Steam’s “Your transaction cannot be completed” message usually means an earlier checkout is still unresolved, but it can also result from a declined card, billing-address verification failure, Wallet issue, PayPal problem, or temporary authorization at your bank. Before trying to buy the item again, check whether Steam already created the purchase and then clear any pending transaction through Steam Support.
1. Check whether the purchase already succeeded
Do not immediately click Purchase again. First check:
- Look for a Steam receipt in the email address connected to your account.
- In Steam, open Account name → Account Details → View purchase history.
- Check your Library for the game or DLC.
- Check your Steam Wallet balance if you were buying Wallet funds.
- Check your bank, card, or PayPal account. A pending line is not the same as a completed charge.
Steam recommends checking the receipt and confirming that you are signed into the account that made the purchase. If Wallet funds were successfully purchased but do not appear, restart Steam. Steam says to contact Support if the balance is still missing more than two hours after the completed purchase. See Steam’s Wallet troubleshooting guidance.
2. Cancel the pending Steam transaction
This is the most direct fix when Steam has recorded an unfinished checkout:

- Open Steam’s purchase-help wizard.
- Sign in to the affected Steam account.
- Choose Purchases.
- Select the affected purchase, or choose I can’t complete my purchase on the Steam Store.
- Identify the item, amount, and timestamp so you do not cancel the wrong attempt.
- Open the pending transaction and select Cancel if that option is available.
- Return to the Store and retry only after Steam shows that the old attempt has failed, disappeared, or been canceled.
You can also use Steam’s pending-purchase route. Labels vary by region, purchase type, and account state. The incomplete-purchase wizard also separates games and software, Steam Wallet funds, in-game purchases, and Community Market items: open the incomplete-purchase flow.
3. If Steam shows no pending purchase
The error can appear even when the regular purchase-history page does not show an obvious pending order. Work through these checks:
- Confirm that you are signed into the correct Steam account.
- Sign out of Steam, then sign in again.
- Fully exit and relaunch the Steam client.
- Open the Store in a normal desktop browser and try the Support flow there.
- Close duplicate checkout windows and avoid clicking the payment button repeatedly.
- Give the failed attempt time to resolve, but do not rely on a fixed “30-minute” or “one-hour” rule; Steam’s current official guidance does not establish one.
- Contact Steam Support if the message continues or a payment has settled.
Older community reports describe pending purchases that became visible later or were accessible through Steam Support, but those reports are anecdotal and do not guarantee a particular waiting period.
4. Understand the bank or PayPal status

| Steam purchase marked pending | Steam is still tracking the order internally. | Open it through Steam Support and cancel it if Steam provides that option. |
For billing-address verification failures, Steam says it will not force through a payment that failed verification even if your bank displays a pending amount. The bank controls when that temporary hold is released. Read Steam’s billing-address and authorization guidance.
PayPal can similarly leave authentication incomplete while Steam still shows the checkout page. Check both PayPal’s transaction history and Steam’s purchase history before starting another attempt. If PayPal or your bank shows a completed charge, save the date, amount, currency, and provider reference for Support.
5. Correct card and billing information
If the message followed a card decline or address-verification failure:

- Enter the billing address exactly as the card issuer has it recorded.
- Check the street address, ZIP or postal code, state or province, and country.
- Make sure the card is enabled for online transactions and, where applicable, international transactions.
- Confirm that the payment method supports the purchase currency and region.
- Do not use a VPN or attempt to change your Store region to bypass the problem.
- Use another payment method only after confirming that the first attempt failed or was canceled.
Steam says that an incorrect billing address can fail its verification even when another retailer accepts the same card. In the specific failed-purchase email scenario described by Steam, a retry link may preserve the sale price for up to 72 hours. This is not a guarantee for every failed checkout.
6. Steam Wallet and currency problems
For a Wallet top-up, check the transaction in purchase history, verify the Wallet balance and currency, and restart the Steam client. Do not submit repeated top-ups while the first one is unresolved.

Steam Wallet funds use the currency currently assigned to the account. If the Wallet does not cover the entire purchase, Steam requires another payment method for the remaining amount. A currency mismatch is a separate issue from a stuck transaction; see Steam’s currency-mismatch guidance.

7. If you were charged but received nothing
Do not purchase the item again. Check your receipt, purchase history, Library, and Wallet. Then open Steam Support and submit the purchase-specific request.
Include:
- The Steam account name or email associated with the account
- The game, DLC, item, or Wallet amount
- The exact date and time
- The amount and currency
- The payment method
- Whether the provider shows pending or completed
- A redacted screenshot of the error
- The Steam order number or payment-provider reference, if available
Never send Steam Support your full card number, expiration date, or CVV. Steam explicitly warns that Support will not request those details; see Steam’s account and payment-safety guidance.

Escalate to Steam Support when:
- You cannot cancel a transaction Steam identifies as pending.
- The error remains after the pending attempt has failed or been canceled.
- A completed bank or PayPal charge exists but the purchase is missing.
- Multiple failed attempts block every payment method.
- Your account appears restricted, compromised, or incorrectly charged.
Do not contact unofficial “Steam Support” phone numbers or third-party services. Use only Steam’s official help site.

Does this Steam error mean I was charged?
No. A bank or PayPal entry marked pending may only be a temporary authorization. Confirm the status in Steam purchase history and wait for the provider to show a completed or posted charge before treating it as settled.
How long should I wait before trying again?
There is no universal official waiting period. Cancel the pending transaction through Steam Support if possible, then retry after its status clears. Repeated attempts can create additional authorizations.
Can I fix the error by using a VPN?
No. A VPN can create region, currency, and billing inconsistencies. Use the account’s normal region and correct billing information instead.
