Fishing and generated loot are alternatives. Mending is a treasure enchantment, so an enchanting table cannot give it to you. If your world has the experimental Villager Trade Rebalance enabled, librarian book offers follow different rules.
What Mending does
Mending repairs an item when its wearer or holder gains experience orbs. As Minecraft Help puts it, it “Repairs the item when gaining XP orbs.” You need the enchanted book and an anvil to put Mending on eligible gear.
Get Mending from a librarian
In ordinary trade guidance, a librarian can offer an enchanted book with Mending. Check the librarian’s available offer before committing: you should not assume every librarian, edition, or world setup will present the same book.
Once you have the Mending book, use an anvil to apply it to eligible gear. Minecraft’s Creator Documentation on villager trades supports the librarian-book-trade and anvil steps.

Check the Villager Trade Rebalance setting
The biome-specific librarian rules are not universal default behavior. In its Bedrock 1.20.30 update material, Mojang described Villager Trade Rebalance as an experimental feature: when enabled, librarian books depend on village biome, and special enchantments are associated with Master librarians. Java 1.20.2 also documented librarian changes. Check your world’s experiment settings before relying on advice about a particular biome or librarian level. Other ways to find a Mending book
Fishing
Fishing can produce treasure loot, including enchanted books. Luck of the Sea increases rare fishing loot, according to Minecraft Help, but the available sources do not establish a reliable current chance of catching Mending or a predictable time to find it. Treat fishing as an alternative, not a guaranteed method.

Generated loot
Mending can appear in generated structure loot. The official Java 1.20.2 notes specifically list Ancient City loot. Loot requires exploration and is not as directly repeatable as checking a trade offer; no reliable odds are established here.
Which route should you choose?

Why the enchanting table will not work
Mending is a treasure enchantment. The Minecraft enchanted-book reference explains that treasure enchantments such as Mending cannot be obtained directly from an enchanting table, so rerolling table offers is not a way to get it.
