From Celadon City, use Cut on the small tree blocking the entrance, go through the gate, enter the house, and speak to her. You can collect HM02 before meeting Fly’s separate field-use badge requirement.
Route 16: where to find HM02
- From Celadon City, head west onto Route 16, which connects Celadon City with Route 17.
- Find the small tree blocking the entrance to the secluded northern area and use Cut to remove it.
- Pass through the gate and enter the house beyond it.
- Speak to the girl inside to receive HM02 (Fly).
The nearby Snorlax blocks the southbound route, but it is a separate obstacle; it is not a prerequisite for reaching the house and getting Fly. The original-game walkthrough describes the Cut-tree route to the house independently of that roadblock. Bulbapedia’s Red and Blue walkthrough

What you need to use Fly
Getting the HM and using it in the field are separate. The Generation I HM reference lists the Thunder Badge as the requirement to use Fly outside battle in Red and Blue. Once usable, Fly takes you to a city or town you have already visited; it does not take you to an unvisited destination. Bulbapedia’s Fly reference
