How to Fix Stuttering and Low FPS in PC Action Games

Separate persistent low FPS from intermittent stutter, then test system load, shader-cache behavior, Windows graphics settings, refresh rate, and driver timing one change at a time.

To fix stuttering or low FPS, first identify which problem you have and when it happens. Monitor CPU, memory, and disk use while playing; note whether the issue is constant or concentrated in new areas or after a graphics-driver update; then change one setting at a time and retest the same scene. Shader-cache rebuilding, Windows graphics settings, the display’s refresh-rate configuration, background resource use, and a recent driver change are all worth checking—but none is a universal fix.

First, tell low FPS apart from stuttering

Low FPS and stuttering can feel similar, but the pattern helps determine what to investigate. Low FPS means the game looks or responds slowly for much of the time. Stuttering is an intermittent hitch: play may feel smooth, then briefly pause or lurch. A game can have either problem or both. The distinction matters because an occasional hitch may have a different cause from consistently low performance, and changing settings without observing the pattern can obscure the cause rather than reveal it.

Before changing anything, write down the game, Windows version, graphics card (GPU), graphics-driver version, resolution, display mode, and configured refresh rate. Note when the symptom began and whether it occurs everywhere, only in particular areas, or mainly the first time you enter a scene. If both low FPS and hitches occur, record each separately rather than treating them as one symptom.

What you observe What to check first What the pattern can indicate
Performance is consistently low throughout play Monitor CPU, memory, and disk use; check the display refresh-rate setting and the game’s graphics path. A persistent limitation or configuration issue is more plausible than a one-time shader-cache rebuild. Resource readings help narrow the next test; they do not prove a cause by themselves.
Brief hitches happen in newly visited scenes or on the first run after a driver installation Repeat the same route or scene and compare later runs. Shader compilation and cache rebuilding are plausible explanations, especially when the hitch is strongest on the first pass.
The issue starts immediately after a graphics-driver change Record the driver change and consider the supported rollback route. The timing makes the driver change relevant to test, but does not establish that it caused the problem.
One game appears to run below the display’s expected refresh rate Check the configured refresh rate and, if enabled, test with Dynamic Refresh Rate (DRR) off. Windows display behavior may be part of the display path; changing refresh rate does not guarantee more game-rendered FPS.

Observe system use before changing settings

Play the game with Windows’ resource monitoring available, and watch CPU, memory, and disk use when the slowdown or hitch occurs. The useful clue is not simply that a number is high; it is whether the observed system load changes in a way that coincides with the symptom. A reading taken after leaving the game may miss what was happening during a hitch.

For example, a brief disk-activity spike that always matches a hitch is a different lead from memory use that remains steady while the frame rate stays low. Likewise, high CPU use throughout a scene and a short CPU spike during asset loading suggest different next tests. These observations narrow the possibilities, but a busy component is not automatically the root cause: the game, operating system, storage and driver can all interact.

Check background activity and storage

Close applications you do not need while playing, then retest the same scene. Also check how much free disk space is available. Windows identifies resource monitoring, unused background applications, and low disk space as useful performance checks. If closing an application changes the result, reopen it only after recording that comparison; do not change several background processes at once and then guess which one mattered.

Windows’ Best performance power mode is another controlled comparison on systems that offer it. It can increase power use, heat and, on a laptop, battery drain. Use it only while observing whether the symptom changes, and account for the thermal and battery tradeoff. A temporary improvement that causes the system to heat up and throttle later is not a durable solution.

Use the same game area, display mode, and resolution for each comparison. If you cannot reliably reproduce the problem, make a note of the circumstances instead of declaring a setting fixed it after one smooth stretch. An action game’s scene, route, and first visit can differ from a repeated pass, so consistency matters for a useful test.

Change only one variable per test

Keep a short log with the original setting, the single change, the scene tested, and the result. Restore the original setting if the result is worse or unchanged, then try the next relevant check. This approach separates a useful change from coincidental improvement and makes it easier to reverse a setting that introduces a new issue.

Check for shader-compilation stutter

Shader compilation can cause gameplay stutter. NVIDIA’s Control Panel reference says: “Shader compiles are normally performed each time a game runs and are a common cause of game-play stuttering.” NVIDIA also explains that its shader cache allows later runs to reuse compiled shaders. Installing a new graphics driver deletes that cache, so the first run afterward may stutter while shaders are rebuilt.

This makes timing useful evidence. If hitches are most noticeable during the first run after a driver installation, or when visiting areas for the first time, repeat the same route and compare. A reduction on later runs is consistent with cache rebuilding, but does not prove that every hitch had that cause. Give the game a chance to revisit the same scenes before treating a first-pass hitch as persistent.

Do not repeatedly reinstall drivers just to force a cache rebuild. Each new installation can remove the cache again and make the first subsequent run look worse. Let the game complete several comparable passes, and record whether the hitch pattern changes. If the game stutters equally in familiar areas after repeated runs, shader compilation is a less complete explanation and other observations deserve priority.

If stuttering continues across repeated runs, do not keep attributing it to shader compilation without evidence. Return to the observations: when the hitches occur, what CPU, memory, or disk activity coincides with them, and whether another change—such as a driver update or display configuration—matches their onset. The shader-cache explanation is one diagnostic lead, not a blanket fix for low FPS or ongoing stutter.

Test the relevant Windows graphics settings

Windows 11 windowed-game optimization

Windows 11 has a windowed-game optimization setting for DirectX 10 and DirectX 11 games running in windowed or borderless mode. If your game meets those conditions, test the setting as one controlled change. It is not a general setting for every game or display mode; the documented scope is DirectX 10 and 11 games in windowed and borderless modes.

After changing it, restart the game and compare the same scene. A result in one game does not establish that the setting will help other titles. If the game does not use DirectX 10 or 11, or you play in a different mode, this particular optimization is not the documented test for your case. Note whether you were using a normal window, borderless window or exclusive fullscreen before making the change, since mixing modes makes comparisons ambiguous.

Choose the intended GPU for the game

On a system with both integrated and discrete graphics, check Windows’ per-app graphics preference for the game. Confirm which preference is selected, change it only if it does not match your intended graphics path, and restart the game before evaluating the result. The restart matters because Windows’ guidance calls for restarting the game to test a per-app graphics-preference change.

This check applies to systems with more than one GPU; it is not a remedy to apply blindly on a single-GPU PC. Record the prior preference so you can restore it if the change does not help. If performance remains low, continue with the other checks rather than assuming the graphics preference was responsible. A setting that helps a hybrid laptop may be irrelevant to a desktop with one installed GPU.

Verify the display refresh rate and DRR

Check that Windows is configured to use the display’s intended supported refresh rate. A display may be capable of a particular rate while the current Windows configuration uses another. Refresh rate describes how often the display can refresh its image; it is not the same as the game’s rendered FPS. Selecting a higher supported refresh rate does not force the game to render more frames.

Dynamic Refresh Rate (DRR) can limit the maximum refresh rate in some games. Microsoft suggests testing DRR off if a favorite game appears to run below its expected refresh rate. Treat that as a comparison: note the current setting, turn DRR off for the test, then check the same game and display conditions. If there is no improvement, restore the original setting. This test is relevant when DRR is available and enabled; it is not a universal fix for intermittent hitches.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the display mode in your notes. Windows’ windowed-game optimization applies to windowed and borderless modes for the specified DirectX versions, while refresh-rate behavior is a separate part of the display path. Alter one at a time so you can tell whether a change in mode or display setting made a difference. Variable-refresh-rate features and cables can affect compatibility, but a new cable or monitor should not be treated as a remedy without first confirming a display-path problem.

Handle graphics-driver changes carefully

If the problem began immediately after a graphics-driver change, the timing makes a rollback worth considering. Microsoft’s display troubleshooting guidance includes rolling back a driver when a display problem follows an update; otherwise it describes updating or reinstalling when appropriate. That guidance concerns display problems, so it is context for a supported driver troubleshooting step—not evidence that a driver update fixes every game stutter.

If you decide to update, reinstall, or roll back, use the supported route from your PC or GPU manufacturer and record the driver version and date. Do not make a driver change and several game-setting changes together: if the result changes, you will not know which step mattered. After any driver installation, remember that NVIDIA documents shader-cache deletion and possible stutter on the first run while shaders rebuild.

NVIDIA’s cited Control Panel page is older documentation, so the names and locations of controls can differ with the installed driver. Use the controls actually shown on your system and verify that a setting applies to the game’s API and display mode. A missing option is not proof that the PC is malfunctioning.

Use Dxdiag to gather details, not to install a fix

When the problem persists, Dxdiag can collect system details to share with the game publisher’s current support guidance. Open the Windows Run dialog, enter dxdiag, and press Enter. Use the resulting system and display information to document the PC and graphics configuration; it is diagnostic information, not a performance repair.

Windows 10 and Windows 11 include the latest DirectX version supported by that Windows version, according to Microsoft. Check the game’s own DirectX requirements and use Dxdiag to gather details. Do not download a purported standalone DirectX update from an unofficial source in an attempt to fix the problem. Confirm the Windows build and game requirements before assuming a missing component is responsible.

A repeatable troubleshooting sequence

  1. Describe the symptom. Record the game, Windows version, GPU, graphics-driver version, display mode, resolution, refresh rate, and when the issue began. Mark whether performance is persistently low, intermittently stutters, or does both.
  2. Observe a reproducible scene. Play the same area or route and note when hitches happen. Pay particular attention to first visits and the first run after a graphics-driver installation.
  3. Watch system resources. Monitor CPU, memory, and disk use during the game. Close unused applications and check free disk space, then retest the same scene.
  4. Test power behavior if appropriate. If available, compare Windows Best performance mode as a single change, while noting increased power use, heat and laptop battery drain.
  5. Test the relevant graphics preference. On Windows 11, test windowed-game optimization only for a DirectX 10 or 11 game in windowed or borderless mode. On a multi-GPU system, check the per-app graphics preference and restart the game after changing it.
  6. Check the display path. Confirm the intended supported refresh rate. If DRR is enabled and one game appears below its expected refresh rate, compare with DRR off.
  7. Respond to driver timing. If the problem started after a driver change, consider a supported rollback; otherwise use the manufacturer’s supported driver route when an update or reinstall is appropriate.
  8. Retest and record. Change one thing at a time and use the same scene or workload. Keep a change only when the comparison gives a clear, repeatable improvement.
  9. Escalate with useful details. If symptoms persist, capture system details with Dxdiag and consult the game publisher’s current support guidance for that title.

When should you consider a hardware upgrade?

Do not start with a graphics-card, memory, storage, or monitor purchase. The available Windows and NVIDIA guidance does not establish any of these as a universal remedy for stuttering or low FPS. First measure the behavior and identify a matching constraint. A memory upgrade is relevant only if observation points to a memory limitation; an SSD is not a general remedy for every hitch; and a GPU change is not justified by the symptom alone. Before buying any component, verify that it is compatible with the PC and that the measured constraint is one the component would address.

A display upgrade also cannot be assumed to increase the game’s rendered FPS. A display’s refresh-rate capability and the game’s frame output are related parts of the experience, but they are not interchangeable measurements. If the configured refresh rate is wrong, test that configuration before treating new display hardware as a fix. The same caution applies to paid “PC cleaning” utilities: they are not a substitute for observing the actual bottleneck.

What the checks can—and cannot—establish

The sequence narrows possibilities; it does not diagnose every title or PC configuration. Shader compilation is a documented possible cause of stutter, Windows documents specific graphics and display settings, and Microsoft’s driver guidance supports a rollback or update/reinstall in the relevant troubleshooting context. None of those facts means every action game uses the same settings, every first-run hitch is shader compilation, or a driver change will resolve a symptom.

Game requirements, supported display modes, Windows build, installed driver, and hardware configuration all affect which checks apply. If a setting is absent, the system or game may not support that option. If a controlled test does not change the symptom, restore the original setting and move to the next evidence-based check rather than stacking tweaks.

Frequently asked questions

Frequently Asked Questions

Why does a game stutter mainly the first time I enter an area?

The game may be compiling shaders or rebuilding cached data as that scene is encountered. NVIDIA documents shader compilation as a common cause of gameplay stuttering and says a driver installation deletes the shader cache. Repeat the same route several times; improvement on later passes supports that explanation, but persistent hitches need further diagnosis.

Can a graphics-driver update cause stuttering?

It can change the timing and conditions of a problem, and NVIDIA notes that installing a new driver deletes the shader cache, so the first run afterward may stutter while shaders rebuild. If the symptom began immediately after an update, record the version and consider the supported rollback procedure. Timing alone does not prove the update caused every hitch.

Should I turn on Windows 11 windowed-game optimization?

Test it only when the game is a DirectX 10 or DirectX 11 title running in windowed or borderless mode. Change the setting, restart the game, and compare the same scene. It is not the documented test for every API or exclusive-fullscreen configuration.

Why is my game using the wrong graphics card?

On a PC with integrated and discrete GPUs, Windows has a per-app graphics preference. Check the game’s selected preference, change it only when it does not match the intended graphics path, restart the game, and retest. This check does not apply to a single-GPU system.

Can a higher monitor refresh rate fix low FPS?

No. Refresh rate is how often the display can refresh, while FPS is how many frames the game renders. Set Windows to the display’s intended supported rate, but do not expect that selection alone to increase rendered FPS.

What is Dynamic Refresh Rate, and should I disable it?

DRR can limit the maximum refresh rate in some games. If one favorite game appears below its expected refresh rate and DRR is enabled, Microsoft suggests comparing performance with DRR off. Test under the same game, resolution and display-mode conditions, then restore the original setting if there is no improvement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does Windows Best performance mode always improve game performance?

Not always. It is a comparison worth making when the option exists, but it can increase power use and heat and reduce laptop battery life. Keep it only if a repeatable test shows a meaningful benefit without creating thermal or battery problems.

Should I buy more RAM, an SSD or a new GPU first?

Not from the symptom alone. Monitor CPU, memory and disk use, identify a matching constraint, and verify component compatibility before buying. A memory upgrade, SSD or GPU addresses different limitations; none is established as a universal fix for stuttering or low FPS.

Can Dxdiag repair DirectX or increase FPS?

No. Dxdiag collects Windows, system and display details that can help a game publisher troubleshoot the title. Windows 10 and 11 already include the latest DirectX version supported by that Windows release. Check the game’s requirements and avoid unofficial downloads claiming to be a standalone DirectX fix.

The Bottom Line

Separate persistent low FPS from intermittent hitches, observe CPU, memory and disk use, and reproduce the same scene before changing anything. Test shader-cache timing, applicable Windows 11 graphics options, GPU preference, refresh rate, DRR and driver timing one at a time. Keep only changes that produce a repeatable result; if the problem remains, document the configuration with Dxdiag and use the game publisher’s current support process.
