For the browser game, open your browser’s Developer Tools and choose Console; to show the in-game panel, add saysopensesame to your bakery name. Steam uses a different, community-documented file change, with an achievement warning.
Browser version: open the browser console
Browser Developer Tools belong to the browser, not Cookie Clicker. Open them while the game is running, then select the Console tab. The Cookie Clicker community wiki lists shortcuts including Ctrl+Shift+I for Chrome on Windows and Command+Option+J for Chrome on Mac. Shortcuts differ across browsers and operating systems; if a key combination does not work, use your browser’s menu or help to find its Developer Tools command. Cookie Clicker Wiki: Cheating
Browser version: show the Open Sesame panel
If you want Cookie Clicker’s own debug panel rather than the browser’s Console, the community wiki says to add saysopensesame to the end of your bakery name. The panel is called Open Sesame. This is separate from opening browser Developer Tools. Cookie Clicker Wiki: Cheating
Steam version: enable the developer console
A Steam Community guide describes editing the installed game’s resources/app/start.js file to enable Developer Tools. These are community instructions, not official Steam or developer support, and the guide’s page currently displays a removal notice. The procedure may not match every installed version.

resources/app/start.jsin a text editor. - Find
DEV=0and change it toDEV=1. Save the file. - Launch Cookie Clicker. The guide says Developer Tools should open by default. To reopen them, use View > Toggle Developer Tools or Ctrl+Shift+I.
The guide warns that this setting locks you out of achievements until you change it back to DEV=0. If you choose to use the file-edit method, restore that value when you are finished. Steam Community guide by 7eruvalin: “How to enable the console!”
Steam version: open Dev Options with a command
The same community guide says Game.OpenSesame(); opens Dev Options in the Steam version. The guide does not establish that this command works across all game versions, so treat it as version-dependent community guidance rather than an official procedure. Steam Community guide by 7eruvalin
