“Resource not online” is Windows error 5004 (ERROR_RESOURCE_NOT_ONLINE). It means the resource requested by an application or clustered service is not currently online. The message does not identify the failed component, so there is no universal one-click fix. The correct remedy depends on the product, resource name, owner node, dependency chain and the first related event-log error.
Use the workflow below to identify that context, repair the underlying dependency or configuration problem, and retry the online operation without repeatedly forcing a resource that is still failing.

What Windows error 5004 means
Windows maps numeric error 5004 to ERROR_RESOURCE_NOT_ONLINE, displayed as “Resource not online.” The code describes a state, not a diagnosis: the requested resource is unavailable to the component that tried to use it.

| Numeric code | 5004 |
| Windows constant | ERROR_RESOURCE_NOT_ONLINE |
| Message | Resource not online |
| What it confirms | The requested resource is not currently online |
| What it does not identify | The affected product, resource, dependency, node, permission, configuration or connectivity fault |
The same wording appears in unrelated products. A Windows cluster guide can use “cluster resource not online” when a clustered role or service is unavailable. An application such as FORMCYCLE can report that a requested resource is “not online (yet)” while its own service is starting or waiting for a prerequisite. Treat the product name and the complete message as essential diagnostic information; the short text alone is not enough to select a repair.

Information to record before changing anything
Write down the details while the error is visible. These details prevent a generic Windows message from being mistaken for a problem in the wrong product.
- The complete error text and numeric code, including 5004 if it is shown.
- The application, installer, service or management console that displayed it.
- Your Windows edition and version.
- The exact resource name, role name or service name shown in the product.
- Whether the resource is shown as Offline, Failed, Pending or Missing.
- For a cluster, the role and the node currently designated as owner.
- When the problem began and what changed immediately beforehand, such as an upgrade, configuration change, restart or failover.
Keep this record with any event-log exports. If support is required, the exact resource identity is usually more useful than a screenshot containing only “Resource not online.”
Identify the environment that owns the resource
Windows failover cluster
In a failover cluster, the resource may be a clustered service, role, virtual name, storage item or another component managed by the cluster. Open the product’s cluster-management console, such as Failover Cluster Manager, and locate the named role and resource. Check both the resource state and the node that owns it. A parent role can remain offline because one child resource or prerequisite has failed.
Application or application server
An application may use “resource” for a service, connection, queue or other component that it expects to be available. Use that application’s management console and documentation to identify the resource and its startup order. Do not assume that a Windows cluster repair applies to a standalone application server.
Web or workflow application
A web or workflow product may report that a requested resource is not online yet while a backend service is stopped, still starting or unable to reach a dependency. Check the product’s own status view and logs before changing Windows services. The message can be normal during a short startup transition, but a persistent state requires investigation.
| Where the message appears | First place to inspect | Typical decision |
|---|---|---|
| Failover Cluster Manager or a cluster-aware installer | Role, resource state, dependencies and owner node | Repair the failed prerequisite or cluster configuration, then retry |
| Application or application server | Product status page, service state and application log | Correct the service, configuration, permission or connection problem |
| Web or workflow product | Requested resource and its backend dependencies | Wait only for a genuine startup transition; otherwise repair the dependency and retry |
| Unknown dialog | Product name, full message and event logs | Do not apply a product-specific command until the owner is known |
Step-by-step diagnostic and repair workflow
1. Confirm the resource and its current state
Open the management console that owns the resource. Select the resource named in the error and record its displayed state. The distinction matters:

- Offline: the resource is stopped or intentionally not running.
- Failed: an online attempt ended with an error.
- Pending: the platform is still trying to start or stop it.
- Missing: the expected resource is not registered, installed or visible to the managing product.
Do not repeatedly select an online or restart action while the state is still Pending. Repeated attempts can obscure the first failure in the logs and make it harder to tell whether the resource ever completed startup.

2. Check the dependency chain
Open the resource’s dependency view or configuration and identify every prerequisite. A dependent service may have to be running before the parent resource can come online. Check each prerequisite separately rather than assuming that the top-level role is the only problem.
For each dependency, ask:
- Is it present in the product’s configuration?
- Is it online on the node that owns the parent resource?
- Does it show Failed or Pending?
- Did its name, account, endpoint or configuration change?
- Does its own log show an earlier error?
If a prerequisite is stopped, repair that prerequisite first. If it is missing, verify whether it was removed, renamed or never created on this installation. A parent resource cannot be made healthy by forcing it online while a required child remains unavailable.
3. Verify the owner node and node health
In a cluster, note which node owns the role and whether that node is available to the cluster. Confirm that the resource and its dependencies are being evaluated on the intended owner. A resource can appear unavailable when the node that should host it is down, disconnected or not able to access a required service.
Do not move a role to another node simply to hide a failure. Consider a failover only when the cluster status and logs indicate that ownership or node health is the problem and your operating procedure permits it. If the same dependency fails on another node, return to the dependency or configuration rather than repeating failovers.

4. Read the first related log error
Review the application, cluster and Windows event logs for the time of the failed online attempt. Start with the earliest related error, not the later 5004 message. The first event often identifies the unavailable dependency, invalid setting, permission problem or connectivity failure that caused the resource to remain offline.

Capture the event’s timestamp, source, event identifier, resource name, node and full text. Compare timestamps across the product and Windows logs. A 5004 message that appears after another service reports a startup failure is usually a symptom of that earlier failure, not an independent fault.
5. Correct the underlying problem
Make the smallest change that addresses the evidence in the logs and configuration. Depending on what you found, that may mean:
- Starting or repairing a failed prerequisite service.
- Restoring a missing resource definition in the product’s supported configuration process.
- Correcting an invalid endpoint, path, account, credential or other resource setting.
- Repairing permissions required by the resource or its dependency.
- Restoring connectivity to a required node or backend service.
- Completing an installation or upgrade step that created the dependent resource.
Use the affected product’s supported procedure for configuration changes. Do not delete a resource, edit cluster metadata or recreate services from memory; an incorrect change can remove dependencies or make recovery harder.
6. Retry the online operation once
After the prerequisite or configuration problem is corrected, return to the owning console and retry the resource’s online action. Watch the state transition and note whether dependencies come online in order. If the resource reaches Online, test the application or role that depends on it and save the successful timestamps with your incident record.
If it returns to Failed or remains Pending, stop retrying and compare the new event entries with the original first failure. A changed error can show that the first problem was fixed and a second dependency is now being exposed.
7. Escalate with a complete evidence package
Contact the product vendor or platform support team when the resource remains offline after dependency and configuration checks, when the resource is missing, or when the logs indicate a product defect. Include the exact message, code 5004, product and version, Windows version, resource and role names, owner node, current state, recent changes and the relevant log entries. The StorSimple troubleshooting guidance specifically directs operators to Microsoft Support for next steps when cluster resources are not online.

Cluster-specific recovery considerations
Repair the prerequisite before the parent role
Cluster resources commonly form a dependency tree. A role can be configured correctly yet remain offline because a service resource beneath it is unavailable. Select the failed child resource, inspect its own dependencies and logs, and repair it before attempting the parent role again.

A reported SQL Server upgrade case was resolved by creating and bringing the dependent Analysis Services service resource online before rerunning setup. The lesson is procedural rather than a universal SQL Server command: when an installer says a resource is not online, identify the dependency it expects, ensure that dependency exists in the cluster configuration, bring it online through the supported cluster workflow, and then rerun the installer. Do not create an Analysis Services resource unless that is the dependency named by your own installation and logs.
When a resource is missing
A Missing state is different from an ordinary Offline state. There may be no object for the cluster to start, or the resource may have been removed from the configuration. Verify the product’s installation and cluster-registration steps, compare the configuration with a known-good design, and use the vendor’s documented recovery process. Guessing a resource type or dependency can leave the role in a more inconsistent state.
When ownership or failover is involved
Record the current owner before moving anything. If the node is unavailable, follow your organization’s failover procedure and verify that every dependency is valid on the destination node. If the resource fails identically on multiple nodes, the evidence points away from a single-node outage and toward shared configuration, permissions, connectivity or the resource itself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret common resource states
| State | What it tells you | Next action |
|---|---|---|
| Offline | The resource is not running; the reason may be intentional or a failed start | Check the resource history and dependencies, then use the supported online action |
| Failed | An online or health check attempt ended unsuccessfully | Read the first related event and repair the reported cause before retrying |
| Pending | The platform has not completed the state transition | Allow a legitimate startup to finish, then inspect logs if it does not; avoid repeated force actions |
| Missing | The managing product cannot find the expected resource definition | Verify installation, registration and configuration with the vendor’s procedure |
Common causes and how to distinguish them
Failed dependency
The parent resource reports 5004 after a required service or child resource fails first. The dependency’s event is earlier in time, and bringing that prerequisite online resolves the parent’s state.
Invalid configuration
A path, endpoint, service definition or other setting no longer matches the installed environment. The product log usually identifies the setting or component that cannot be loaded. Correct the setting through the product’s supported configuration interface.

Permission or account problem
A resource can be present but unable to start under its configured account. Look for access-denied or logon-related entries in the first failure event. Repair the account or permission assignment specified by the product rather than granting broad permissions without evidence.
Connectivity or node availability
A resource that depends on another node or backend may fail when that endpoint is unreachable. Compare node status, dependency state and connection-related events. A failover is a possible remedy only when the platform’s status indicates that ownership or node availability is the cause.
Incomplete installation or upgrade
An installer may expect a resource that was not created or brought online. Confirm the expected dependency in the installation documentation and logs. The SQL Server Analysis Services example illustrates why completing the dependent resource step can allow setup to proceed.

What not to do
- Do not treat 5004 as proof of malware or as a diagnosis of a specific Windows file.
- Do not apply a cluster-only fix to an unrelated application without confirming the product context.
- Do not repeatedly force a Pending resource online while ignoring the first event-log failure.
- Do not delete and recreate a resource merely because its state is Offline.
- Do not move a role between nodes without recording ownership and checking destination dependencies.
- Do not invent a command sequence when the product, resource name and environment are unknown.
When manual troubleshooting is enough—and when it is not
Manual recovery is appropriate when you can identify the resource, see a clear failed dependency or configuration issue, and correct it through the product’s supported console. It is also the safest approach during a controlled upgrade, because you can verify each prerequisite and preserve the event history.
Escalate when the resource remains offline after those checks, the resource is missing, the same failure occurs on every node, or the logs point to an internal product problem. Provide the complete evidence package rather than only the phrase “Resource not online.” The exact application, resource, owner node and first failure determine whether the next remedy is a restart, dependency repair, configuration correction, failover or vendor support.
