How to Install and Use 3DS and Wii U Interfaces on Steam Deck (Azahar and Cemu)

By VGSources Team 15 min read

You can play 3DS and Wii U software on a Steam Deck by installing the emulators supported by EmuDeck—Azahar for 3DS and Cemu for Wii U—then connecting their dual-screen and GamePad controls to Steam Input. The practical setup is: install the emulators through EmuDeck, place legally dumped game files in the documented folders, add entries with Steam ROM Manager or launch them through EmulationStation-DE, and choose a per-game control and screen layout in Game Mode.

The two systems need different interface solutions. Azahar lets you resize, stack, or show the bottom screen as picture-in-picture (PiP). Cemu can emulate either the Wii U GamePad or a Pro Controller, with gyro available only in the documented GamePad configuration. Menu labels can change as EmuDeck and emulator builds are updated, so use the current help pages linked below when a screen differs from this guide.

What you are installing

These are emulated Nintendo 3DS and Wii U environments, not native Steam Deck interfaces. EmuDeck is the installer and configuration layer; Azahar and Cemu are the emulators; Steam ROM Manager creates individual Steam shortcuts; and EmulationStation-DE is an optional library frontend.

  • Wi-Fi 6E
  • 50Whr battery; 3-12 hours of gameplay (content-dependent)
  • Carrying case with removable liner

Think of the setup as four separate layers. The emulator supplies compatibility and virtual hardware; Steam Input translates Deck buttons, touch and motion into that virtual hardware; Steam ROM Manager or EmulationStation-DE provides the launch path; and your chosen screen layout determines whether the original multi-screen interface is comfortable on a 7-inch display. Troubleshooting is easier when you test one layer at a time.

Before you begin

  • Update SteamOS and leave enough internal or microSD storage for emulator data and your own game dumps.
  • Install EmuDeck using its current Steam Deck setup flow. Do not rely on an old installer screenshot: options and package versions change.
  • Prepare game files dumped from media you own and are permitted to use. Decrypted Wii U formats such as Loadiine and WUA avoid additional key configuration. Encrypted Wii U games require keys dumped from your own Wii U console; obtaining keys or games from unauthorized sources is not supported.
  • Keep the Deck in Desktop Mode while copying files and configuring Steam ROM Manager, then switch to Game Mode for normal play.
  • Have a keyboard available for first-run setup. It makes path selection, naming, and editing emulator options easier, although normal play can use the Deck controls.
  • Decide whether you want individual games listed in Steam or one EmulationStation-DE library before generating shortcuts. You can change this later, but repeatedly regenerating a large library creates duplicate entries if old shortcuts are left enabled.

There is no required stylus, external controller, motion accessory, storage product, or printed guide in the documented setup. The Deck touchscreen can handle occasional 3DS or GamePad taps, while Steam Input profiles cover most repeated actions. An external controller is a preference rather than a requirement.

Install EmuDeck and the emulators

Install or update EmuDeck

  1. Enter Desktop Mode and download the current EmuDeck installer from its official distribution channel.
  2. Run the setup, choose your storage location, and let EmuDeck create its standard Emulation directory.
  3. In EmuDeck’s emulator-management screen, select Azahar for the 3DS path. For Wii U, select Cemu native unless you have a specific reason to use the Proton build. Native Cemu is EmuDeck’s general recommendation, while Proton remains an available alternative.
  4. Complete the installation and open each emulator once if EmuDeck asks you to create initial configuration files.

Because emulator packaging changes, the exact checkboxes and names may differ. If an emulator is missing, reopen EmuDeck’s management tools instead of copying an old command or installer path. Updating EmuDeck can also update parsers and controller profiles, so revisit Steam ROM Manager after a major update.

Native Cemu or Proton Cemu?

Native Cemu is the default recommendation in EmuDeck’s documentation. Proton is an available compatibility option, not a guarantee that a particular title will perform better. If one build has a title-specific problem, consult Cemu’s current compatibility and troubleshooting information and record the Cemu version when applying any game-specific setting.

Do not mix instructions for one build with the other. A shortcut, prefix, configuration directory, or graphics option made for Proton may not apply to native Cemu. Pick one build for initial testing, launch Cemu directly once, and only then import games into Steam. This gives you a known-good baseline before a frontend or shortcut adds another variable.

Add 3DS games to Azahar

Copy files to the correct folder

In Desktop Mode, copy your legally dumped 3DS files into either:

  • Emulation/roms/3ds
  • Emulation/roms/n3ds

Keep each game in a clearly named folder or file so Steam ROM Manager can identify it. Do not put Wii U files in a 3DS directory, and do not mix emulator support files with your game library. If you use a microSD card, confirm that EmuDeck’s selected storage location is the card before copying; otherwise the parser may scan an empty directory on internal storage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by launching a title directly from Azahar in Desktop Mode. This separates a file-format or emulator problem from a Steam shortcut problem. Once the game appears and reaches its main menu, close Azahar and generate the Game Mode entries.

Choose a Game Mode launch method

Open Steam ROM Manager from EmuDeck and enable one of the listed Azahar-related parsers, such as Nintendo 3DS – Azahar. You can also enable the broader EmulationStation-DE or Emulators parser. Preview the entries, save the app list, and return to Game Mode. Steam ROM Manager adds individual shortcuts; EmulationStation-DE gives you a consolidated frontend instead.

Method Best when you want Trade-off
Individual Azahar shortcuts Each game visible directly in Steam More library entries to maintain
EmulationStation-DE One organized console-style library You launch the frontend before selecting a game
Emulators parser A simple emulator-oriented Steam grouping Less title-specific organization

Preview is important: it shows whether the parser found the title and whether the generated command points to Azahar. If a game is absent from the preview, fix the folder or parser selection before saving. If the preview is correct but the shortcut fails in Game Mode, test the emulator itself and then inspect the controller profile.

Configure the 3DS two-screen interface

Open Azahar’s graphics or layout settings and use its custom screen-layout controls. The right arrangement depends on how often a game uses touch input; there is no universal best layout.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common layout choices

  • Stacked screens: keeps both displays visible in a familiar vertical arrangement. It is useful when you need to watch the top and bottom screens simultaneously.
  • Larger main screen: gives the action-focused screen more space while retaining access to the other display.
  • Bottom-screen PiP: places a smaller bottom-screen window over or beside the main image. This is practical when touch input is occasional rather than constant.

Use Azahar’s documented bottom-screen PiP and custom-layout instructions rather than assuming a Citra setting applies to Azahar. Check the result with a game that uses menus, maps, or inventory screens; a layout that looks good in an action game may make frequent touch work awkward.

For a menu-heavy title, keep the bottom display large enough to read text and leave a predictable area for taps. For an action title that mostly uses the top screen, PiP can preserve a larger image without hiding the information you need. Rotate through several layouts while a game is paused, then save the one that keeps the most-used controls reachable. Layout changes are preferences, not compatibility fixes: a game that fails to boot needs file or emulator troubleshooting instead.

Touch and radial controls

Steam Input can expose a touch-oriented radial menu profile for games that require frequent bottom-screen interaction. It is optional. Select it only if the on-screen menu is easier than repeatedly reaching for the touchscreen; otherwise a simpler face-button and stick layout is less distracting.

Remember that an emulator touch action and the Deck’s physical touchscreen are separate input concepts. Test both a tap and a click assigned through Steam Input. If a radial menu appears in one launch route but not another, reapply the profile to that specific Steam shortcut rather than changing every game.

Add Wii U games to Cemu

Use a supported, decrypted format

EmuDeck’s native Cemu guide recommends decrypted formats such as Loadiine or WUA because they avoid extra key setup. Place the game files under:

Emulation/roms/wiiu/roms

Cemu’s exact scan behavior depends on the format and current build. If a title does not appear, verify that the files are decrypted, the folder is correct, and Cemu has been pointed at the appropriate game directory. Preserve the directory structure expected by the format instead of flattening every file into one folder. A title may be present on disk yet invisible if its required subfolders were moved.

Do not obtain keys or games from unauthorized sources

Encrypted Wii U content requires keys dumped from a Wii U console. This guide does not provide key files or instructions for acquiring them elsewhere. Using decrypted dumps from your own collection is the simpler documented route. EmuDeck’s guidance specifically treats downloading keys or games from unauthorized sources as piracy, so keep your setup limited to software you are entitled to use.

Make the games visible in Game Mode

  1. In Desktop Mode, open Steam ROM Manager through EmuDeck.
  2. Enable the current Cemu parser, or enable EmulationStation-DE if you prefer a frontend.
  3. Preview the generated entries and save them to Steam.
  4. Switch to Game Mode and search your library for the imported title or frontend.

The parser name and artwork options can change with EmuDeck updates. If a parser is not listed, use the current Cemu guide at github.com/EmuDeck/emudeck.github.io/blob/main/docs/emulators/steamos/cemu/cemu-native.md and refresh the parser configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As with Azahar, launch Cemu directly once before blaming Steam ROM Manager. Confirm that the title appears in Cemu’s own game list, then rescan or regenerate shortcuts. This order tells you whether the issue is the game directory, Cemu’s scan path, or the Steam integration.

Choose Wii U GamePad or Pro Controller

GamePad layout

Select the Wii U GamePad configuration for titles that depend on the second screen, touch controls, or GamePad-specific actions. This is also the mode required for EmuDeck’s documented gyro procedure. The GamePad layout is the closest match for games that expect a persistent controller display, even if you eventually place that display in a compact window.

Pro Controller layout

Use the Wii U Pro Controller configuration when the game supports a conventional single-screen controller experience and you do not need GamePad touch or motion features. The choice can be made per game; do not assume one setting works for every title. A Pro Controller profile can simplify a title that treats the television as the only important display, but it cannot reproduce a GamePad-only action.

Need Choose Important limitation
GamePad screen, touch actions, or gyro GamePad layout Gyro requires SteamDeckGyroDSU and does not work in Pro Controller layout
Traditional controller play without GamePad features Pro Controller layout No documented gyro support in this layout

Enable gyro for GamePad titles

  1. Install or enable SteamDeckGyroDSU using the current EmuDeck/Cemu instructions.
  2. In Cemu, select the GamePad input configuration for the affected title.
  3. In Game Mode, assign the associated Steam Input profile from the game’s controller settings.
  4. Test motion input in a game that actually uses it. If gyro is unavailable, confirm that the title is using GamePad mode rather than Pro Controller mode.

See Cemu – EmuDeck Help for the current gyro procedure and prerequisites. Calibrate or hold the Deck in a neutral position when the game requests it, and test motion in a short section before committing to a long session. Motion support is title-dependent even when the emulator and profile are configured correctly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set Steam Input profiles and hotkeys

In Game Mode, open the game’s page, select the controller icon or controller settings, and choose the Steam Input profile associated with Azahar or Cemu. EmuDeck’s FAQ and hotkey documentation distinguish ROM shortcuts launched directly through Steam from games launched through a frontend, so the active profile and shortcut combinations can depend on the launch route.

Rank #3
  1. Launch the imported game once so Steam recognizes its shortcut.
  2. Open the game’s controller settings in Game Mode.
  3. Select the relevant EmuDeck or emulator community profile, then apply it.
  4. Test pause, exit, fast-forward, screen swap, touch-click, and any emulator menu shortcut before starting a long session.
  5. If you launch through EmulationStation-DE instead, repeat the test from that route; a shortcut that works on a direct Steam ROM Manager entry may not be identical inside a frontend.

Current hotkey combinations are listed in EmuDeck’s SteamOS hotkeys documentation. The SteamOS FAQ explains how to select profiles and why launch context matters.

Apply profiles per shortcut, not only per emulator. A direct Azahar entry, a Cemu entry, and an EmulationStation-DE entry can expose different action names to Steam. If a hotkey combination conflicts with an in-game command, remap that game’s profile rather than changing the global Deck layout. Keep an easy exit command available so you do not have to force-close the emulator.

Troubleshoot the most common problems

Azahar opens but has graphical problems or a broken shader cache

Use Azahar’s own folder and remove the shaders directory as described in the current Azahar help page, then restart the emulator so it can rebuild the cache. Do not substitute the cache location from the older Citra guide: Citra and Azahar use different paths. Rebuilding can make the first run take longer while shaders are created again, so test the title after the cache has been regenerated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A 3DS game is missing from Steam

  • Confirm the file is in Emulation/roms/3ds or Emulation/roms/n3ds.
  • Enable the correct Azahar parser, save Steam ROM Manager’s app list, and restart Steam if necessary.
  • Try EmulationStation-DE to separate a parser problem from an emulator or file-format problem.
  • Open the file directly in Azahar. If it fails there, a Steam shortcut cannot correct the underlying issue.

A Wii U title does not appear in Cemu

  • Check that the files are under Emulation/roms/wiiu/roms.
  • Verify that the format is decrypted and supported by the current Cemu build.
  • Confirm Cemu’s game paths and rescan its library.
  • If you used encrypted content, use keys dumped from your own console rather than downloading key files.
  • Check that the native or Proton build you installed matches the instructions you followed.

Controls work in menus but not in the game

Reopen the individual game’s controller settings in Game Mode and apply the correct profile. Then check whether the title was launched directly from Steam or through EmulationStation-DE, because hotkeys and controller mappings can vary by route. Verify that Cemu is set to GamePad or Pro Controller as intended; a correct Steam profile cannot compensate for the wrong virtual device.

Gyro does nothing in Cemu

Confirm SteamDeckGyroDSU is installed, Cemu is set to GamePad, and the GamePad Steam Input profile is active. Gyro is not supported in the documented Pro Controller layout. If the game never requests motion, test another motion-enabled section before assuming the sensor is broken.

A particular game performs poorly or fails to boot

Do not assume a universal frame rate or compatibility result. Check Cemu’s current compatibility and troubleshooting guidance for the specific title and emulator version, and treat any game-specific setting as version-dependent. The same caution applies to Azahar: emulator updates can change behavior. Note the exact build, launch route, graphics settings, and whether the failure occurs in Desktop Mode as well as Game Mode; those details make later troubleshooting more targeted.

The screen is too small or touch input is awkward

Return to Azahar’s custom layout or Cemu’s GamePad presentation and try a different balance between the main display and the secondary display. A larger main screen is not automatically better if a title constantly asks for map or inventory taps. For occasional touch, PiP and a radial menu may reduce clutter; for frequent touch, keep the secondary display larger and use the touchscreen directly.

  • Steam Input profile tested from the actual launch route.
  • Azahar’s shader directory is the one used for Azahar, not the legacy Citra location.

Wii U

  • Native Cemu installed, unless Proton is needed for a specific compatibility case.
  • Decrypted Loadiine or WUA files in Emulation/roms/wiiu/roms.
  • Cemu parser or EmulationStation-DE entry created.
  • GamePad selected for second-screen and gyro titles; Pro Controller selected when appropriate.
  • SteamDeckGyroDSU enabled before testing motion controls.
  • The Cemu build and any title-specific settings are recorded when troubleshooting.

Frequently asked questions

Can I use Citra instructions for the 3DS setup?

Use the current Azahar instructions for a new setup. A legacy Citra page may still be available, but its folders, cache path, and menu directions should not be assumed to apply to Azahar.

Which 3DS folder should I use?

EmuDeck documents both Emulation/roms/3ds and Emulation/roms/n3ds. Use one consistently and enable the matching parser or frontend scan.

Do I need Steam ROM Manager?

No. It is the convenient way to create individual Steam library shortcuts. EmulationStation-DE is an alternative frontend, and you can also launch the emulator directly from Desktop Mode while testing.

Should every Wii U game use GamePad mode?

No. Use GamePad when the title needs its second screen, touch controls, or gyro. Use the Pro Controller configuration for games that support conventional controller play and do not require GamePad features.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does gyro work in one Wii U game but not another?

First confirm SteamDeckGyroDSU, GamePad mode, and the correct Steam Input profile. Motion is still dependent on whether the particular game uses gyro and how its current Cemu build handles that title.

Valve Steam Deck 1TB Upgraded Handheld Gaming Console with Carring case, 1280 x 800 OLED Display Silicone Soft Cover Protector & Joystic Cap & Tempered Glass Film Bundle
  • Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
  • Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
  • Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
  • Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
  • The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.

Can I guarantee that a game will run?

No. Compatibility and performance vary by title, emulator version, settings, and launch method. Use current per-game Cemu guidance where available and avoid treating another user’s frame-rate result as a guarantee.

Where should encrypted Wii U keys come from?

EmuDeck’s guidance says keys for encrypted games must be dumped from your own Wii U console. This guide does not direct you to downloaded key files.

What is the simplest way to switch layouts?

For 3DS, use Azahar’s custom screen-layout settings and save a layout suited to the game. For Wii U, set GamePad or Pro Controller per game, then apply the corresponding Steam Input profile in Game Mode.

Frequently Asked Questions

Which emulator should I install for 3DS and Wii U on Steam Deck?

Use Azahar for the current EmuDeck 3DS path and Cemu for Wii U. EmuDeck generally recommends native Cemu, while Proton Cemu remains an available alternative for title-specific cases.

Where do my game files go?

Put 3DS files in Emulation/roms/3ds or Emulation/roms/n3ds. Put decrypted Wii U files such as Loadiine or WUA under Emulation/roms/wiiu/roms.

How do I add games to Steam Game Mode?

In Desktop Mode, open Steam ROM Manager through EmuDeck, enable the relevant Azahar or Cemu parser, preview the entries, save the app list, and then return to Game Mode. EmulationStation-DE is an alternative frontend.

What is the best 3DS screen layout?

There is no universal best choice. Use stacked screens when both displays must remain visible, a larger main screen for action-focused games, or bottom-screen PiP when touch input is occasional.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I choose Wii U GamePad or Pro Controller?

Choose GamePad for second-screen, touch, or gyro features. Choose Pro Controller when the game supports traditional controller play and does not need GamePad functions.

Why is Cemu gyro not working?

The documented setup requires SteamDeckGyroDSU, Cemu’s GamePad mode, and the matching GamePad Steam Input profile. Gyro does not work in the documented Pro Controller layout.

What should I do if Azahar has shader problems?

Follow the Azahar help instructions and delete Azahar’s shaders directory, then restart so it can rebuild. Do not use the cache path from the older Citra guide.

Are downloaded Wii U keys supported by this setup?

No. Encrypted-game keys should be dumped from a Wii U console you own. Decrypted dumps from your own collection avoid the extra key configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Install Azahar and Cemu through the current EmuDeck tools, keep 3DS files in Emulation/roms/3ds or Emulation/roms/n3ds, and place decrypted Wii U files in Emulation/roms/wiiu/roms. Use Steam ROM Manager for individual Game Mode shortcuts or EmulationStation-DE for a unified library. Then tune the interface per game: Azahar’s stacked, enlarged, or PiP layouts for two screens; Cemu’s GamePad or Pro Controller profile; and SteamDeckGyroDSU when a GamePad title needs motion. Test the actual launch route and consult current, title-specific compatibility guidance instead of assuming every game behaves identically.
