Windows 7 error 0x80070422 means the Windows Update service is disabled or stopped. Sign in as an administrator, open services.msc, set Windows Update to Automatic, start it, restart the computer, and check for updates again. If the service will not start or the code returns, reset the Windows Update cache and run the available troubleshooter.
What error 0x80070422 means
Microsoft maps 0x80070422 to ERROR_SERVICE_DISABLED. In the Windows Update context, the update service is not running because it has been stopped or disabled. Microsoft’s support wording is: “0x80070422 | Windows Update service is disabled or stopped.” The code describes the state of the service; it does not, by itself, identify why someone changed that state or whether the update files on the computer are damaged.

The first repair therefore changes the service state rather than replacing Windows files or downloading a random repair package. You need an administrator account because changing a Windows service is a system-level action. If this is a work or school computer, update policies may be controlled by an administrator or a WSUS server, so check with the person who manages the computer before changing policy-related settings.
Do these 3 things before closing this tab:

- Confirm the operating system: These instructions target Windows 7. The labels can differ on another Windows edition.
- Record the edition and Service Pack level: Windows 7 editions, Service Pack levels, and 32-bit or 64-bit architecture can affect which update packages are appropriate.
- Use an administrator account: A standard account may let you open the Services console but will not necessarily let you change or start the service.
- Save open work: The normal repair ends with a restart, and the cache-reset procedure also requires stopping and starting Windows Update.
- Identify the update source: A personal PC generally uses Microsoft’s update service; a managed PC may use WSUS or another organization-controlled source. Do not install a package intended for a different edition, architecture, or update source.
Do not begin by downloading a registry cleaner, an unofficial “one-click” repair package, or installation media. Nothing in the error code requires those products, and an unrelated package can make diagnosis harder. Start with the reversible service change below.

Fix 0x80070422 by enabling Windows Update
- Sign in with administrative rights. If you are unsure, ask the computer’s administrator to perform the steps rather than trying to work around the permission prompt.
- Open the Services console. Press Win+R, type
services.msc, and press Enter. Approve the elevation prompt if Windows displays one. - Find Windows Update. In the list of services, locate Windows Update. Open it by double-clicking the entry, or right-click it and choose Properties.
- Change the startup setting. In the Properties window, open the Startup type menu and select Automatic. This tells Windows to make the service available automatically instead of leaving it disabled.
- Start the service when it is stopped. Look at Service status. If it says Stopped, select Start. Wait for the status to change, then select Apply and OK. If the service is already running, still confirm that the startup type is not set to Disabled, apply any change, and close the dialog.
- Restart Windows 7. A restart makes the service-state change take effect in a clean session and closes any process that still has an old update state.
- Check for updates again. Open Windows Update from Control Panel and run the normal check. If the check proceeds, let it finish before deciding whether another repair is needed.
This procedure changes only the Windows Update service’s startup state and current running state. It does not delete downloaded update data. If the service starts and Windows Update works after the restart, no cache reset is necessary.
What to do when Windows Update will not start
A failure to start, an immediate return to Stopped, or a recurring 0x80070422 after the restart indicates that changing the startup type was not sufficient. Microsoft’s documented next step is to reset the Windows Update cache. This removes the contents of the update-download cache so Windows can create fresh data.
Reset the SoftwareDistribution cache
- Open
services.mscagain with an administrator account. - Open the Windows Update service and select Stop. Confirm that the service status becomes stopped before continuing.
- Open File Explorer and go to
C:WindowsSoftwareDistribution. This is the Windows Update cache location used by the documented reset sequence. - Delete the files and folders inside
SoftwareDistribution. Do not delete theSoftwareDistributionfolder itself. If Windows reports that an item is in use, return to Services, verify that Windows Update is stopped, and try again. If another process still holds a file, note the name rather than forcing deletion. - Return to the Services console, open Windows Update, select Start, and then choose Apply and OK.
- Restart the computer and run Windows Update again.
- Run the Windows Update troubleshooter afterward if it is available in your Windows 7 Control Panel. The troubleshooter can check the update mechanism after the cache has been rebuilt.
Deleting the cache contents is different from deleting personal documents or uninstalling Windows updates. It removes cached update data that Windows can recreate, but the next check may need to download that data again. Allow extra time for the first scan after the reset, especially on a slow connection.

Choose the next step by the symptom
| What you see | Next action | What the action changes | Administrator access |
|---|---|---|---|
| Windows Update is disabled or stopped | Set Startup type to Automatic, start the service, restart, and check again. | Service state only; cached update data remains. | Required. |
| The service starts but the code returns | Stop Windows Update, clear the contents of C:WindowsSoftwareDistribution, start the service, restart, and check again. |
Service state plus cached update data. | Required. |
| The service will not stay running | Confirm the service is stopped before clearing the cache, then repeat the documented reset and run the troubleshooter. | Rebuilds the cache after the service is restarted. | Required. |
| The computer is managed by an organization | Ask the administrator whether WSUS or another policy controls Windows Update before changing service settings. | May involve organization policy rather than only this PC. | Usually controlled by the organization. |
| Updates remain unavailable after repair | Verify the exact Windows 7 edition, Service Pack level, architecture, and update source before considering any package. | Prevents applying a mismatched update path. | Depends on the package and account. |
There is no authoritative success-rate statistic for these repair paths. Treat the table as a decision guide based on the observed symptom, not as a promise that a particular step will solve every installation.
When the service setting keeps changing back
A policy or administrator changed it
If Startup type returns to Disabled after a restart, or you cannot change it, the computer may be governed by an organization policy. A managed WSUS environment can also determine where updates come from. Record the exact message and ask the administrator to check the organization’s update configuration. Repeatedly forcing a local setting can conflict with that policy and obscure the original cause.
The service starts, but the update check still fails
First distinguish a service-state error from an availability problem. If the service remains Running and the same code is gone, but no updates are offered, verify the Windows 7 edition, Service Pack level, architecture, and update source. Legacy operating systems can have limited update availability, and requirements can vary by version. Do not assume that a package for one edition or architecture applies to another.

This item does not include a key code or a license. You must have your own key code to use the install option otherwise you will get a non-genuine message.
The cache cannot be emptied
Return to Services and stop Windows Update before touching the cache. If an item remains locked, do not delete unrelated system files or the parent folder. Restart Windows, stop the service again, and retry the documented sequence. If you still cannot obtain administrative access, the computer’s administrator must perform the reset.

- Open
services.mscand confirm that Windows Update is set to Automatic, not Disabled. - Confirm that Service status is Running after you start it.
- Restart Windows 7 and check the service again. This tests whether the setting persists across a reboot.
- Run Windows Update and note whether the original
0x80070422message is gone. - If you reset the cache, expect Windows Update to rebuild and download cache data before the scan completes.
- Write down any new error code rather than treating every later failure as the same problem. A different code may require a different diagnosis.
A successful service start is a useful checkpoint, not proof that every available update will install. Update availability can depend on the Windows 7 edition, Service Pack level, architecture, and source used by the computer.

Reversibility and safety
The basic change is easy to reverse: open the Windows Update Properties window again and choose the startup type that your administrator or documented policy requires. On a personal, unmanaged PC, leaving the service on Automatic is the setting used by the repair procedure. On a managed PC, follow the organization’s policy instead.
The cache reset is also bounded: it targets the contents of C:WindowsSoftwareDistribution, not your personal files. Nevertheless, stop the service first, delete only the contents requested by the procedure, and keep the computer powered on while Windows rebuilds its update data. If an item cannot be deleted, stop and investigate the lock rather than broadening the deletion.
Common mistakes to avoid
- Changing the wrong service: Make sure the entry is named Windows Update, not a similarly named service.
- Setting the service to Manual or Disabled: The documented first repair uses Automatic.
- Skipping the restart: Restart Windows 7 before judging whether the service-state repair worked.
- Deleting the SoftwareDistribution folder itself: Clear the files and folders inside it, then start Windows Update again.
- Applying a package without checking compatibility: Confirm edition, Service Pack level, architecture, and update source first.
- Assuming a managed PC is the same as a home PC: WSUS or policy controls can change the correct next step.
- Expecting a guaranteed result: Microsoft does not publish a success-rate figure for these paths, and a disabled service can have more than one underlying cause.
Optional shortcut after the manual fixes
If you prefer assistance with system-level Windows problems, Outbyte PC Repair is an optional shortcut that can address more than 100 common Windows issues where possible, including broken system elements, and it runs on Windows 7. It offers a free trial by category of at least two days before a paid subscription; results vary, it complements antivirus software rather than replacing it, and no tool repairs every crash.
Bottom line
For Windows 7 error 0x80070422, start with the Windows Update service: in services.msc, set it to Automatic, start it, restart the PC, and check for updates. If the service will not start or the code returns, stop Windows Update, clear the contents of C:WindowsSoftwareDistribution, start the service again, restart, and run the available troubleshooter. Managed computers and legacy-edition differences require an administrator to confirm the correct policy and update source.
