First, verify the code exactly. Windows activation references do not list 0x800700422 as a documented activation code, so a copied digit, a different error such as 0x80070005, or a message generated by another program is possible. Photograph or copy the complete dialog, record your Windows edition and build, then use Windows’ built-in Activation troubleshooter. Do not buy another product key or change registry permissions until you know the actual code.
What “0x800700422 denied activation” means
The string 0x800700422 is ambiguous. Microsoft’s published activation-error tables do not identify it as a standard Windows activation code. That does not prove the dialog is harmless: it means the digits alone are not enough to select a reliable fix. A transcription error can send you toward an unrelated repair, while a vendor-generated dialog may use a code that Windows activation itself does not recognize.

Activation is Windows’ process for confirming that the installed edition is licensed. A successful installation normally has either a 25-character product key or a digital license associated with the device or account. Activation can be blocked when the key belongs to a different edition, has already been used beyond its license terms, is counterfeit or pre-owned, or no longer matches the device after a major hardware change.
If the actual code turns out to be 0x80070005, that is a different, documented condition. Microsoft defines it as “Access denied. The requested action requires elevated privileges.” The remedies for that code involve elevation and, in one policy-related scenario, checking a specific permission for the NETWORK SERVICE account.

Before changing anything, capture the evidence
Write down the information below while the message is visible. It lets you distinguish a licensing problem from a permissions, policy, or connectivity problem and gives support a reproducible description.
- The error code exactly as displayed, including every zero and letter.
- The complete message and the window or application that displayed it.
- Your Windows edition, such as Home, Pro, Enterprise, or Server.
- Your Windows build number. Press Win+R, type
winver, and press Enter. - Whether the PC was recently repaired, rebuilt, upgraded, reset, or purchased used.
- Whether the device belongs to an employer, school, or other organization.
- Whether you have a 25-character key, a digital license, or neither.
Do not obscure the code when copying it into your notes. If the dialog contains a button or link that opens Activation settings, record that destination too. The application that produced the message matters: Windows Settings, a command-line licensing tool, an installer, and a third-party utility may report different codes for related failures.
Check the basic activation conditions
Confirm the internet connection
Activation contacts Microsoft’s licensing service. Connect to a reliable network, finish any sign-in or captive-portal step, and retry only after ordinary web pages load. A temporary outage or blocked connection can prevent a valid license from being confirmed, but connectivity alone cannot correct an edition mismatch or an invalid key.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCorrect the date, time, and time zone
Incorrect clock settings can interfere with licensing checks. In Settings, open the date and time page, enable automatic time and automatic time-zone selection where available, then use the option to synchronize the clock. Restart the activation attempt after the displayed time is correct.
Compare the installed edition with the license
A key or digital entitlement for one edition does not automatically activate another. Check the edition shown in winver or in Settings and compare it with the edition originally supplied with the PC or key. For example, a Home entitlement will not activate a Pro installation merely because both are Windows installations. If the PC was reinstalled with a different edition, the supported solution is to install the licensed edition or obtain an appropriate license through Microsoft or an authorized seller.
Run the Microsoft Activation troubleshooter
This is the supported first-line workflow for an ordinary retail or digital-license installation. The troubleshooter can diagnose and attempt to correct common activation problems, and it may return a more specific code than the one in the original dialog.
- On Windows 11, open Settings > System > Activation.
- On Windows 10, open Settings > Update & Security > Activation.
- Select Troubleshoot. If Windows asks for administrator approval, approve it.
- Read each result and apply only the changes it recommends. Keep the exact code if the troubleshooter displays a new one.
- Restart Windows if the troubleshooter requests it, then return to the same Activation page to check the status.
If the code changes, stop searching for 0x800700422 and use the new code for the next diagnosis. The new result may identify an edition mismatch, a digital-license association problem, or a permissions failure that the original message concealed.

What to do if the code is actually 0x80070005
0x80070005 is the documented access-denied code. Microsoft’s definition—“Access denied. The requested action requires elevated privileges.”—means the operation was attempted without the administrative rights it requires. It does not, by itself, prove that the product key is invalid.
Retry from an elevated Command Prompt
- Save any work and close the non-elevated command window that produced the error.
- Open Start and search for Command Prompt.
- Right-click it and choose Run as administrator. Approve the User Account Control prompt.
- Run the activation command supplied by your Windows or organization documentation from that elevated window.
- Wait for the complete result, record any replacement code, and check Settings > System > Activation (or the Windows 10 equivalent).
Running the same command in an ordinary prompt will reproduce the access-denied condition. Elevation is a diagnostic step, not a license bypass: an administrator cannot make an invalid, mismatched, or unauthorized key legitimate.
Do not disable User Account Control as a workaround
Turning off User Account Control or granting every account unrestricted rights changes the security boundary for the whole PC and is not required by the documented activation workflow. Use one elevated session for the activation operation, then leave the normal security settings intact.
Check the documented NETWORK SERVICE permission scenario
Some 0x80070005 activation failures occur after organizational policy changes remove permissions needed by the NETWORK SERVICE account. Microsoft identifies a specific registry location for this scenario:
Free tools Windows power users keep installed
One-click scans. No signup required.
HKLMSOFTWAREMicrosoftWindows NTCurrentVersionProfilelistS-1-5-20
NETWORK SERVICE needs full control and read permissions on that key for the documented policy-related case. This check is appropriate only when the PC is managed by an organization or when an administrator has evidence that policy changed the permission. It is not a general cure for an unknown code.
Have an administrator verify the key safely
- Ask the organization’s Windows administrator whether a Group Policy or security baseline recently changed registry permissions.
- If the administrator confirms this scenario, create a restore point or follow the organization’s change-control procedure before editing the registry.
- In Registry Editor, navigate to the key exactly as written above and inspect the permissions rather than changing unrelated keys.
- Verify that NETWORK SERVICE has the required full-control and read access described by Microsoft’s troubleshooting guidance.
- Apply only the narrowly approved correction, close Registry Editor, restart Windows, and run the Activation troubleshooter again.
Do not use a script that recursively grants permissions across HKLM, the entire ProfileList branch, or the whole registry. Broad permission changes can weaken the system and create new failures. If you cannot identify the policy that removed the permission, stop and involve the organization’s administrator instead of guessing.

Validate the license and the device history
Digital license
A digital license may be associated with the device and, in some situations, with a Microsoft account. Sign in with the account previously used to activate the same installation, then run the Activation troubleshooter. The account cannot convert an unlicensed edition into a licensed one; it helps Windows locate an entitlement that already exists.
25-character product key
Enter a key only when you can establish where it came from and which edition it covers. A key copied from another computer, a key sold as pre-owned without a transferable license, or a counterfeit key can fail even when its characters are formatted correctly. Keep the purchase record, certificate, or manufacturer documentation available for the seller or Microsoft support.
Major hardware change
Replacing a motherboard or making another substantial hardware change can cause Windows to see the PC as a different device. If the original license was linked to a Microsoft account, use the Activation troubleshooter’s hardware-change option when it is offered and select the matching device. If the license was supplied by an organization or tied to the original computer manufacturer, the seller, manufacturer, or administrator may need to confirm the entitlement.
Repaired, rebuilt, or used PCs
Ask the repair shop or seller which edition was originally installed and how it was licensed. A rebuilt machine may contain an edition that does not match its firmware entitlement, while a used PC may be sold without a transferable Windows license. Activation support cannot validate a key whose ownership or edition cannot be established.

Enterprise, Professional, and Server installations activated through an organization follow a different path from a home PC. Determine whether the organization uses Multiple Activation Key (MAK) or Key Management Service (KMS). A KMS client generally must reach the organization’s activation service or network; a MAK activation is counted against the organization’s allocation.

- Provide the administrator with the exact code, the full message, and the
winveroutput. - Have the administrator follow Microsoft’s volume-activation troubleshooting documentation and the Support and Recovery Assistant guidance where applicable.
- Do not replace an organizational key with a retail key or alter policy-controlled registry permissions without written approval.
If the device recently left the organization, was removed from management, or has not contacted its KMS service for an extended period, only the organization can confirm the correct licensing path. A new consumer key may be incompatible with the installed organizational edition.

Actions that commonly make the situation worse
- Repeatedly entering random keys: this does not repair a permissions or edition problem and can make the licensing history harder to explain.
- Using registry cleaners or permission “repair” scripts: these can remove required access and are not Microsoft’s documented activation workflow.
- Disabling security controls: turning off User Account Control or other protections broadens risk without proving that activation will succeed.
- Assuming the unusual code proves malware: the code is undocumented, so identify the issuing program before drawing a security conclusion.
- Reinstalling immediately: a reinstall with the wrong edition will preserve the licensing problem and may erase files or settings.
When to contact Microsoft, the seller, or IT
Contact Microsoft support when the Activation troubleshooter and the documented elevation check do not resolve a retail or digital-license installation, especially when you can provide the exact code, edition, build, and license history. Contact the seller or manufacturer when the PC was bought used, repaired, or rebuilt and the original entitlement is unclear. Contact your organization’s IT administrator for MAK, KMS, Group Policy, or any device managed by work or school.
Have these details ready:
- A screenshot or transcription of the entire dialog.
- The corrected code, if the first transcription was wrong.
- The Windows edition and
winverbuild. - The result of the Activation troubleshooter.
- Whether the device changed motherboard or underwent a reinstall.
- The type and source of the license, without posting the full product key publicly.
Support can then determine whether the issue is an entitlement, edition, server, policy, or permissions problem. If Microsoft’s documented workflow cannot establish a valid license, purchasing another key from an unverified source is not a safe next step.
