Windows Update error 0x80070422 means a required service is disabled, stopped, or not running. On a WSUS client, start with the Windows Update service (wuauserv) and Background Intelligent Transfer Service (BITS). Only after those services run should you reset the update store, test the WSUS URL, or regenerate a duplicate client ID. The title is sometimes written as 0X800704022; that spelling has one extra zero. Microsoft’s documented code is 0x80070422, also identified as ERROR_SERVICE_DISABLED.
What 0x80070422 means on a WSUS computer
Microsoft Support describes 0x80070422 as “Windows Update service is disabled or stopped.” Microsoft Learn uses the name ERROR_SERVICE_DISABLED and explains that the Windows Update service has stopped working or is not running. The code therefore points first to a local service state, not automatically to a broken WSUS server.

WSUS clients still need to download update metadata and files through Windows services. If wuauserv cannot run, the client cannot perform its normal scan. BITS is also involved in background transfers; a disabled BITS service can produce the same service-disabled condition in Microsoft’s WSUS troubleshooting table.

| What you observe | Most likely repair path | Risk and reversibility |
|---|---|---|
| Windows Update service is stopped or disabled | Set Windows Update to Automatic and start it | Low; a service setting can be changed back |
| The service starts, but scans or downloads still fail | Check BITS, then rebuild SoftwareDistribution |
Low to moderate; the cache is recreated |
| Services run, but the WSUS client cannot reach its server | Test /iuident.cab; investigate DNS and proxy settings |
Usually low; no server change is required initially |
| Several cloned PCs are missing from WSUS reports or appear as one device | Regenerate the duplicated SUSclientID |
Higher; registry editing requires a backup and administrator rights |
Before changing anything
- Sign in with a local administrator account. Starting or stopping a service from an elevated command prompt requires local-administrator rights.
- Record the WSUS server name and port configured for the client. You will need them for the connectivity test.
- If the computer is managed by Group Policy, note that a policy may set a service back to Disabled after you change it locally.
- On a production machine, create a restore point or export a registry key before the registry step. Do not delete registry data until the service and cache checks have failed.
Fix Windows Update service first
Use the Services console
- Press Win+R, type
services.msc, and press Enter. - In the list, find Windows Update. Its service name is
wuauserv. - Double-click it. Set Startup type to Automatic.
- If Service status says Stopped, click Start.
- Click Apply, then OK.
- Restart Windows and try Windows Update again.
These are Microsoft’s prescribed first-line steps for 0x80070422. If the service refuses to start, note the exact message before proceeding; a policy restriction, dependency problem, or damaged update store may require the later branches below.
#1 Best Overall
Confirm the state from an elevated Command Prompt
- Open Start, type Command Prompt, right-click it, and choose Run as administrator.
- Query the service:
sc query wuauserv
A running service is reported with STATE : 4 RUNNING. If the state is stopped, start it:
sc start wuauserv
Run the query again. If sc start returns an access-denied message, the prompt was not elevated or your account lacks local administrator rights. If a policy immediately disables the service again, check the computer’s Windows Update policy with your administrator before repeatedly forcing the setting.
Check BITS before resetting the cache
Background Intelligent Transfer Service (BITS) handles background transfers used by Windows components. Microsoft’s WSUS mapping associates ERROR_SERVICE_DISABLED/0x80070422 with disabled BITS as well as a disabled Windows Update service.

Enable BITS in Services
- In
services.msc, locate Background Intelligent Transfer Service. - Open its properties and make sure Startup type is not Disabled.
- Click Start if the service is stopped, then click Apply and OK.
- Retry the update scan or download.
You can also inspect and start it from an elevated Command Prompt:
sc query bits
sc start bits
If BITS will not start, do not jump directly to registry deletion. Microsoft documents an advanced sc config bits ... repair sequence for administrators. Use that sequence exactly for the affected Windows version, with an elevated prompt, and capture the original configuration first with sc qc bits. Guessing service parameters can create a new startup problem.
Rebuild the Windows Update store
If both services run but the client still cannot scan or download, the local update store may be damaged. Microsoft’s cache-reset procedure stops Windows Update, renames the SoftwareDistribution directory, and starts the service again. Renaming preserves the old directory until you confirm that the rebuilt store works.
Rank #3
- Open an elevated Command Prompt.
- Stop Windows Update:
net stop wuauserv
- Rename the store:
ren C:WindowsSoftwareDistribution SoftwareDistribution.old
- Start Windows Update:
net start wuauserv
- Restart the computer, then run Windows Update. Windows creates a new
SoftwareDistributiondirectory as it rebuilds its local data.
If the stop command says the service is not started, continue with the rename only after confirming that no update process is actively writing to the folder. If the rename reports that files are in use, restart Windows and repeat the commands before attempting more invasive changes. Leave the old directory in place until the client completes a successful scan; remove it later only when you need the disk space.
Trigger a new WSUS detection and report
After a service repair or cache rebuild, the client may need to perform a fresh authorization, detection, and status report. From an elevated Command Prompt, run the documented Windows Update client commands:
wuauclt /resetauthorization /detectnow
wuauclt /reportnow
These commands normally return to the prompt without a progress window. Allow time for the scan and transfer, then check Windows Update and the WSUS console for a new contact. On systems where a command produces no visible result, that alone is not proof of failure; confirm by checking service state, logs, and the WSUS client’s appearance in the console.
Rank #4
Test whether the client can reach WSUS
A healthy local service cannot compensate for a client that cannot resolve or reach its configured WSUS server. Microsoft’s WSUS procedure uses the server’s iuident.cab file as a direct connectivity test.
- From the affected client, open a browser or another HTTP-capable tool.
- Request
http://<WSUSSERVER:port>/iuident.cab, replacing the placeholder with the WSUS host name and configured port. - Confirm that the file can be reached. A name-resolution failure, connection timeout, proxy error, or refusal points away from the local service startup step.
- Review the client’s DNS/name-resolution settings and WinHTTP proxy configuration. Check
windowsupdate.logfor the corresponding connection error before changing WSUS server settings.
Do not treat a failed /iuident.cab request as proof that WSUS itself is down. The same symptom can result from an incorrect server name, an unreachable port, DNS failure, or a proxy that does not allow the request. Test from the client that reports the error and compare with a known-good client on the same network.

Repair duplicate WSUS client IDs on cloned PCs
Imaging or cloning a Windows installation can leave multiple computers with the same SUSclientID. WSUS may then treat several devices as one client, preventing reliable reporting even though Windows Update and BITS are running.
Best Value
- Stop Windows Update from an elevated Command Prompt:
net stop wuauserv
- Press Win+R, type
regedit, and press Enter. - Navigate to
HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVersionWindowsUpdate. - Export the WindowsUpdate key as a backup.
- Delete the value named
SUSclientID. Delete the value, not the entire WindowsUpdate key. - Close Registry Editor and restart the Windows Update service:
net start wuauserv
- Run the documented authorization, detection, and reporting commands again:
wuauclt /resetauthorization /detectnow
wuauclt /reportnow
After the client checks in, verify that it receives a new identity in the WSUS console. This is a client-side repair; it does not replace correcting the image or deployment process that created the duplicate ID.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Run the built-in Windows Update troubleshooter
Microsoft also recommends the built-in Windows Update troubleshooter for general update failures. On Windows 11, open Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, and select Run. On Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters, select Windows Update, and run it. Apply only the changes it reports, restart if requested, and test again.
The troubleshooter is most useful after you have confirmed that the services are not disabled. It cannot make an unreachable WSUS host respond, and it does not substitute for correcting a duplicate client ID on an imaged fleet.

When Windows Update will not start
- Check
wuauservin Services. - Set Startup type to Automatic and start it.
- Confirm
STATE : 4 RUNNINGwithsc query wuauserv. - Check BITS if the error remains.
When services run but downloads fail
- Rebuild
SoftwareDistribution. - Run fresh detection and reporting commands.
- Test the WSUS
/iuident.cabURL from the affected client. - Inspect DNS, WinHTTP proxy settings, and
windowsupdate.log.
When WSUS reporting is wrong on cloned devices
- Confirm that the computers originated from the same image.
- Back up the registry and regenerate
SUSclientID. - Restart
wuauserv, then authorize, detect, and report again.
Verify the repair
Use this checklist instead of relying only on the disappearance of the error message:
wuauservstarts and remains running after a restart.- BITS is enabled and starts without an error.
- A new update scan completes.
- The client can request
http://<WSUSSERVER:port>/iuident.cab. - The WSUS console shows a current contact and, on cloned systems, a distinct client identity.
- Windows Update downloads or installs an approved update normally.
If the first two checks pass but the connectivity test fails, focus on DNS, proxy, routing, or the configured WSUS endpoint rather than repeatedly changing local service settings. If connectivity succeeds but the client still reports incorrectly, investigate the client ID and the WSUS-side records.
Common mistakes to avoid
- Using
0X800704022in searches or scripts. The official code is0x80070422; the extra zero changes the string. - Resetting
SoftwareDistributionbefore checking whetherwuauservor BITS is disabled. - Deleting the entire Windows Update registry key instead of only the duplicated
SUSclientIDvalue. - Changing WSUS server configuration before proving that the client cannot reach
/iuident.cab. - Running service commands in a non-elevated prompt and treating access-denied output as a Windows Update diagnosis.
- Assuming a silent
wuaucltcommand failed. Verify the result through service state, logs, and the WSUS console.
