To fuse Lucifer in Persona 5 Royal, max Hifumi Togo’s Star Confidant, then use the Velvet Room’s Special/Advanced Fusion menu and combine Anubis, Ananta, Trumpeter, Michael, Metatron, and Satan. Lucifer is a fixed six-Persona group fusion, not a result of an ordinary two-Persona fusion.
Lucifer’s fusion recipe and unlock requirement
Lucifer is a level 93 Persona of the Star Arcana. The recipe becomes available when Hifumi Togo’s Star Confidant reaches rank 10. In the Velvet Room, choose Special Fusion (also called Advanced Fusion) and select Lucifer.
| Requirement | What to prepare |
|---|---|
| Confidant unlock | Hifumi Togo’s Star Confidant, rank 10 |
| Fusion type | Special/Advanced Fusion |
| Required Personas | Anubis, Ananta, Trumpeter, Michael, Metatron, and Satan |
| Lucifer’s level | 93 |
How to fuse Lucifer
- Reach Star rank 10. Raise Hifumi Togo’s Star Confidant to its maximum rank to unlock Lucifer’s recipe.
- Obtain the six required Personas. Have Anubis, Ananta, Trumpeter, Michael, Metatron, and Satan available as fusion materials.
- Open the group-fusion menu. Enter the Velvet Room and choose Special Fusion/Advanced Fusion, rather than the ordinary two-Persona Guillotine option.
- Select Lucifer and confirm the materials. Check that all six listed ingredients are present before carrying out the fusion.
Lucifer’s level is 93. If the protagonist is below that level, the fusion may require access to a method that permits fusing Personas above the protagonist’s level. The exact Strength Confidant rank for that access is not established consistently in the reviewed references, so check the Guillotine options currently unlocked in your game rather than relying on a potentially incorrect rank.
How to get the harder fusion ingredients
Trumpeter
Trumpeter is made through a group fusion using White Rider, Red Rider, Black Rider, and Pale Rider. Gather all four Riders, then use the Velvet Room’s group-fusion menu to create Trumpeter.

Michael
Michael’s fusion materials are Raphael, Gabriel, and Uriel. Use the corresponding group fusion in the Velvet Room.
Metatron
Metatron’s fixed group recipe uses Principality, Power, Dominion, Melchizedek, Sandalphon, and Michael. Because Michael is also required for Lucifer, account for both uses when planning your fusions.

Check Confidant gates
Some of these Personas are tied to Confidant progression. The reviewed gameplay reference lists Moon rank 10 for Sandalphon, Justice rank 10 for Metatron, Judgement rank 10 for Satan, and Star rank 10 for Lucifer. Check the relevant Confidant ranks if an ingredient is unavailable.
Why Lucifer may be missing from the fusion menu
- Star is not rank 10: Lucifer’s recipe is unlocked by maxing Hifumi Togo’s Star Confidant.
- You are in the wrong fusion menu: Lucifer requires Special/Advanced Fusion; the ordinary two-Persona Guillotine menu will not show this recipe.
- A required Persona is missing: Verify that all six exact ingredients—Anubis, Ananta, Trumpeter, Michael, Metatron, and Satan—are available.
- An ingredient’s own unlock is incomplete: Check the ingredients and Confidant gates for Michael, Metatron, Satan, and the other missing Persona.
- A calculator or guide does not show the same options: Fusion calculators may omit Personas gated behind a Confidant rank until that requirement is met, and DLC settings can change calculator displays. Use the in-game recipe and unlocks as the final check.
Lucifer is not Satanael
Lucifer and Satanael are separate Personas with different fusion requirements. This recipe and the Star rank 10 unlock described here are for Lucifer; do not use them as Satanael’s fusion instructions.
