If Steam reports that apir.dll is missing, the filename is almost certainly a typo or misreading of steam_api.dll or steam_api64.dll. These are Steamworks runtime files that a specific game needs beside its executable. Restore the file through Steam rather than downloading a replacement DLL.
Start with Steam’s Verify integrity of game files check. If that does not restore the file, review antivirus quarantine, repair Steam’s download state and library folder, reinstall the affected game, and only then consider reinstalling the Steam client.

What “apir.dll” means
There is no standard Steam file normally named apir.dll. In most cases, the message refers to one of Valve’s Steamworks runtime libraries:

steam_api.dll, commonly used by a 32-bit Windows game.steam_api64.dll, used by a 64-bit Windows game.
Steamworks documentation describes these DLLs as application runtime files that expose Steam API functions to a game executable. They are shipped with the particular game and must be in the game’s installation directory or another location Windows searches for that executable’s DLLs. That is why copying a file from a different game, or downloading a generic DLL from the web, can leave the game with an incompatible build.

The repair sequence below is designed to restore the exact file and build that belongs to your game while minimizing risk to saves and other userdata.
Before you repair anything
- Do not download a standalone
steam_api.dllorsteam_api64.dllfrom a random DLL site. - Do not copy a Steamworks DLL from another game, even if the filename looks identical.
- Do not delete the game’s folder manually before trying Steam’s own repair controls.
- If the game has local saves, note whether they are stored in Steam Cloud or only on the PC before uninstalling it.
- Keep the exact error text, game title, Windows edition, and the time the problem started. Support may need those details.
Fix Steam apir.dll in the safest order
1. Fully restart Steam and Windows
- Exit the game.
- Close Steam from Steam → Exit. If the client remains open, use Task Manager to confirm that Steam has closed before continuing.
- Restart Windows.
- Open Steam again and sign in to the account that owns the game.
- Launch the game from the Steam Library, not by double-clicking an old shortcut or the game executable.
A clean restart removes a temporary client or process state and confirms that the game is being started by the signed-in Steam client. If the same message appears, continue rather than repeatedly launching the executable.
2. Verify the game’s files
This is the first substantive repair because Steam can compare the installation with the build associated with your account and download missing or damaged files.

- Open Steam → Library.
- Right-click the affected game, or open its gear menu.
- Select Properties.
- Choose Installed Files.
- Select Verify integrity of game files.
- Wait for the check and any download to finish. Steam notes that verification can take several minutes.
- Close the Properties window and launch the game from the Library.
Verification may report that files were reacquired or replaced. That is the desired result for a missing Steamworks DLL. If verification completes but the error returns immediately, proceed to the antivirus check before running verification again.
3. Check antivirus quarantine and blocking history
Security software can quarantine a game executable or DLL, or block a process that the game needs. A missing file message therefore does not by itself prove that the file was never installed.
- Open your antivirus or Windows security product.
- Review its quarantine, detection, protection, or history area for the affected game and for
steam_api.dllorsteam_api64.dll. - Restore a file only when the record clearly identifies it as part of the legitimate game installation you obtained through Steam.
- If the security product allows exclusions, add an appropriate exclusion for the game’s installation folder only when you understand the security trade-off and trust the installation.
- Run Steam’s Verify integrity of game files check again so the client can restore anything that was removed.
If your security product repeatedly removes the same file, do not keep restoring it without investigating the detection. Record the product name, detection name, file path, and action taken, then include that information in a support request to Steam or the game developer.

4. Clear Steam’s download cache and repair the library folder
When verification cannot obtain the file, Steam’s download state or library folder may be the obstacle. These operations target Steam’s delivery path and are less disruptive than reinstalling the game or client.
- In Steam, open Steam → Settings → Downloads.
- Select Clear Download Cache and confirm. Steam will require you to sign in again.
- After signing back in, open Steam → Settings → Storage.
- Select the storage location that contains the game.
- Open the … menu and choose Repair Folder.
- Return to the game’s Properties → Installed Files page and run Verify integrity of game files once more.
Steam also recommends trying another download region when a file will not download correctly. In Steam → Settings → Downloads, choose a different nearby region, restart the client if requested, and repeat verification. A region change affects where Steam obtains content; it does not change your game license.
5. Reinstall only the affected game
If the file still does not return, reinstalling the game makes Steam obtain a fresh, build-specific copy of its runtime files.

- In the Steam Library, right-click the game and select Manage → Uninstall, or use the uninstall control shown by the client.
- Confirm the uninstall through Steam rather than deleting the installation directory manually.
- Restart Steam after the uninstall if the client still displays the old installation state.
- Install the game again to the desired Steam library.
- When the download finishes, launch it from the Library.
Reinstalling the game is more disruptive than verification: it redownloads the game rather than just replacing a few files. Check the game’s save behavior first. Steam Cloud may restore synchronized saves, but a local-only save can require a separate backup; the exact save location is game-specific.
6. Reinstall the Steam client only as a later step
If multiple games show missing Steamworks files, the client itself may be damaged. Steam’s guidance says reinstalling Steam into the same existing location can repair client or service files while preserving installed games. Treat this as a last resort because the wrong uninstall method can remove game and userdata content.
- Before changing Steam, close the client and make a backup of important local saves and userdata.
- Use Steam’s official installer to install the client into the same existing Steam folder rather than choosing a new location without a plan.
- Sign in and confirm that your existing library is detected.
- Run verification for the affected game.
Do not assume that every uninstall route preserves content. Steam warns that uninstalling the client by another method can delete installed games and userdata. If you cannot identify the existing Steam location or protect local saves, stop and ask Steam Support for guidance before uninstalling.

7. Escalate with complete evidence
Contact Steam Support or the game’s developer when restart, antivirus review, verification, download-cache repair, library repair, and (if necessary) a game reinstall have not resolved the error. Provide:
- The exact error text, including whether it names
steam_api.dll,steam_api64.dll, orSteamAPI_Init(). - The game title and whether it is installed in a standard or custom Steam library.
- Your Windows version.
- The result of Verify integrity of game files.
- Any antivirus quarantine or blocking record, including the file path and detection name.
- An uncropped screenshot showing the complete message.
That evidence helps support distinguish a missing file from a blocked process, an incorrect game build, a damaged Steam installation, or a game-specific defect.

Valve’s Steamworks example uses the exact message Fatal Error - Steam must be running to play this game (SteamAPI_Init() failed). For that branch, open Steam, sign in to the account that owns the game, and start the game through the Steam Library. Launching the executable directly can bypass the client state the game expects.

Do not replace the DLL manually; the game developer or Steam Support needs the exact title and error context to identify which condition applies.

What not to do with a missing Steamworks DLL
- Do not use a random DLL download. The file must match the game’s build and architecture, and a generic download can be incompatible or unsafe.
- Do not borrow the file from another game. Even two games that use Steamworks may ship different runtime builds.
- Do not rename a different DLL. Changing a filename does not make its exported functions compatible with the game.
- Do not disable antivirus protection indefinitely. Investigate the quarantine record and use a narrowly scoped exclusion only when appropriate.
- Do not uninstall Steam casually. Protect local saves and userdata, and retain the existing installation location when following Steam’s reinstall guidance.
