Check whether the console is in Retail Mode or Developer Mode
Press the controller’s Home button. If it opens Dev Home, the console is in Developer Mode; if it opens the normal retail Home experience, it is in Retail Mode. Microsoft notes that games, apps, Store access, and Live services can be unavailable when the console is in Developer Mode. See Microsoft’s Xbox development environment FAQ.
If your goal is to play retail games or use retail services, open Dev Home, choose Leave developer mode, and allow the console to restart. You do not need to reactivate Developer Mode unless you intend to return to app development.
Activate Developer Mode on a retail Xbox One
The documented activation sequence applies to a retail Xbox One. The cited instructions do not establish current eligibility or an activation flow for Xbox Series X|S, so do not assume these steps apply to those consoles.

- Install the Dev Mode Activation app from the Xbox One Store.
- Open the app and note the activation code displayed on the console.
- Sign in to the developer portal, enter that code, and complete the portal’s agreement and activation steps.
- Wait for activation to finish, then return to the console and reopen the activation app.
- Choose Switch and restart to enter Developer Mode.
Microsoft’s Xbox One activation instructions state that account activations are limited, but the material does not give a numeric allowance. If the account has already used its available activations, do not treat repeated code entry as a guaranteed fix.
Match the fix to where the failure occurs
Activation, deployment, and app-launch failures are different problems. Identify the failing screen or task before changing settings: the activation portal, the console activation app, Dev Home, Visual Studio deployment, or the app after it launches.

Fix deployment error 0x87e10008
For this deployment error, Microsoft’s explicit first step is to make sure a user is signed in on the console, then retry. Its FAQ states: “You must have a user signed in to deploy an app.” This is a deployment requirement, not a general remedy for every activation or app-launch error.

- Review the PC development setup required for Xbox app development.
- Check that the PC can reach the console over the network and can ping its IP address.
- In Visual Studio, open the project’s Debug tab and use Universal (Unencrypted Protocol) authentication.
- Microsoft recommends a wired network connection for best deployment performance.

Capture the exact error text or code and note where it appears: in the portal, activation app, Dev Home, during deployment, or after launching the app. Those details distinguish an activation issue from a mode mismatch or a development deployment problem.

The cited official guidance does not establish a universal fix for all activation-app or Developer Mode app-launch errors. Consult current Microsoft or Xbox support with the precise error rather than assuming that a factory reset, console replacement, or router change is recommended.
