It is a chance-based drop, not a guaranteed reward. Once you own the bow, complete Spire on Master difficulty to get its Catalyst, then defeat 700 enemies with the bow to unlock the upgrade.
How to get Hierarchy of Needs
- Run Spire of the Watcher and reach Persys, Primordial Ruin. Hierarchy of Needs is listed as a possible reward from the dungeon’s final encounter. The item database describes the drop opportunity as the first completion of the week, so additional clears should not be treated as guaranteed or necessarily eligible for another chance. Light.gg’s Hierarchy of Needs entry
- Complete eligible Spire Triumphs to improve the chance. Triumphs associated with the dungeon can boost the Exotic drop chance. The listed Triumphs include solo, solo flawless, flawless, Master, and collectible-recording completions. There is no published exact drop rate or guaranteed number of runs, so prioritize Triumphs you can complete rather than planning around a specific odds increase. How to get the Catalyst
- Acquire Hierarchy of Needs first. The Catalyst’s listed source is a Master-difficulty completion of Spire of the Watcher after you have obtained the bow. Light.gg’s Catalyst entry
- Defeat 700 enemies with Hierarchy of Needs. This completes the Catalyst objective and unlocks its upgrade. Light.gg’s Catalyst entry
What the Catalyst does
The Catalyst adds Panoptic Tessellation and masterworks the bow. Deploying a Guidance Ring or hitting a target with a seeking projectile improves draw time and reload speed for a moderate duration. Light.gg’s Catalyst entry

In a July 3, 2025 update, Bungie said that any hit with Hierarchy of Needs now grants Guidance Ring charges and that three charges are needed to deploy the ring. Bungie also increased the ring’s duration from 13 seconds to 20 seconds and made it rotate to face its owner. These are the values described in that dated update; later sandbox changes may supersede them. Bungie’s July 3, 2025 weapon update
