How to Fix System Restore Error 0x8007: Find the Full Code First

By VGSources Team 8 min read

0x8007 is not a complete System Restore error. It is an HRESULT prefix wrapped around a Windows (Win32) error, and the hexadecimal characters that follow it identify the actual failure. Before choosing a fix, record the entire code, the exact message, whether Windows starts normally, and your Windows version and build. A workaround that is correct for 0x8007045b, for example, may be irrelevant to another code beginning with 0x8007.

Use the least disruptive path first: run System Restore from a normal Windows session if Windows starts, then run it from Windows Recovery Environment (WinRE) if normal mode fails or Windows will not boot. Only after those options fail should you consider removing a recent update, resetting the PC, or reinstalling Windows.

What the 0x8007 prefix means

Windows often displays System Restore failures as hexadecimal HRESULT values. The 0x8007 portion indicates that the result wraps a Win32 error; the trailing hexadecimal characters identify which underlying condition occurred. In practical terms, “System Restore failed with 0x8007” is incomplete information. The suffix could point to a service, shutdown, file-system, or another recovery condition, and each requires a different response.

Do not assume that every 0x8007 message has one cause or one universal repair. Write down the complete value exactly as displayed, including every character after 0x8007. Also copy the full sentence that appears beside the code. If you are asking for help, provide that complete text rather than only the prefix.

Understand what System Restore does before you proceed

System Restore rolls back selected Windows system state to an earlier restore point. Microsoft describes that state as system files, registry settings, and installed programs. It does not affect your personal files, such as documents, pictures, or other files stored in your user folders. A restore can nevertheless remove a program or driver installed after the chosen restore point, so use the wizard’s Scan for affected programs option when it is available.

A restore point must exist and be usable. If no restore point is listed, or every listed point produces the same failure, move to WinRE or another recovery option instead of repeatedly selecting the same point.

Capture the details that determine the correct fix

Before changing anything, record these items:

  • The complete hexadecimal code, not just 0x8007.
  • The exact on-screen error message.
  • Whether Windows reaches the desktop, starts only in a recovery screen, or fails to start.
  • Your Windows edition, version, and build number.
  • The restore point you selected and whether the wizard reached the restart stage.
  • Whether the computer uses BitLocker device encryption. WinRE can request the BitLocker recovery key before it allows access to recovery tools.

This information prevents a common mistake: applying a fix documented for one suffix to an unrelated error that merely shares the same prefix.

Run System Restore from a normal Windows session

If Windows starts normally, try the built-in restore wizard before using broader recovery actions.

  1. Press Windows key + R to open the Run dialog.
  2. Enter rstrui.exe, then press Enter.
  3. In the System Restore wizard, select Next.
  4. Choose a restore point that predates the problem. If the option appears, select Scan for affected programs to review programs and drivers that may be removed or restored.
  5. Select Next, review the restore point, and select Finish.
  6. Allow Windows to restart and complete the operation. Do not interrupt the restart while the restore is running.

If the wizard completes, sign in and check whether the original symptom has disappeared. If it reports that the restore did not complete, note the complete code and message. Do not infer that the restore point is valid simply because it appears in the list; the restore process must be able to read and apply it.

Use Windows Recovery Environment when normal mode fails

Windows Recovery Environment provides a separate repair environment. It is the preferred route when Windows will not start, when the desktop session repeatedly fails to restore, or when a normal-mode process is interfering with recovery.

  2. Select Troubleshoot.
  3. Choose Advanced options.
  4. Select System Restore.
  5. Choose the restore point, review the wizard, and complete the restore.

Microsoft’s supported WinRE path is exactly Troubleshoot > Advanced options > System Restore. If BitLocker is enabled, WinRE may require the BitLocker recovery key. Have that key available before starting; without it, encrypted recovery data may remain inaccessible.

Using WinRE is not the same as resetting Windows. It still attempts to roll back system files, registry settings, and installed programs to the selected restore point while leaving personal files alone.

The documented 0x8007045b case

Only use this workaround when the complete code is 0x8007045b. Microsoft explains that this value indicates shutdown is in progress. During a normal shutdown, the Encrypting File System (EFS) service may already have stopped by the time System Restore needs it, causing the restore to fail. The remedy is to start the next boot in WinRE and run the restore there, where EFS remains available.

  2. Run this command exactly:
    reagentc /boottore
  3. Restart the computer.
  4. When Windows Recovery Environment opens, select Troubleshoot > Advanced options > System Restore.
  5. Choose the restore point and complete the restore wizard.

The command is a targeted boot instruction, not a general repair for every 0x8007 error. If your suffix is not 045b, do not use this explanation as the diagnosis. Return to the complete code and follow the recovery path appropriate to that value.

What to try when WinRE System Restore still fails

If no restore point works, or the full error identifies a condition that System Restore cannot resolve, Microsoft lists several recovery choices. They differ substantially in how much of Windows they change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Option When it fits Effect on software and settings Personal-file consideration Additional requirement
System Restore Windows starts or WinRE is available and a usable restore point exists Rolls back system files, registry settings, and installed programs to the selected point Personal files are not affected BitLocker recovery key may be requested in WinRE
Uninstall a recent update The problem began after a Windows update and the update-removal option is offered Removes the selected recent update rather than rolling back all system state Read the on-screen description before confirming Access to WinRE or the applicable recovery screen
Reset this PC System Restore is unavailable or every point fails Broader intervention that can remove applications and change settings Read whether the selected reset path keeps or removes files Follow the reset wizard’s warnings
Recovery drive You have recovery media and built-in options are not enough Uses the recovery environment supplied for the device Potential effects depend on the selected recovery action A usable recovery drive
Windows installation media Other recovery choices do not resolve the problem Can lead to reinstalling Windows, a wider change than System Restore Back up or preserve important files before proceeding; read every installation choice Bootable Windows installation media, such as a USB drive

The least disruptive option is normally System Restore when a valid restore point exists. Reset and reinstall actions are broader and can affect applications, settings, or files. Do not select them as a routine response to an unspecified 0x8007 prefix.

Remove a recent update

If the failure began immediately after an update and WinRE offers an update-removal choice, review that option’s description and select the update-removal path. This is narrower than resetting the PC, but it is still a system change. Record which update you removed so you can explain the change if the problem returns.

Use Reset this PC carefully

Reset this PC is a recovery route, not an extension of System Restore. It can remove applications and alter settings, and the exact impact depends on the choice shown in the reset wizard. Read each screen’s description, especially any wording about keeping or removing personal files, before confirming.

Use a recovery drive

A recovery drive can provide another route into recovery tools when the installed environment is unavailable. Its usefulness depends on having a usable drive and on selecting the correct recovery action. It does not, by itself, identify or repair an unknown 0x8007 suffix.

Reinstall from Windows installation media

Microsoft lists installation media as a later recovery option when built-in methods do not resolve the issue. A bootable Windows USB drive can start the installation and recovery process. Reinstallation is substantially more invasive than System Restore, so secure important personal data and read the installation choices before proceeding. Do not assume that the USB drive alone fixes an unspecified error; it is the medium for a recovery or reinstall operation.

A practical decision path

  1. Record the full code. If you have only 0x8007, stop and obtain the trailing characters from the message, event record, or person reporting the error.
  2. Check whether Windows boots. If it does, launch rstrui.exe. If it does not, use WinRE.
  3. Check for a usable restore point. Use Scan for affected programs when offered and select a point created before the failure.
  4. Match the suffix to the remedy. Apply the EFS and reagentc /boottore procedure only for 0x8007045b.
  5. Escalate deliberately. If restore remains unusable, consider update removal, Reset this PC, a recovery drive, or installation media in that order of disruption, while reading each option’s impact.

Common mistakes that prolong the failure

  • Treating 0x8007 as the diagnosis: the prefix is shared by multiple underlying Win32 errors.
  • Using the 0x8007045b command for another code: the EFS explanation is tied to that exact suffix.
  • Confusing System Restore with Reset this PC: System Restore rolls back a restore point; reset is a broader recovery action.
  • Skipping the affected-programs review: a restore can remove programs or drivers installed after the selected point.
  • Ignoring BitLocker: WinRE may require the recovery key before it can access the encrypted installation.
  • Jumping straight to reinstall media: installation media is a later route and can produce wider changes than a restore.
  • Repeating an unusable point: if the same point fails with the same message, record the code and move to the next supported recovery option.

When to stop and preserve data

Stop before Reset this PC or reinstalling Windows if you have not protected important personal files or confirmed which reset choice you are selecting. System Restore itself is designed not to affect personal files, but broader recovery actions can affect applications, settings, or files depending on the path. If Windows still starts, copy important data before attempting a more invasive option. If it does not start, use an appropriate recovery environment or another safe method to preserve data before proceeding.
