The most reliable way to make money in Anno 117: Pax Romana is to build a stable residential economy: meet residents’ needs, prioritize goods and services that add income, and expand housing only when your workforce and production can support it. Area-effect buildings and sales of surplus goods can add to that income, but upkeep can quickly cancel out gains.

How income works in Anno 117

Residents are your main source of tax income, and fulfilling the needs of higher-tier residents can increase what they generate. Residents also provide the workforce your production chains need, so population and production should grow together. Ubisoft’s getting-started guide describes residences and fulfilled needs as the clearest way to increase income.

Needs do not all affect residents in the same way. Some provide population or income attributes; others primarily support progression or additional benefits. Check the residence menu and the displayed attributes for each good or service rather than assuming every new supply chain will improve your balance. Ubisoft’s starter guidance gives sardines in Latium as an example of a need that adds both population and income.

What to do when your balance is negative

  1. Find the source of the deficit. Hover over the money indicator in the top bar to see the income and expense breakdown. Use it to identify whether upkeep or insufficient income is driving the loss.
  2. Cut avoidable upkeep. Pause or remove production and service buildings that exceed current demand. Production chains need workers and warehouse access, and every unnecessary building can add ongoing costs.
  3. Supply homes you already have. Focus on the needs shown for your current residents, giving priority to those with income benefits. Which goods make sense depends on your province and the attributes displayed in your game.
  4. Add residences gradually. More fulfilled residents can raise tax income, but new homes also increase demand for goods and services. Build only as fast as your production and workforce can keep up.
  5. Check whether the change helped. Revisit the top-bar breakdown after adjusting buildings or supplies. A building can raise gross income and still worsen your net balance if its upkeep and supply chain cost more.

Use income area effects where they can reach homes

Some buildings increase income for buildings within an area of effect. Ubisoft’s getting-started guide specifically names the Spinner; Anno Union’s developer-origin starter guide also mentions the Hat Maker and Spinner. Place an income-boosting building so its visible effect covers residences, then check the financial breakdown to confirm the result.

Area effects are not free money: the building must be placed effectively and its production chain must remain supplied and operational. If the upkeep or supply costs outweigh the added income, the placement may not improve your net balance.

Balance housing, upgrades, and workforce

When a residence’s needs are met, residents can generate more income and support further development. Ubisoft’s beginner guidance says fulfilled Plebeians yield more income than fulfilled Liberti. However, upgrading or replacing lower-tier residents can leave production short of the workers it requires. Keep enough residents in the workforce tiers your economy depends on before expanding or upgrading broadly.

  • BUILD TRADE EXPAND — Design thriving Roman cities, run production chains, and balance citizen needs with the relentless demands of the emperor.
  • TWO PROVINCES TO GOVERN — Develop Latium’s Roman heartland and brave Albion’s Celtic wetlands, each offering distinct geography, culture, and challenges.
  • DISCOVERY TREE PROGRESSION — Unlock new technologies to boost production efficiency, scale settlements, and deepen strategic options as your authority grows.
  • DIPLOMACY AND WARFARE — Build alliances, navigate political intrigue, and command land battles and naval combat to protect your provinces and trade.

Meeting additional needs can improve resident attributes, but each new need may require more production, transport, and upkeep. Add a chain when its population or income benefit justifies those costs—not simply because a new need is available.

Sell surplus goods, but treat trade as supplemental

Ubisoft identifies selling surplus as another way to earn money, and its demo tips point to a researched passive-trade bonus. Keep enough stock to supply your own residents before setting goods aside for sale, then monitor the result in your save. The official starter guidance confirms trade as an option, but does not establish one trade strategy as best for every economy.

For any income route, compare the upfront cost, recurring upkeep, workforce and supply requirements, and whether the return depends on resident needs or trade conditions. Those factors change with your province, game settings, updates, and stage of play, so use the in-game balance rather than relying on a fixed profit figure.
