In the original Tom Clancy’s The Division, raise the Gear Score of your equipped loadout to qualify for higher World Tiers. Ubisoft identifies Gear Score 256 as the marker for unlocking World Tier 5. If you meant The Division 2, its older Washington progression worked differently, and Warlords of New York changed how power is measured in South Manhattan.
Increasing World Tier in the original The Division
Gear Score is the practical signal for World Tier progression in the original game: it reflects the strength of your equipped loadout and helps determine which tier you can select. Higher World Tiers bring tougher enemies and better rewards, according to Ubisoft’s overview of the system: Ubisoft’s World Tier explanation.

Improve the gear you have equipped until your loadout reaches the requirement shown by the game’s World Tier flow. Ubisoft’s published marker for the highest tier, World Tier 5, is Gear Score 256: Ubisoft’s 2018 article. That article mentioned Reactivation Caches that raised players to 256, but the offer was a temporary promotion ending July 19, 2018—not a current shortcut.
Ubisoft’s cited article does not establish every intermediate threshold or a current platform-specific menu prompt, so use the in-game requirement rather than relying on an unsourced tier-by-tier chart.

If you mean The Division 2
The sequel’s progression depends on which part of the game you are playing. The figures below describe its older Washington endgame system, as documented in Ubisoft’s 2019 guide, rather than the later South Manhattan progression introduced with Warlords of New York.
Older Washington World Tier progression
In that system, complete the two required Invaded Missions to unlock the Stronghold for the next tier, meet its minimum Gear Score gate, then finish the Stronghold. Completing it automatically advances you to the next World Tier. Ubisoft’s 2019 guide listed these Stronghold requirements:

These thresholds are from Ubisoft’s 2019 guide to the older Washington system: The Division 2 endgame guide. Ubisoft separately stated that Gear Score 425 and World Tier 4 were required to access Tidal Basin: Title Update 2 notes.
South Manhattan with Warlords of New York
Once you go to South Manhattan in Warlords of New York, Gear Score is no longer the measure of agent power; Ubisoft describes progression there as level-based. Players who do not have the expansion remain in Washington at level 30 and World Tier 5, with Gear Score 515. Those are Ubisoft’s stated 2020 progression details: Warlords of New York progression.

If the next tier is unavailable
- Confirm whether you are playing the original The Division or The Division 2; their progression steps are not interchangeable.
- Check the Gear Score of your equipped loadout against the in-game requirement. In the older The Division 2 system, also verify that both required Invaded Missions are complete and that you have finished the Stronghold.
- For the original game, follow the World Tier prompt shown in-game; the cited official material does not confirm a current button-by-button path.
