If Hogwarts Legacy shows “Couldn’t Start,” try a restart and then verify the game files if you use Steam. The message does not identify one confirmed cause, so treat these steps as checks—not a guaranteed fix. The Steam instructions below apply only to Steam installations.
What the error does—and does not—tell you
Some reports include Phoenix and CreateProcess() returned 2 or 2e4. Those strings alone do not establish that a file is missing, permissions are wrong, antivirus blocked the game, or the drive is at fault. No official Hogwarts Legacy source located for this issue explains those return codes or confirms a specific fix.

A similar message appears in a 2025 user report, but that is anecdotal. A 2023 video suggests file verification, reinstalling on another drive, and running as administrator; it does not establish that those actions work generally or remain current. Start with reversible checks before considering a reinstall.
Try these checks in order
1. Restart Windows and the launcher
Close the game and its launcher, restart the PC, reopen the launcher, and try again. Steam recommends starting with a fresh restart in its general launch troubleshooting guidance: Games do not run after “Preparing to Launch”. The guidance is general and does not diagnose this Hogwarts Legacy message.

2. Verify the files if you play through Steam
- Open Steam and select Library.
- Right-click Hogwarts Legacy and choose Properties.
- Open Installed Files.
- Select Verify integrity of game files and let the check finish. It can take several minutes.
Steam says verification checks whether the game files are installed correctly. It also notes that one or more files may fail verification normally, often because they are local configuration files that should not be replaced. A warning is not, by itself, proof that the installation is broken. See Steam’s file verification instructions.
3. Check whether security software blocked a game file
Steam lists antivirus quarantine as a possible cause of its separate “Missing Executable” error and advises checking security software. That does not prove antivirus is responsible for this Hogwarts Legacy message, but it is a reasonable check if the game will not start.

Look for a quarantined file that you can identify as belonging to your legitimate Hogwarts Legacy installation. Restore or allow it only if you can verify what it is and trust the installation. Steam’s general launch checklist recommends updating Windows and computer drivers, disabling nonessential software that may interfere, and checking system requirements. Change one thing at a time, then test the game; this makes it easier to tell whether a change helped. These checks are possible avenues, not confirmed explanations for the error. 5. Compare your PC with the official specifications
Warner Bros. Games lists these PC requirements on its Hogwarts Legacy PC specifications page. The page’s publication year is not stated; the figures below are requirements, not evidence that falling short causes this particular error.

The official page says HDD is supported for the minimum configuration and an SSD is preferred. Meeting the listed requirements is a compatibility check, not proof of the cause of a launch failure.

- Whether your copy is installed through Steam or Epic.
- Your Windows version and basic CPU, GPU, and RAM information.
