS-to-client, or both.
  • Single-stream and multi-stream throughput.
  • Round-trip time (RTT) and packet loss.
  • CPU utilization on the VPS and client.
  • The VPS plan’s stated bandwidth ceiling and any transfer quota.
  • OpenVPN version, transport protocol, cipher configuration, and whether Data Channel Offload (DCO) or other crypto acceleration is active.

Run the same workload with the tunnel disabled, where policy and security allow it, and again through the tunnel. A poor result in both tests points to the provider or network path. A fast direct result and a poor tunneled result points toward encryption cost, CPU saturation, transport behavior, packet sizing, routing, or tunnel configuration. This comparison is the most useful first decision in the entire troubleshooting process.

Build a clean baseline with iperf3

Use a controlled throughput test rather than a web benchmark. iperf3 measures the path you select and lets you compare directions and stream counts.

Install and start the server

On the VPS, install the package supplied by its Linux distribution, then start a temporary listener:

iperf3 -s

Keep the listener reachable only from the test client or protect it with the VPS firewall. Do not expose an unnecessary test service to the public internet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test the direct path

With the OpenVPN tunnel disconnected, run from the client:

iperf3 -c VPS_IP -t 30
iperf3 -c VPS_IP -t 30 -P 4
iperf3 -c VPS_IP -t 30 -R
iperf3 -c VPS_IP -t 30 -R -P 4

Replace VPS_IP with the VPS address. The first pair tests client-to-VPS traffic; the reverse tests VPS-to-client traffic. The -P 4 runs use four parallel streams, which can reveal whether a single flow is limited by congestion control or latency.

Repeat through OpenVPN

Connect the VPN and target an address that is reachable through the tunnel. Repeat the same duration, directions, and stream counts:

iperf3 -c TUNNEL_IP -t 30
iperf3 -c TUNNEL_IP -t 30 -P 4
iperf3 -c TUNNEL_IP -t 30 -R
iperf3 -c TUNNEL_IP -t 30 -R -P 4

Do not change several settings between these runs. Save the output, along with CPU and RTT observations, in a small before-and-after table. A large gap between direct and tunneled results is evidence of a tunnel bottleneck, not proof of one particular cause.

Check the VPS before tuning OpenVPN

CPU saturation and noisy neighbors

Encryption and packet handling consume CPU on the VPS and client. Watch CPU while an iperf3 run is active. A small shared instance can hit its CPU allocation even when its network port is advertised at a higher rate. Steady CPU saturation, throttling, or a large increase in system time during the tunneled test indicates that adding bandwidth will not help until compute capacity or crypto efficiency is addressed.

Repeat the test at different times if performance varies sharply. Such variation can indicate a shared-host noisy-neighbor effect or provider-side contention. Treat that as an infrastructure issue rather than an OpenVPN parameter problem.

Bandwidth ceilings and quotas

Compare the measured direct throughput with the VPS plan’s documented port speed, fair-use policy, and any regional or burst limits. A plan can cap traffic before OpenVPN is involved. Test both directions because providers sometimes apply different limits to ingress and egress.

Client-side limits

The client can be the bottleneck: an older CPU, power-saving mode, virtual machine quota, Wi-Fi loss, or another process can limit encryption and packet processing. Observe client CPU and test over a stable wired path when possible. Do not attribute every direct-versus-tunnel difference to the VPS.

Use MTR to find loss, latency, and unnecessary hops

Run a route test from the client toward the VPS and, when useful, from the VPS back toward the client. A typical MTR report is:

mtr -rwzc 100 VPS_IP

The report helps identify long routes, persistent packet loss, and high RTT. Ignore isolated loss on an intermediate hop when later hops remain clean; many routers de-prioritize diagnostic replies. Loss or latency that continues to the destination is more relevant to OpenVPN throughput.

Check the route used by tunneled traffic as well. Policy routing, NAT, firewall inspection, or an unintended gateway can send packets through extra hops. Compare the route before and after connecting the VPN and verify that the intended interface carries the traffic. Removing an unnecessary detour can improve speed and latency without changing OpenVPN’s cipher or packet settings.

Test UDP before TCP

OpenVPN supports separate UDP and TCP transport modes. For a performance test, use UDP first when the network and policy permit it. Then test TCP with the same endpoints, duration, directions, and stream counts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

UDP test

Use a configuration containing:

proto udp

Reconnect both peers and repeat the baseline. Keep the rest of the configuration unchanged so that the protocol is the variable being tested.

TCP comparison

Run the controlled comparison with:

proto tcp

TCP can be useful where UDP is blocked or otherwise unavailable, but TCP transport behavior can become a bottleneck when packets are lost or delayed. The outer TCP stream retransmits, while applications inside the tunnel may also have their own flow control and retransmission, producing poor throughput and latency under loss. A TCP result that is slower than UDP on the same path is not evidence that the VPS is underpowered; it may be transport behavior.

Judge the two runs by throughput in both directions, packet loss, RTT, CPU use, and stability. Keep the protocol that meets the network’s compatibility and policy requirements; do not switch to TCP solely because it appears to connect more easily.

Recognize MTU and MSS symptoms

Path MTU problems often produce a distinctive pattern: the VPN establishes successfully, small pings work, but active transfers stall, retransmit, or show sharply asymmetric throughput. Web pages may begin loading and then hang, while a smaller test succeeds. These symptoms justify a packet-size experiment, not a permanent guess at the “best” MTU.

Try an MSS clamp as a controlled experiment

The OpenVPN 2.7 manual describes --mssfix for broken Path MTU discovery and notes that it applies to UDP peer-to-peer communication. Its practical first experiment is to lower the maximum UDP packet size to 1300: “one could lower the maximum UDP packet size to 1300 (a good first try for solving MTU-related connection problems).”

In an OpenVPN configuration, test:

mssfix 1300

Apply the setting in the appropriate peer configuration, reconnect, and repeat the exact same iperf3 runs. Compare stalled transfers, retransmissions, throughput, and latency with the unclamped baseline. If 1300 restores reliable transfers but costs substantial throughput, test a higher value in small increments while monitoring for the original stall. The correct value is path-specific; it cannot be inferred from the VPS plan alone.

Do not use fragmentation as a default speed tweak

OpenVPN also documents --fragment for broken PMTU discovery. Internal fragmentation adds processing and packet overhead and is less efficient than fixing the underlying path MTU. Use it as a diagnostic or last-resort compatibility measure when you cannot correct PMTU behavior, not as a routine optimization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before settling on a clamp, check whether the physical path, firewall, or encapsulation layer is blocking ICMP messages needed for PMTU discovery. Fixing that condition can let you remove the workaround and recover more efficient packet sizes.

Verify DCO and cryptographic acceleration

Data Channel Offload moves eligible data-channel processing into a more efficient kernel path. Availability depends on the OpenVPN build, operating system, kernel, and provider environment. Check the OpenVPN connection log and system documentation to determine whether DCO is active rather than assuming it is.

Compare CPU utilization and throughput with DCO enabled and unavailable, keeping the protocol, endpoints, and workload identical. If the tunnel reaches a CPU ceiling without DCO but runs faster with it, the limitation is processing capacity. If enabling DCO changes nothing, investigate the provider’s CPU limit, client CPU, cipher implementation, packet loss, and route before making further changes.

Audit routing, NAT, and inspection

Once CPU, transport, and MTU have been tested, inspect the packet path through the VPS:

  • Confirm that forwarding is enabled and that the intended interface is used for return traffic.
  • Review policy-routing rules and route priorities for traffic entering and leaving the tunnel.
  • Check NAT rules for unnecessary translations or a misdirected egress interface.
  • Look for firewall, intrusion-prevention, or traffic-inspection stages that process every packet and consume CPU.
  • Remove accidental proxying or extra gateways that add hops and RTT.

Make one routing or firewall change at a time, then repeat both direct and tunneled tests. A route change that improves throughput but sends traffic outside the intended security boundary is not a valid fix.

Use a one-variable retest loop

OpenVPN performance depends on the VPS plan, client hardware, OpenVPN version, cipher implementation, transport, path MTU, loss, RTT, and workload. There is no universal percentage improvement that a setting can guarantee.

  1. Capture a direct baseline in both directions, using one and four streams.
  2. Capture the matching tunneled baseline and note CPU, RTT, and loss.
  3. Change exactly one item: transport, MSS clamp, DCO availability, route, or capacity.
  4. Reconnect the tunnel if required and rerun the same commands for the same duration.
  5. Keep the change only if it improves the reader’s required metric without unacceptable loss, latency, CPU cost, or compatibility problems.
  6. Record the final configuration and the path conditions under which it worked.

Short tests can hide congestion and packet-size failures. Confirm a promising change with a longer transfer and with the real workload—such as a game update, backup, or remote desktop session—while still watching CPU, loss, and RTT.

Decision table for common results

Observation Most likely area Next action
Direct and tunneled tests are both slow VPS limit or network path Check plan ceiling, provider contention, MTR loss, RTT, and route length.
Direct is fast; tunneled UDP is slow with high CPU Encryption or packet processing Check both CPUs, DCO, crypto acceleration, and instance size.
UDP is much faster than TCP TCP transport behavior under the path’s loss or RTT Use UDP where policy permits; retain TCP only when compatibility requires it.
Connection establishes but transfers stall PMTU or MSS mismatch Test mssfix 1300, then adjust cautiously or repair PMTU discovery.
One direction is far slower Asymmetric provider limit, route, loss, or NAT Run reverse iperf3, compare MTR reports, and inspect egress routing.
Performance changes by time of day Shared-host or upstream contention Repeat at multiple times and ask the provider about capacity or noisy neighbors.

What a successful fix looks like

A valid fix explains the original measurement and survives a repeat test. You should be able to state whether the direct path was already capped, whether the tunnel consumed the available CPU, which transport performed better on the measured route, and whether packet sizing or routing caused stalls. Keep the smallest configuration change that solves the observed problem, and remove diagnostic workarounds such as fragmentation when the underlying PMTU or routing issue is corrected.
