For Tier 1 upgrades, supply at least one need from each of the three categories; extra needs can add population or income, but they also require more production. Upgrade selectively so you do not lose the lower-tier workers your settlement still needs.
How population growth works
Population growth follows a practical loop: provide homes, connect them to roads, supply residents’ needs, then use the resulting workforce and income to expand production and housing. Ubisoft’s gameplay guide explains that buildings need road connections. Residences use roads to access goods and services, while production buildings need both a workforce and a warehouse within range. The Trading Post counts as a warehouse.
That means a residence can exist without being effectively supported. Check that homes connect to roads and that each production chain can reach workers and storage. If goods stop arriving, inspect those connections and workforce availability before building more homes.
Meet Tier 1 needs to unlock residence upgrades
Tier 1 residents need one supplied need in each of three categories before their residences become eligible for an upgrade. You do not need to provide every listed option. In Latium, Liberti’s categories are Food, Public Services, and Fashion. Waders in Albion use the same broad categories, but the goods and buildings that fulfill them are province-specific.

Choose needs that both satisfy the category requirement and suit your settlement’s goals. Ubisoft’s September 2025 developer guidance lists Sardines in Latium as providing +1 Population and +1 Income, while Porridge provides +2 Population. These are in-game attributes, not real-world figures; the relevant goods and options vary by province.
Extra fulfilled needs are optional for upgrade eligibility. They can add attributes such as population or income, but each one means additional supply chains, workforce, and maintenance to manage. Start with the minimum needed to unlock the next tier, then add more when your economy can support them.

Keep enough Liberti after upgrading
Upgrading a Liberti residence replaces its residents with the new tier rather than simply adding the new population on top. As Ubisoft cautions, promoting too many Liberti can leave the settlement short of their workforce. Before upgrading several homes, check which production chains and services rely on Liberti and retain enough lower-tier residences to staff them.
Plan for Tier 2’s new needs
Tier 2 introduces additional needs, including a fourth category: Household. Meeting those needs can require new goods, production chains, and services. Some goods may not be available on the island where you start because of its fertility. If you choose to fulfill needs that require such goods, you may need to settle another island and ship supplies back.

Think of a tier upgrade as a new supply-planning step, not just a button to press. Check the new tier’s needs, the island’s available resources, and the workforce needed to produce its goods before committing to widespread upgrades.
Choose an Albion development path
In Albion, Tier 2 offers a choice between Celtic Smiths and Romanized Mercators. Later progression leads to Aldermen or Nobles, with different goods and public services associated with those routes. The third upgrade makes it possible to build both Celtic and Romanized settlements on one island. Choose based on the goods and services your economy can sustain; the paths do not have identical supply requirements.

Account for the current bread balance
Ubisoft’s Update 2.0 notes, published August 18, 2026, for the August 20 release, say bread consumption increased by about 50%, while bread’s Population attribute changed from +2 to +3. Treat bread as a stronger population option with a heavier supply burden than before the update. The notes also say goods consumption can be toggled in a residence’s object menu.

More residents provide workforce and tax income, but production and service buildings have maintenance costs. Ubisoft advises meeting residents’ needs, then adding homes at a pace the economy can supply. If you build residences faster than you can produce their goods or staff services, unmet needs can undermine growth rather than help it.
