The standard code is 0x80070422 (the extra zero in “0X800704022” is a typo). Microsoft defines it as ERROR_SERVICE_DISABLED: a Windows service required by servicing is disabled or not running. When Windows tries to enable the .NET Framework 3.5 (NetFx3) feature, it may need Windows Update to retrieve component files, so the installation can stop before the files download.
Start by restoring the required services, then retry the supported DISM command. If online retrieval is blocked, use matching Windows installation media. Windows 11 version 26H1 (build 28000) and later use a separate .NET Framework 3.5 installer instead of the optional-feature workflow.

What 0x80070422 means in a .NET Framework installation
0x80070422 is not a .NET-specific failure code. It is Windows’ ERROR_SERVICE_DISABLED status, used when a required service has been disabled or is not running. Microsoft describes the condition as occurring when “the Windows Update service stops working or isn’t running.”
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →NetFx3 is a Windows component on releases that expose it as an optional feature. Enabling it invokes Windows servicing, which can obtain the payload through Windows Update or from a local component source. If the update service, or a dependency used to transfer and orchestrate updates, cannot run, the enablement request can fail with 0x80070422 even though the .NET installer itself is intact.

Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.
The correction is therefore to fix the servicing path first. Do not begin by deleting random system files or downloading an unverified .NET package. The correct path depends on four questions:
- Which Windows release is installed?
- Can the computer reach Windows Update, or is it controlled by WSUS, a proxy, firewall, or Group Policy?
- Is matching installation media available for an offline source?
- Do you have administrator rights? Service changes and DISM both require elevation.
Choose the correct repair path
| Situation | Use this path | Important limitation |
|---|---|---|
| Windows 11 25H2 or earlier, with normal Windows Update access | Start the required services, then run the online DISM command. | The command needs an elevated prompt and access to Windows Update or another configured source. |
| Windows 11 25H2 or earlier, online retrieval blocked | Mount installation media from the same Windows release and use its sourcessxs folder with /LimitAccess. |
A source from a different Windows version can leave the system unsupported or unserviceable. |
| Windows 11 26H1, build 28000, or later | Use Microsoft’s standalone .NET Framework 3.5 installer intended for that exact Windows version. | NetFx3 is no longer a Windows optional component, so the 25H2-and-earlier DISM feature workflow does not apply. |
| Services start but a managed PC still fails | Check WSUS, proxy or firewall access, and policy settings controlling optional-component repair. | An organization may intentionally prevent Windows from obtaining feature payloads. |
Step 1: Check Windows Update and its dependencies
Do this before running DISM. A disabled service can make every later attempt fail in the same way.
Open the Services console with administrator rights
- Sign in to an account that can make system changes.
- Open the Windows Services console by launching
services.mscas an administrator. - Find Windows Update in the list.
- Open its properties and check that Startup type is not Disabled. If the service is stopped, use Start, then select Apply and OK.
- Try the .NET Framework 3.5 enablement again. If the same error returns, continue with the dependency checks below instead of repeatedly clicking Retry.
Check the update-related dependencies
Microsoft community guidance also points to these services when NetFx3 enablement cannot proceed:
- Background Intelligent Transfer Service (BITS), which handles background transfers.
- Delivery Optimization, which can participate in downloading Windows content.
- Update Orchestrator Service, which coordinates update operations.
For each service, open its properties, confirm it is not disabled, and start it when Windows allows you to do so. A service may be configured for a trigger-start mode rather than running continuously; the key test is that it is not disabled and can start when servicing requests it. If a service refuses to start, record the exact message and move to the policy and network checks rather than forcing a different startup configuration.
Retry once after the service check
Use the same installation method that originally failed. If it succeeds, restart Windows and verify the application that needs .NET Framework 3.5. If it fails with a source-related code such as 0x800F0906 or 0x800F081F, the service problem is no longer the only issue; follow the source instructions below.
Step 2: Enable NetFx3 online with DISM
On Windows 11 25H2 and earlier, the supported online command is:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All
- Open Command Prompt with Run as administrator. An unelevated window can return an access or servicing error even when the syntax is correct.
- Paste the command exactly, including
/Online,/FeatureName:NetFx3, and/All. - Press Enter and allow DISM to contact Windows Update or the source configured for your computer. The
/Allswitch enables parent features required by NetFx3. - Wait for DISM to report completion. Do not close the window while it is servicing the component store.
- Restart Windows if prompted, then launch the program that requires .NET Framework 3.5.
The command does not bypass a blocked source. If Windows Update is unreachable, a proxy or firewall blocks the transfer, WSUS has no approved payload, or policy forbids repair content, DISM can still fail after the services are running.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Confirm the feature state
After a successful operation, you can inspect NetFx3 from an elevated Command Prompt:
DISM /Online /Get-FeatureInfo /FeatureName:NetFx3
Look for a state indicating that the feature is enabled. If DISM says the feature is not recognized, first confirm that the machine is a Windows release where NetFx3 is still an optional component; the feature workflow is not valid on Windows 11 26H1 and later.
Step 3: Install from matching media when Windows Update cannot supply files
Use this route when the services are available but the computer cannot download the NetFx3 payload. You need Windows installation media from the same Windows release as the installed system. A USB drive or mounted ISO can provide the required sourcessxs folder.
Match the source before running DISM
- Check the installed Windows version and build in Settings > System > About.
- Use media for that same Windows release, not merely a similarly named edition.
- Make sure the media contains
sourcessxs. - Note the drive letter Windows assigned after you mount the ISO or connect the USB drive.
Microsoft warns that using a source from a different Windows version can leave the installation unsupported and unserviceable. If the files do not match, stop and obtain correct media instead of trying alternate folders at random.
Do these 3 things before closing this tab:

In an elevated Command Prompt, replace D: with the actual media drive letter:

DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:D:sourcessxs
- Mount the ISO or connect the installation USB.
- Confirm its drive letter in File Explorer.
- Open Command Prompt as administrator.
- Run the command with the matching
sourcessxspath. - Wait for DISM to finish, then restart Windows if requested.
/LimitAccess tells DISM not to contact Windows Update and to use the supplied source. This is useful on offline systems or networks that deliberately block Microsoft update endpoints, but it cannot compensate for mismatched media or missing source files.
Step 4: Follow the Windows 11 26H1 procedure
Starting with Windows 11 26H1, build 28000, .NET Framework 3.5 is no longer delivered as a Windows optional component. That change makes the older NetFx3 DISM command inappropriate for this release.
- Open Settings > System > About and confirm the Windows version and build.
- If the build is 28000 or newer and the release is 26H1, do not use the 25H2-and-earlier optional-feature instructions.
- Obtain Microsoft’s standalone .NET Framework 3.5 installer intended for that exact Windows version.
- Run the installer with administrator rights and follow its prompts.
- Restart Windows when installation completes, then test the application that required NetFx3.
An installer for a different Windows version is not an equivalent substitute. Match the standalone package to the operating-system release shown in About. If the installer reports a separate source or servicing problem, use the error code it displays to guide the next check rather than reverting to the obsolete optional-feature command.
When services are running but installation still fails
Check the error code that follows 0x80070422
The follow-up code often identifies the remaining barrier:
| Code | Microsoft’s meaning | What to examine |
|---|---|---|
0x800F0906 |
Source files cannot be downloaded. | Windows Update access, proxy and firewall rules, WSUS availability, or a matching offline source. |
0x800F081F |
Required source files are missing. | Whether the media contains sourcessxs and matches the installed Windows release. |
0x800F0907 |
Policy restrictions prevent the operation. | Group Policy, organization-managed update settings, and optional-component repair policy. |
These codes can appear after you correct the disabled service because the operation has progressed far enough to test the source. Treat them as a change in diagnosis, not proof that the service fix failed.
Inspect proxy and firewall access
On a consumer PC, temporarily review whether a security product, local firewall rule, or configured proxy is blocking Windows servicing endpoints. Restore any protection you change after testing. On a managed network, do not bypass organizational controls; ask the administrator whether the device is expected to retrieve optional components from WSUS or an internal source.
Review WSUS and Group Policy settings
Organizations can redirect updates to WSUS or prohibit Windows from obtaining optional-component repair content. If the machine is domain-managed, ask the administrator to verify the policy that controls optional component installation and component repair, including whether Windows may download repair content directly from Windows Update. A policy that forbids external content can make the online command fail even when Windows Update appears to be running.
On an unmanaged test machine, open the Local Group Policy Editor and inspect the optional-component installation and component-repair setting under the Windows Components policies. Do not change a company-managed policy without approval. After an authorized change, run the DISM command again and record the new result.
Check whether the source path is actually readable
For offline installation, open the mounted media in File Explorer and verify that the path is spelled exactly D:sourcessxs (with your own drive letter). A missing folder, a disconnected USB drive, or a drive letter that changed after reboot will produce a source error that looks unrelated to the original service code.
Common mistakes that prolong the failure
- Using the mistyped code as a search term: search and documentation normally use
0x80070422, not0x800704022. - Running DISM without elevation: open Command Prompt with administrator rights; standard-user windows cannot perform the required servicing operation.
- Leaving Windows Update disabled: starting BITS alone does not repair a disabled Windows Update service.
- Using the wrong media: a different release can make the installation unsupported or unserviceable.
- Using the old command on 26H1: build 28000 and later require the standalone .NET Framework 3.5 installer.
- Repeating the same online attempt on a restricted network: switch to matching media or have the administrator correct the source and policy.
- Changing several policies at once: make one authorized change, retry, and record the resulting code so the cause remains identifiable.
A clean end-to-end checklist
- Write down the exact code as
0x80070422and identify the installed Windows version and build. - If the system is Windows 11 26H1/build 28000 or newer, use the matching standalone .NET Framework 3.5 installer and skip the optional-feature DISM path.
- Otherwise, open
services.mscas administrator and make sure Windows Update is not disabled and can start. - Check BITS, Delivery Optimization, and Update Orchestrator Service; start any that are stopped and permitted to run.
- Retry
DISM /Online /Enable-Feature /FeatureName:NetFx3 /Allfrom an elevated Command Prompt. - If online retrieval fails, obtain media from the same Windows release and run the
/LimitAccess /Source:...sourcessxscommand. - For 0x800F0906, investigate download access; for 0x800F081F, verify the source files; for 0x800F0907, investigate policy.
- Restart Windows after a successful installation and test the application that needs .NET Framework 3.5.
Why this sequence works
The order separates three different failure layers. Service checks address 0x80070422 itself. The online DISM command tests whether the normal servicing channel can obtain NetFx3. The matching-media command removes Windows Update from the transaction while retaining DISM’s component servicing logic. Finally, the 26H1 branch avoids treating a component that is no longer optional as though it still used the older feature mechanism.
Keeping those layers separate also prevents a common diagnostic loop: changing service settings when the real problem is a blocked WSUS policy, or replacing media when the real problem is that the computer is running 26H1 and needs a standalone installer.
Quick Recap
As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements, invalid redirects and shared DLL problems, while also offering settings tweaks, temporary and cache cleanup, privacy and vulnerability checks, a real-time boost, file shredder and app-crash logging. It runs on Windows 11, 10, 8 and 7; its free trial is offered by category for at least two days before a paid subscription. It complements an antivirus rather than replacing one, results vary, and no tool repairs every crash.
