Clear the biomass blocking the office, defeat the large enemy inside, and pick up the bolt cutters in the store. You need them to open chained doors, including the elevator on the route to the Dive Point.
When you can get the bolt cutters
The bolt cutters are a story-gated item. Keep following the main objective until the game tells you to search the hardware store; Insider Gaming reports the objective text as “Search the hardware store.” Chained doors you encounter earlier cannot be opened with the cutters until you reach this sequence. Insider Gaming and Gameranx describe this as part of the route toward the first Dive Point.

How to reach the hardware store
Find the Hardware Store Key in the Apartment Building
Explore the Apartment Building as the story directs. The route described by GamesRadar involves clearing or burning biomass, moving a cabinet to get through an apartment, dealing with acid creatures, and crossing a balcony into another room. The Hardware Store Key is there. The exact room-to-room sequence is a guide’s walkthrough, so use the key item and objective as your confirmation that you are ready to leave. GamesRadar+
Return to Jedrus Hardware Store

How to get the cutters inside the store

Look through the window toward the blocked office and shoot the fuel to clear the biomass obstructing its door, as described in the GamesRadar walkthrough.

Where to use the bolt cutters
Use the cutters on chained doors. The chained elevator is part of the route to the Dive Point objective; other chained doors can lead to optional resources. If a chain blocked your way earlier, return after collecting the item rather than continuing to search for a way through before the story unlocks it. Insider Gaming and Gameranx
