How to Follow a Premier League Club’s Financial Case: Official Decisions and Appeal Updates

The Premier League’s proceedings index links to case statements and published decisions. Learn how to track a club’s case, read appeal updates and distinguish a referral from a final outcome.

Use the Premier League’s Proceedings under the Premier League Rules page as your starting point. It indexes case statements and links to Commission decisions, appeal decisions and other updates. Open the dated statement for the club, then follow its links to the full written reasons when available. The League says a Commission’s final decision is published on its website after proceedings conclude.

Updates during an active case can be limited: Commission and Appeal Board proceedings are private and confidential. A notice may confirm a referral or appeal without revealing hearing evidence or deliberations.

Where to find official decisions and updates

  1. Open the official proceedings index: Proceedings under the Premier League Rules.
  2. Choose the club’s dated statement. Read what stage it describes: an investigation or alleged breach, referral to an independent Commission, Commission decision and sanction, an appeal filed or withdrawn, or an appeal outcome.
  3. Follow links to the written reasons. A short statement is useful for the latest status; the Commission’s or Appeal Board’s written reasons, when published, provide a fuller account.
  4. Check for a later update. Do not call a sanction final based only on the first Commission announcement: an appeal can vary it, and an appeal can be withdrawn.
  5. Attribute the claim to its source and date. A referral or allegation is not a finding. Distinguish the Premier League’s account from the independent body’s decision.

The League’s official procedural notes say the Board may investigate suspected or alleged breaches and refer a complaint to a Commission. A party may challenge a Commission decision under Section W of the Rules; the Appeal Board may allow or dismiss an appeal or make another appropriate order.

What a notice tells you—and what it may not

A public notice can confirm that a case has reached a new procedural stage without disclosing what was said or considered at a hearing. In its 3 September 2024 Leicester City statement, the Premier League explained: “Under Premier League Rule W.82.2, at the conclusion of proceedings, an independent Commission’s final decision will be made public via the Premier League’s website”. That describes publication after proceedings conclude; it is not a promise that material from an ongoing hearing will be public. Read the League’s procedural information.

For example, on 2 October 2026 the Premier League reported that Manchester City had appealed an independent Commission decision and lodged the appeal with the chair of the Judicial Panel. The notice said: “The independent Appeal Board hearing will remain private and confidential until publication of the outcome is permitted.” It did not report an appeal outcome. Check the proceedings index for a later update.

How appeals affect the status of a case

Appeals do not all challenge the same thing. When comparing updates, note whether the appeal concerns liability, jurisdiction or the sanction, and whether the breach was admitted or found. Then check the appeal decision and whether full written reasons are available.

Everton: a sanction changed on appeal

In Everton’s 2021/22 PSR case, the club admitted the breach and appealed the sanction. On 26 February 2024, the Appeal Board replaced the Commission’s 10-point deduction with an immediate six-point deduction. The appeal decision, rather than the first sanction announcement alone, establishes the revised outcome. See the official proceedings index.

Everton: an appeal withdrawn

In a separate case, Everton withdrew its appeal of a two-point deduction in May 2024. The Premier League said the deduction was therefore confirmed. An appeal filing by itself does not show whether the original sanction will ultimately change. Check the relevant case update.

How PSR fits into the rules timeline

The Premier League describes Profitability and Sustainability Rules (PSR) compliance as an annual assessment using adjusted earnings before tax over the relevant assessment period. The League says PSRs apply through the end of the 2025/26 season. It announced that Squad Cost Ratio (SCR) and Sustainability and Systematic Resilience (SSR) rules would begin in 2026/27. Consult the official proceedings and rules information.

In its 21 November 2025 announcement, the League described SCR as limiting on-pitch spending to 85 per cent of football revenue and net profit or loss on player sales. It also announced a multi-year allowance of 30 per cent that could be used above the 85 per cent level, subject to a levy; after that allowance is exhausted, clubs must comply with the 85 per cent level or face a sporting sanction.
