The fix is to find what is binding UDP ports 19132 and 19133, stop the duplicate or conflicting service, and then start Bedrock again. Check both the Linux host and any Docker container or Compose project, because a stale container can own a port even when a quick host check appears empty. If another application legitimately needs the port, move Bedrock to an unused UDP port and update its configuration, container publishing, firewall, router forwarding, and client connection details together.
Godlike.Host offers hosted Minecraft Bedrock servers with its own game panel, SFTP access and free DDoS protection, if you would rather not host it yourself.
What the error actually means
Bedrock is failing before it becomes reachable from the internet. During startup, the server opens listening sockets so clients can send game traffic to it. A message such as Port [19132] may be in use by another process means that socket could not be bound. The equivalent message for 19133 means the second listener also failed. The documented incident ends with Exiting program after both messages.

This is a local bind failure, not a firewall, NAT, DNS, or client-connection failure. Port forwarding can only help after the Bedrock process has successfully opened its sockets on the machine running it. Troubleshoot ownership and configuration first; investigate reachability only after the server stays running.
The issue report that records the messages used Minecraft Bedrock 1.19.83.01 in a 2023 reproduction. That version identifies the environment of the report, not a recommendation to install or downgrade to it.

Use this order of operations
- Stop any duplicate Bedrock process, stale container, scheduled job, or second Compose project.
- Check UDP
19132and19133on the host. - Inspect Docker’s container and network namespaces, including containers that are stopped, restarting, or left over from an update.
- Audit the Bedrock
server.propertiesvalues and every Docker or Compose port mapping. - Restart one intended instance and keep its complete startup log.
- Only if the ports are intentionally occupied, choose an unused UDP port and change every dependent setting.
1. Stop duplicate instances before killing anything
A second copy is the most direct explanation: an old Bedrock process may still be running, a service manager may have relaunched it, or an update may have left an old container beside the new one. Do not terminate a process merely because it uses a familiar port; first establish what it is.
Check running Docker containers
On the host, run:
docker ps --format 'table {{.ID}}t{{.Names}}t{{.Ports}}'
Look for more than one Bedrock container, a container with a similar old name, or a published mapping containing 19132 or 19133. If a stale container is clearly the duplicate, stop it by name or ID, then confirm it is gone before starting the intended container:
Free tools Windows power users keep installed
One-click scans. No signup required.
docker stop <container_name_or_id>
Use the exact name or ID shown by docker ps. If the container immediately returns, a Compose project, system service, or orchestration job is probably supervising it. Stop the supervisor or remove the duplicate definition rather than repeatedly stopping the child container.
Look beyond Docker
- A system service can launch Bedrock during boot while you also start it manually.
- A second shell session, screen/tmux session, or maintenance script can hold the original process.
- A scheduled task or orchestration job can recreate a container after you stop it.
- Two Compose projects can use identical host ports even when their service names differ.
Keep the command output and the name of anything you stop. That record makes it possible to reverse an incorrect change and is useful if the problem has to be escalated.
2. Identify listeners on the Linux host
Run both checks with elevated privileges:
sudo ss -ulpn | grep -E '19132|19133'
sudo lsof -nP -iUDP:19132 -iUDP:19133
The ss command shows UDP sockets and, when available, the owning process. lsof provides another view of the process and PID. Check for both ports in each command’s output. A result for either port is enough to prevent the corresponding Bedrock listener from starting.

Interpret the result safely
- Record the PID, executable, user, and command line before stopping anything.
- If the owner is the Bedrock instance you intended to run, you may be launching a second copy; stop the new attempt and keep the original.
- If the owner is Docker or a container runtime, continue with the container inspection rather than killing the runtime process.
- If the owner is an unrelated service, decide whether that service can be moved or stopped. Do not assume that a familiar port belongs to Minecraft.
After a clean stop, run the same commands again. The relevant host socket should no longer be present before you restart Bedrock. If the owner returns immediately, find the service or job that is respawning it.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →3. Check the container namespace when the host looks empty
“No process found” from a quick host check does not prove that no container is using the port. Docker networking, host networking, and the timing of a short-lived process can make the first observation misleading. The documented reproduction published UDP mappings from Docker on a fresh Ubuntu 22.04 virtual machine, so a new VM does not by itself rule out a container-level conflict.
Audit published ports
Use docker ps to inspect the Ports column. A mapping such as 19132:19132/udp publishes host UDP 19132 to the container’s UDP 19132. Check for:
- Two containers publishing the same host port.
- An old container left behind after an image or Compose update.
- Two Compose projects that each declare the same host mappings.
- A service using
network_mode: host, which shares the host network namespace instead of using an isolated published-port rule.
Inspect every Compose file and override file used on the machine. Remove the duplicate definition, bring down the unintended project, or assign a different host port. Recreate the intended container so the corrected mapping is actually applied.
Account for restart loops
A container that exits and restarts can appear only briefly in a process listing. Check the project status and recent logs, then stop the project that should not be running. If two deployment commands are being run by automation, fix the automation first; otherwise the conflict will return after the next reboot or update.

4. Verify Bedrock’s own port settings
Open the Bedrock server’s server.properties and confirm the listener values. Check server-port and, when present, server-portv6. Make an intentional choice about IPv4 and IPv6 rather than changing one value at random.
- Confirm the values are the UDP ports you expect Bedrock to bind.
- Compare them with the container’s internal destination ports.
- Save the file and fully restart the server; a running process will not necessarily reread the settings.
Changing only the Docker host side does not automatically change the port Bedrock listens on inside the container. Conversely, changing only server.properties can leave Docker publishing the old destination. The application setting and the container mapping must describe the same design.
5. Audit Docker and Compose mappings as one configuration
For a direct mapping, a declaration such as 19132:19132/udp has a host side and a container side. Verify both sides for each listener. Search all Compose files, profiles, and overrides rather than checking only the file used for the latest deployment.
Common configuration mistakes
- The same host UDP port is assigned to two services.
- An old project remains up while a new project is started from another directory.
- The mapping omits
/udp, so the declared protocol does not match Bedrock traffic. network_mode: hostis enabled while another service already occupies the host port.- The container was not recreated after a port edit, so it is still running with the previous mapping.
Once the duplicate or incorrect entry is removed, recreate the intended service and watch its startup output from the beginning. A successful launch should proceed past world-database initialization without either “Port may be in use” line and should not end with Exiting program.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors6. If the port is legitimately occupied, move Bedrock
Sometimes another application has a valid reason to own UDP 19132 or 19133. In that case, stopping it is the wrong fix. Choose an unused dedicated UDP port and change the entire path from the Bedrock process to the player.

- Set the new value in
server.propertiesfor the listener you are moving. - Change the corresponding Docker or Compose host and container mapping. Keep the protocol as UDP.
- Allow the new UDP port in the host firewall or cloud security rule.
- Change router or NAT forwarding to the new internal port, if the server is behind a router.
- Give clients the new address-and-port combination and update saved server entries.
- Restart the server and confirm that the new socket is listening before testing from outside the network.
Changing only one layer creates a different failure: Bedrock may start locally, but clients will still be sent to the old port. Treat the application, container, firewall, router, and client values as a single change set.
Keep the default port or move it?
Use the default ports when no legitimate service needs them and you control the existing deployment. This minimizes edits and avoids updating established client entries. Move to another dedicated UDP port when an important service already owns the defaults or when separating multiple independent Bedrock instances is the cleaner design.
Your decision depends on four practical questions:
- Does another service already require UDP 19132 or 19133?
- How many Docker or Compose, firewall, and router settings must be changed?
- Can every existing player update the saved server address?
- Would a managed host remove the need for you to administer Docker, UDP binding, and router rules?
There is no universal port number that resolves every deployment. The correct alternative is an unused UDP port that is allowed and forwarded consistently in your environment.

The process exits with “Port may be in use”
Stay on the local-ownership path: inspect PIDs, containers, Compose projects, service managers, and the Bedrock properties. A router rule or remote firewall change cannot repair a socket that Bedrock never opened.
The process stays running but nobody can join
Now investigate reachability: host or cloud firewall rules, NAT forwarding, the public address, the selected UDP port, and whether clients are using the updated port. Recheck the Docker publication and confirm the listener locally before testing from another network.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Why a fresh Ubuntu VM can still show the error
A fresh operating-system image only describes the base VM. It does not guarantee that the deployment command was run once, that an old container was removed, or that an automation job is not launching a second copy. The cited Docker incident used a fresh Ubuntu 22.04 VM yet still published 19132:19132/udp and reported conflicts on both Bedrock ports.
Use the VM’s actual state as evidence: list containers, inspect published mappings, check host sockets, review service definitions, and read the complete startup log. Do not infer a single root cause from the phrase “fresh VM”; the incident does not establish one universal cause for every installation.
Recovery checklist
- Both ports checked: UDP 19132 and UDP 19133 were included in the host and container checks.
- Owner identified: You recorded the PID, container ID, or supervising service before stopping it.
- One instance remains: No duplicate shell, service, Compose project, or orchestration job is launching another copy.
- Settings agree:
server.properties, Docker or Compose mappings, and any IPv4/IPv6 choice describe the same listeners. - Restart completed: The intended server was recreated or restarted after configuration changes.
- Startup verified: The log passes world initialization without either port error and does not exit.
- Remote path tested separately: Firewall, NAT, and client settings were checked only after local binding succeeded.
- Evidence preserved: The full startup log and port-owner output are saved for escalation if the conflict returns.
When self-hosted troubleshooting is not practical
If you cannot administer Docker or Compose, inspect UDP listeners, or change router and firewall rules, a managed Bedrock hosting service is an escalation option. Before moving, retain the startup log, the output showing the port owner, the current server.properties values, and the intended client port. Those details let a provider distinguish a bind conflict from a later reachability problem and reduce the chance of repeating the same configuration.
Evidence behind the diagnosis
The documented itzg/docker-minecraft-bedrock-server issue, opened on May 29, 2023, records these exact startup messages:
[2023-05-29 09:06:11:367 ERROR] Port [19132] may be in use by another process. Free up port and re-run program
[2023-05-29 09:06:11:367 ERROR] Port [19133] may be in use by another process. Free up port and re-run program
Exiting program
Microsoft networking guidance gives the general remedy for an unavailable dedicated application port: locate the application using it or enter a different port number. Applied to Bedrock, that means proving ownership first, then changing the complete configuration only when the existing owner must remain.
