Windows error 0x8007045D means ERROR_IO_DEVICE: “The request could not be performed because of an I/O device error.” The code is commonly mistyped as 0x08007045D. It points to a problem reading from or writing to storage or installation media, not to an ordinary Windows permissions denial.
The safest fix is to identify where the read/write operation fails, protect any files on the affected disk, then test the installation media, USB path, cables, ports, enclosures and target drive one at a time. If the same disk fails through several known-good connections, treat that disk or its controller as unreliable and prioritize data recovery or replacement.

What error 0x8007045D means
Microsoft identifies 0x8007045D as ERROR_IO_DEVICE. In practical terms, Windows asked a device to transfer data and the operation could not be completed. The device might be a Windows 10 installation USB or DVD, an internal drive, an external hard drive, a USB flash drive, a memory card, or the connection hardware between the computer and that storage.

The spelling matters when you search for help or compare messages. Use 0x8007045D; the longer-looking 0x08007045D is a transposition of the documented code. The same error can appear in several situations, so the right remedy depends on what Windows was doing at the moment it appeared.

- Windows Setup: Setup may be unable to read the bootable installer or write files to the target disk.
- File copying: Windows may fail while adding data to a USB flash drive, external drive or memory card.
- Formatting or partitioning: A read/write request to the selected disk can fail before a format or partition change completes.
- Resume from sleep: A USB storage device may not be ready immediately after Windows resumes, particularly in the legacy Windows 10 scenario documented by Microsoft.
Because this is an I/O condition, changing folder permissions is not the first-line fix. Concentrate first on media integrity, physical connections and the storage device itself.
Protect data before changing anything
Data protection comes before troubleshooting whenever the disk contains files you need. Repeated write attempts, formatting, partition deletion and installation retries can make recovery harder or destroy the file system.
- Stop copying or installing to the affected disk if the files are still readable.
- Connect a separate, known-good destination disk and copy the recoverable files. If ordinary copying repeatedly fails, make a sector-by-sector image with a recovery workflow you trust rather than experimenting with destructive commands.
- Open several copied files from the destination to verify that the backup is usable. A list of filenames alone is not a verified backup.
- Disconnect the source only after the copy has completed and you have confirmed the important data.
Microsoft warns that a clean installation removes personal files, applications, manufacturer customizations and settings. Do not delete partitions, run DiskPart clean, format a volume or start a clean installation until the backup is verified and you have identified the correct disk.
Use the context to narrow the fault
| Where the code appears | Most useful first check | What the result tells you |
|---|---|---|
| During Windows 10 Setup | Recreate the USB or DVD installer, then try another direct USB port | A successful reinstall points to corrupt media or a connection problem rather than the Windows image itself |
| While copying to USB, an external drive or a memory card | Try another port, cable, enclosure or computer | If the error follows one accessory, that path is suspect; if it follows the disk, the storage device or controller is suspect |
| After waking from sleep | Wait for Windows to re-enumerate the storage device before opening it | If waiting restores access, the immediate problem was device readiness after resume |
| During formatting or partitioning | Stop and protect data, then confirm the selected disk and its physical connection | Continuing with destructive operations can remove the files you are trying to save |
Fix 0x8007045D during Windows 10 installation
1. Confirm that the installer is the source of the failure
Write down the exact code and the point at which Setup stops: booting from the media, copying Windows files, preparing partitions or restarting. If the failure occurs while Setup is reading the installer, suspect the USB flash drive or DVD before assuming the internal disk is dead.
2. Recreate the installation media
On a working computer, use Microsoft’s Windows installation-media process to create a fresh installer on a USB drive or DVD. Microsoft documents installation media as a way to perform recovery or a clean installation. A Microsoft support answer for this exact setup symptom says the bootable media may be corrupt or incorrectly created and recommends recreating the USB or DVD.
Use a different removable drive if the original media has been reused, has produced errors before or was interrupted while being created. Keep the newly created media separate from the old one so you can tell which device you tested. Do not assume that a USB drive that can store ordinary documents is also a reliable boot installer; Setup reads many files in a particular sequence, and a damaged area may not be encountered during casual use.

3. Connect the installer directly
Plug the installer into a different USB port, preferably directly into the computer rather than through a hub, dock or monitor. A port, hub or adapter can introduce an intermittent path even when the flash drive itself is healthy. If the computer has ports of different types, use the port that the firmware and Setup can consistently see during boot.
Recommended Free Tools
Disconnect unnecessary USB devices while testing. Leave only the keyboard, the recreated installer and the hardware required for the installation. This reduces the number of removable devices that Setup might enumerate and makes it easier to identify which component changes the result.
4. Leave one clear target for Setup
Temporarily disconnect other internal drives when practical, leaving the bootable installer and the intended target drive connected. Microsoft troubleshooting guidance for a Windows 10 boot and installation case recommends this arrangement so Setup has one unambiguous destination. It also prevents you from deleting partitions on the wrong disk.
If you are working inside a desktop computer, power the system down before disconnecting internal storage and follow the manufacturer’s safety instructions. For a laptop, do not open the chassis unless you are comfortable identifying the correct drive and the device is designed for service.
5. Retry Setup without deleting partitions first
Boot from the recreated installer and retry the operation. At the disk-selection screen, verify the disk’s capacity and identity before selecting it. If Setup can proceed without changing the existing partition layout, use that non-destructive path initially. A successful copy after changing only the media or USB port confirms that the earlier failure was in the installer path.

6. Treat partition operations as destructive
Deleting existing partitions can remove the operating system, recovery environment and personal files. Use DiskPart’s clean command only after the backup is verified, the correct disk number has been confirmed and you have decided that a clean installation is appropriate. Microsoft explicitly warns that clean installation removes personal files, applications, customizations and settings.
When you do reach this stage, disconnect unrelated drives, identify the target by its size and model, and read every DiskPart selection carefully. If the disk is not the one you intended to erase, stop immediately. A clean command cannot be undone by Windows.
Fix the error while copying to USB or external storage
1. Change one physical variable at a time
Start with the least destructive test: eject the device properly, reconnect it to another USB port and repeat the same small copy. If that fails, use another compatible cable. For a removable drive in an enclosure, test another enclosure or USB-to-storage adapter. Finally, connect the device to another computer.

Change only one item per test and record the result. Swapping the port, cable, enclosure and computer all at once may make the error disappear but leaves you unable to tell which component was responsible.
- Works with another port: the original port, hub or its power path is the leading suspect.
- Works with another cable: the first cable or its connector is suspect.
- Works in another enclosure or adapter: the original enclosure, bridge electronics or adapter is suspect.
- Fails on another computer as well: the storage device or its controller becomes the primary suspect.
2. Test with a small, non-critical file
After changing a connection, copy a small file that already exists elsewhere. Do not begin by moving the only copy of an important document or by formatting the device. If the small test succeeds, copy the most valuable data first and verify it before attempting a larger transfer.
3. Handle resume-from-sleep behavior
If the device was connected before the computer entered sleep and the error appeared immediately after resume, allow Windows time to detect the storage again before opening it. Microsoft’s USB-storage documentation describes a Windows 10 resume-from-suspend case in which waiting before accessing the device is the workaround for that specific legacy behavior.

If waiting does not restore access, disconnect and reconnect the device, then repeat the port and cable tests. A device that remains unavailable after reconnection should be tested on another computer before any formatting or repair operation.
Decide whether the connection or the disk is failing
The most useful diagnostic question is whether the failure follows the path or follows the storage device. A path includes the USB port, hub, cable, enclosure or adapter. The storage device is the flash drive, memory card, external disk or internal drive containing the data.
| Observed pattern | Likely focus | Next safe action |
|---|---|---|
| Error occurs only with one port or hub | Port or hub path | Use a different direct port and avoid the failing hub |
| Error disappears with another cable | Cable or connector | Retire the failing cable and copy data using the working one |
| Error disappears with another enclosure or adapter | Bridge electronics or adapter | Use the known-good enclosure long enough to complete and verify a backup |
| Error follows the disk to several ports and computers | Storage device or its controller | Stop stressing it, recover important data and plan replacement |
| Only the original installer fails, while another installer works | Corrupt or incorrectly created installation media | Recreate the installer and discard the unreliable media |
Do not interpret one successful connection as proof that a marginal disk is healthy. A device can work long enough to copy some files and then fail when Windows reaches a damaged area. Prioritize irreplaceable files while the device is readable.

Check the exact message and operation
Record whether the operation was a read, a write, a format, a partition change or a wake-from-sleep access. Note the device model, the port used, the cable or enclosure and whether another computer reproduced the error. This log prevents circular testing and gives a repair technician useful evidence.
Remove unnecessary variables
For an installation, use one freshly recreated installer, one direct USB port and one intended target disk. For a file copy, use one source, one destination and a known-good cable. Disconnecting unrelated drives and peripherals is especially important before Setup or DiskPart, where selecting the wrong disk can cause irreversible loss.

If the same disk produces 0x8007045D through known-good ports, cables, enclosures and computers, further retries are unlikely to repair the underlying device. Move from troubleshooting to data recovery or replacement. If the files are valuable and the disk is degrading, professional recovery may be safer than repeated home experiments.

When a clean installation is appropriate
A clean installation is a reset, not a fix for every I/O failure. It is reasonable only when you have a verified backup, the installer has been recreated, the target disk has a dependable connection and you have confirmed which disk will be erased.
- Use a freshly created USB or DVD rather than media that already produced the error.
- Disconnect other internal drives so the target is unambiguous.
- Confirm the target disk by model and capacity at every selection screen.
- Understand that personal files, applications, manufacturer customizations and settings on that installation will be removed.
- If the I/O error returns after the media and connection have been changed, stop treating the reinstall as a software-only problem and evaluate the target disk.
Common mistakes that make recovery harder
Changing permissions first
Because some readers describe the message as “denied,” they may search for ownership or administrator-permission fixes. The documented meaning is an I/O device error, so permission changes do not address a failing cable, port, installer or disk.
Formatting before copying files
Formatting can remove the file system that makes the data accessible. Back up first, and use a separate destination. If the disk is already unstable, a format also creates additional writes that can accelerate failure.
Repeating the same failed installation
Booting the same suspect USB through the same hub into the same target disk is not a new test. Recreate the media and change the connection path before trying again.
Assuming the disk is healthy because it appears in Setup
Detection only proves that the computer can identify the device. Setup still has to read and write large numbers of files. A disk that appears in the list but repeatedly fails transfers remains suspect.
Quick Recap
A practical decision checklist
- Correct the code to
0x8007045Dand record the operation that failed. - Back up recoverable files before any format, partition deletion, DiskPart command or clean installation.
- If Setup failed, recreate the USB or DVD installer with Microsoft’s installation-media process.
- Retry through a different direct USB port, without a hub, and disconnect other internal drives.
- If copying to external storage failed, test another port, cable, enclosure or adapter, then another computer.
- After sleep or resume, wait for Windows to re-enumerate the device before accessing it.
- Compare results across known-good paths to determine whether the fault follows the connection or the disk.
- If the disk fails everywhere, prioritize recovery and replacement instead of repeated write or format attempts.
- Use DiskPart
cleanor a clean installation only after confirming the backup and the exact target disk.
