How to get an Up-Grade
Up-Grades are evolution items, and Pokémon GO’s Help Center lists PokéStops, Trainer battles, and raids as general ways to collect evolution items. These are possible sources, not guaranteed ways to get an Up-Grade: the official guidance does not give an Up-Grade-specific drop rate or say that any route guarantees one.

- PokéStops: Visit and spin PokéStop Photo Discs for a chance to receive evolution items.
- Trainer battles: Battle other Trainers for a chance to receive evolution items.
- Raids: Complete raids for a chance to receive evolution items.

How to evolve Porygon into Porygon2
- From Map View, tap the Main Menu.
- Tap Pokémon.
- Select the Porygon you want to evolve.
- On its summary screen, check that you have the Up-Grade and the required Candy, then tap Evolve.
The Candy requirement is shown on the selected Pokémon’s summary screen and varies by species. The evolution control is available when the requirements are met. Pokémon GO Help Center: Evolving your Pokémon

Can you find an Up-Grade with the Pokémon search term “item”?
No. The in-game search term item can help identify Pokémon that can evolve using an item, but it searches your Pokémon list; it does not locate or obtain an Up-Grade. Pokémon GO Help Center: Searching and filtering your Pokémon inventory
Can Poké Ball Plus help you get one?
A connected, active Poké Ball Plus can automatically spin nearby PokéStop discs and add the items they generate to your bag. This may make collecting PokéStop items more convenient, but it does not guarantee an Up-Grade and is not required to evolve Porygon. A full bag prevents item collection.
