Start by finding where the queue begins, then make one targeted change to that junction, merge, or access point and check the same area again. The tools differ by game: Cities: Skylines II has built-in traffic and road infoviews, while the original Cities: Skylines can use the optional TM:PE mod for more traffic controls.
Find the source of the queue before changing roads
Look beyond the red stretch of road. Follow the backed-up vehicles toward the point where they first slow or stop: often a junction, merge, turn, or entrance where several routes meet. That is a better place to investigate than the road segment where the queue happens to end.
In Cities: Skylines II, use the infoviews
Open the traffic infoview to see traffic flow and volume across the city, then use the road infoview for detail on a particular road. Paradox Interactive describes the traffic infoview as showing citywide flow and volume, with jammed roads colored red to help identify problem areas (Traffic AI, June 26, 2023). Trace the red road back to the junction or access point where vehicles begin accumulating.
Change one thing, then inspect the same location
Once you have a likely bottleneck, make a focused adjustment there rather than rebuilding several connected roads at once. Recheck the same approach and junction afterward. This makes it easier to tell whether the change addressed the queue’s cause or simply moved the backup elsewhere.

Account for Cities: Skylines II lane behavior
Paradox says vehicles in Cities: Skylines II use multiple lanes, may overtake when other lanes are less used, and can move away from lanes blocked by incidents or queues (Traffic AI). So a jam is not necessarily explained by a single lane being full. Check which movement vehicles need to make next and whether the junction or road beyond it can handle that flow.
A patch can improve pathing and prompt earlier lane merges without solving every traffic behavior issue. In its City Corner #7 patch article, Paradox said: “These changes won’t fix everything related to the traffic behavior, but you should see a significant improvement” (City Corner #7). If a queue persists, diagnose the specific route and bottleneck rather than assuming a patch or a single road layout will eliminate it.

Consider transit for trips that rely on cars
If many vehicles are making similar trips, transit is one option to reduce dependence on car journeys. The original Cities: Skylines’ Mass Transit expansion adds public transport services, passenger-transfer hubs, and road types, according to its Mass Transit page. A transit line is not an automatic fix: consider how it connects origins, destinations, and transfer points, and continue to inspect road queues where they begin.
