0x80070422 usually means the Windows Update service is disabled or stopped. The code is sometimes typed as 0X080070422, with an extra zero; Microsoft’s documented code is 0x80070422, also identified as ERROR_SERVICE_DISABLED. Enable Windows Update in the Services console, set it to start automatically, start it, restart the PC, and try the download again. If the message appears in Microsoft Store, also check Store registration, update access, network endpoints, firewall or proxy rules, and administrator policy.
What error 0x80070422 means
Microsoft describes 0x80070422 as “The service cannot be started because it is disabled.” In practical terms, Windows cannot use the Windows Update service because it has been stopped or configured not to run. Microsoft Support describes the same situation as a Windows Update service that has stopped working or is not running.

This is a service-configuration problem, not proof that a particular download is malicious or that your account has been permanently denied. The same service supports more than the Windows Update page. Microsoft Store uses Windows Update endpoints to install and update applications, so a Store download can fail with the same code even when you were not manually checking for a Windows update.
Use the exact code 0x80070422 when searching Microsoft documentation or reporting the problem. The extra-zero spelling in the title can lead you to unrelated results.

Identify where the error appears before changing anything
The correct follow-up depends on the screen that produced the message. Use this comparison to choose the shortest path.
| Where you see the error | Most relevant checks | Next action |
|---|---|---|
| Windows Update in Settings | Windows Update service is disabled or stopped | Complete the Services repair below, restart, and check for updates |
| Microsoft Store while downloading or updating an app | Windows Update service, Store registration, Store update access, required endpoints, firewall or proxy, and policy restrictions | Complete the Services repair, then follow the Store branch |
| Xbox or another Store-delivered app | The Store delivery path can still depend on Windows Update endpoints and organizational restrictions | Use the Store checks and, if appropriate, install the package with winget |
| Windows upgrade or setup | Windows Update is disabled or its components need to be reset | Enable the service first; reset Windows Update components if the error remains |
Primary fix: enable Windows Update in Services
Microsoft’s documented repair is available in every Windows edition that exposes the standard Services console. You need an account allowed to change service settings.
- Press Win + R to open the Run dialog.
- Enter
services.msc, then press Enter. The Services window opens. - Scroll to Windows Update and open its Properties. You can double-click the entry or select it and choose the properties command.
- In Startup type, select Automatic. This tells Windows to start the service as part of normal system operation rather than leaving it disabled.
- Check the service state. If it is stopped, click Start. Microsoft’s wording is: “If the service is stopped, click Start to start the service.”
- Click Apply, then OK to save the setting.
Restart the computer after closing Services. When Windows has loaded again, open Windows Update and select the option to check for updates, or repeat the download that originally failed. A restart matters because it closes processes that may still hold the old service state and starts Windows with the new configuration.

Confirm that the setting was saved
Open services.msc again, open Windows Update properties, and verify that Startup type still shows Automatic. If it has reverted to Disabled, another configuration is enforcing that value. Save the setting again, restart, and recheck the service state.
Check whether the computer is managed
On a work, school, or shared computer, an administrator can control update and Store behavior through policy or a configuration service provider. If Windows refuses to retain the setting, or policy controls are visible, the device owner or administrator must review that configuration. Changing the service locally may not override a centrally applied rule.
Restart before testing a second time
After a successful change, restart Windows rather than testing immediately from several apps. Then test one download first. This separates a service-state repair from other Store, network, or installation problems.
Record the exact failure
Note whether the service was Disabled, Stopped, or already running, and write down whether the failure occurred in Windows Update, Store, Xbox, or Windows Setup. That distinction determines which branch below applies and gives an administrator useful information if the service cannot be started.
Microsoft Store downloads: checks beyond the service
When the error appears in Microsoft Store, enabling Windows Update is necessary but may not be sufficient. Microsoft Learn identifies four additional areas: Store registration, whether Store downloads or updates are blocked, access to required endpoints, and administrator controls.
Verify Store registration
Store registration is the association that lets Windows recognize and service the Microsoft Store application. If registration is damaged or incomplete, Store downloads can fail even after Windows Update is running. Use Microsoft’s documented Store-registration verification procedure for your Windows edition, then restart the Store and test one app. Do not assume that reinstalling the app that failed will repair Store registration; registration is a separate part of the delivery path.
Check whether Store updates are blocked
A local setting or organizational configuration can prevent the Store from downloading updates. Review the computer’s Store-related settings and any management policy that controls Store access. On a managed PC, ask the administrator whether Store downloads are intentionally restricted before changing settings.

Check firewall and proxy access
Microsoft says required Store endpoints must be reachable. A firewall, filtering gateway, or proxy can block those endpoints while ordinary web browsing continues to work. If the computer uses a proxy or filtered network, have the network administrator verify that Microsoft Store and Windows Update traffic is allowed. Avoid disabling security controls broadly; the goal is to correct the specific endpoint or policy restriction.
Use the Windows Package Manager when appropriate
For an application that is available through Windows Package Manager, Microsoft documents a command-line alternative:
winget search <App name>
winget install <App name>
Replace <App name> with the package or application name. The search command helps identify an available package before installation. This route does not repair a disabled Windows Update service, Store registration, or a blocked network; it is an alternative way to obtain a package when the application is published through Windows Package Manager.
Windows upgrade or installation failures
If 0x80070422 appears during a Windows upgrade or installation rather than in the Store, start with the same Services procedure. Microsoft’s description for this case is that the service cannot be started because it is disabled.

Set Windows Update to Automatic, click Start when it is stopped, select Apply, choose OK, and restart. Retry the upgrade or installation only after the restart.
Reset Windows Update components if the error remains
Microsoft recommends resetting Windows Update components when enabling and starting the service does not resolve an upgrade or installation failure. Component reset is a separate repair from changing the service’s startup type. Use Microsoft’s current reset procedure for your Windows release and follow each step exactly; the commands and component names can differ by release, so do not substitute a script from an unrelated version.
If the reset completes but Setup still reports 0x80070422, record the Windows edition and release, whether the service starts normally afterward, and the exact Setup stage where the error appears. Those details distinguish a service problem from an installation-media, policy, or compatibility issue.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Windows 10 support affects the expected outcome
Microsoft states that after October 14, 2025, it no longer provides free software updates from Windows Update, technical assistance, or security fixes for Windows 10. That lifecycle date matters in 2026: a Windows 10 computer may have a functioning Windows Update service and still not receive the same update path as a supported Windows release.
Identify the Windows version before promising that a normal update will become available. On Windows 10, distinguish a service failure that prevents downloads from the operating system’s end-of-support status. Enabling the service can repair the 0x80070422 condition, but it cannot extend Microsoft’s support policy or create updates that are no longer offered through the standard free channel.
A complete decision path
- Correct the code. Treat 0X080070422 as the documented code 0x80070422 with an extra zero in the spelling.
- Identify the context. Note whether the message came from Windows Update, Microsoft Store, an Xbox or Store-delivered app, or Windows Setup.
- Repair the service. In
services.msc, set Windows Update to Automatic, start it if stopped, apply the change, and restart. - Retest once. Check for updates or repeat the original download after the restart.
- Follow the relevant branch. For Store failures, verify registration, update permissions, endpoints, firewall or proxy access, and policy. For Setup failures, reset Windows Update components if enabling the service did not work.
- Check support status. Confirm the Windows edition and release, especially if the computer runs Windows 10 after October 14, 2025.
- Escalate with evidence. Provide the exact code, the app or installer involved, the service state, whether Startup type stayed Automatic, and any policy or network restriction.
Common mistakes that prolong the error
- Searching for the extra-zero code only: use 0x80070422 when consulting Microsoft documentation.
- Changing only the startup type: setting Automatic does not start a service that is currently stopped; click Start as well.
- Skipping the restart: test after reboot so the new service state is actually loaded.
- Assuming Store and Windows Update are unrelated: Store installation and update operations use Windows Update endpoints.
- Disabling the firewall indiscriminately: identify the blocked endpoint or proxy rule instead and involve the network administrator when necessary.
- Ignoring policy on a managed device: a local change can be overwritten by an administrator’s configuration.
- Expecting a service repair to change lifecycle policy: Windows 10 support ended on October 14, 2025, so service availability and update eligibility are separate questions.
- Using a package-manager command for an unavailable app:
winget searchmust find a package beforewinget installcan use that route.
When to seek administrator or Microsoft support
Seek help from the device administrator or Microsoft’s support documentation when Windows will not let you save the Automatic setting, the service cannot be started, Store endpoints are blocked by a managed firewall or proxy, or a component reset fails. Include the exact spelling 0x80070422, the Windows version, the failing product or installer, and the result of the Services check. A precise context prevents the common mistake of treating a Store endpoint problem, a policy restriction, and a disabled service as the same failure.
