Get a Level 4 or higher Uncut Spirit Gem
Raging Spirits is a Tier 4 Spirit skill, so you need an Uncut Spirit Gem, not a regular Uncut Skill Gem. The gem must be Level 4 or higher to engrave the skill.
Campaign route: Ominous Altars
Game8 lists the Ominous Altars quest and its fight against The King in the Mists as a guaranteed campaign source for a Tier 4 Uncut Spirit Gem. If you are progressing through Act 1, this is the most predictable route described by the available guides.
Random drops
Uncut Spirit Gems can also drop from enemies as you progress. The level of an available gem is tied to the area level, so a drop may not be suitable for engraving Raging Spirits if it is below Level 4. The guides do not establish a drop rate or a complete list of guaranteed sources.

- Open Gemcutting while you have a Level 4 or higher Uncut Spirit Gem.
- Select Raging Spirits from the available Spirit skills.
- Engrave the skill to create its gem.
- Equip the resulting skill and activate it in the Skills Panel.
The current PoE2DB Raging Spirits entry lists a reservation of 30 Spirit. Make sure your character has enough Spirit available to activate it; otherwise, you cannot run it as a persistent skill.
How Raging Spirits works after you unlock it
Raging Spirits is a persistent skill, but the spirits are triggered by Fire Spells you cast yourself. While the skill is active, those spells summon short-lived flaming skulls that rush nearby enemies and ignore commands. Area spells generate spirits based on area radius, while projectiles generate them on hit, according to the current database entry.
PoE2DB currently lists a five-second duration, a maximum of two spirits from one spell cast, and a limit of 10 summoned spirits. These are patch-sensitive game values; version 0.2.0 changed the duration from four to five seconds and the per-cast maximum from five to two. The entry also records a version 0.5.0 fix for Fire Skills used by Spell Totems or Visages from Align Fate incorrectly generating Raging Spirits. Check the in-game skill tooltip if behavior or balance has changed in your version.

Character and Intelligence requirements increase as the gem levels. PoE2DB lists Level 1 at character level 0 and 4 Intelligence, and Level 20 at character level 90 and 157 Intelligence. The exact requirement for an intermediate level should be checked on that gem’s in-game tooltip.
