To limit game downloads and updates, open Steam > Settings > Downloads, turn on Limit Download Speed, and select a rate. To limit a Steam Remote Play or Steam Link stream, adjust its separate streaming bandwidth or quality settings: the download cap does not control streaming.
Limit Steam game download and update speed
- Open Steam > Settings > Downloads.
- Enable Limit Download Speed.
- Choose a rate that leaves room for gameplay and other household network use.
Steam says the chosen limit is shown in the Download Manager and in the dialog that appears when a game launches or updates. The setting limits download and update throughput; it does not set a limit for Remote Play video and audio. Check the units before choosing a cap
Steam’s rate settings use kilobytes or megabytes per second, while internet plans are commonly advertised in bits per second. A byte contains eight bits, so convert units before comparing a Steam cap with your plan’s advertised speed; actual usable throughput is also affected by network overhead. Steam’s default behavior is to pause downloads when a game starts so the game can use the network. Steam Support puts it this way: “Steam automatically pauses your downloads when a game is launched in order to prioritize the network activity for the game itself.” If you do not need downloads during a session, leave this behavior enabled. If you do want them to continue, use Steam’s download-during-gameplay option in Settings > Downloads and set a speed cap low enough to leave capacity for play and other users. There is no single cap that suits every connection; adjust it and check how the game performs. Steam Support: Downloads automatically pause when launching a game.

Choose update behavior for individual games
For a particular title, open Library, right-click the game, then choose Manage > Properties > Updates. Steam provides per-game choices for keeping a game updated, updating it only when launched, or prioritizing it over other games. Its per-game controls also let you choose whether other updates are permitted while that game is running. Schedule automatic downloads
In Steam > Settings > Downloads, set a time window for automatic updates if you want them to run when the connection is less busy. You can override the schedule from the Download Manager, or by launching a game that needs an update. Scheduling changes when automatic downloads happen; it is distinct from setting a maximum download rate. Steam Support: Managing Steam Downloads & Updates.

Limit Steam Remote Play or Steam Link bandwidth
For streaming, change the streaming controls rather than the game-download limit. Steam’s Remote Play guidance lets you tune bandwidth in advanced streaming settings, including from the in-game overlay. For Steam Link, the Bandwidth Limit control is under Streaming > Advanced Client Options, or in Big Picture Mode at In-Home Streaming > Advanced Client Options. The exact route depends on which Steam Link interface you are using. Steam Support: Steam Link – Suggested Network Settings and Steam Support: Steam Link – Network / Connectivity: Reduce network bandwidth.
Tune the stream to your connection
- For Remote Play, Steam suggests starting at 3 Mbit/s, then increasing the bandwidth gradually until hitches appear and backing off to the previous workable setting. This is a vendor-provided starting point, not a guarantee for every network, resolution, or stream.
- For Steam Link, begin at the lowest bandwidth setting and raise it gradually until problems appear; return to the last setting that worked. Select Automatic to restore default behavior.
- If you need to reduce stream bandwidth, try Balanced or Fast quality. These reduce bandwidth use at the expense of visual quality.
Steam also recommends a wired Ethernet connection for the host to reduce wireless interference. Its Remote Play performance overlay can help identify highly variable network time when you are troubleshooting stutter or freezing. Steam Support: Steam Link – Suggested Network Settings.

When a Steam download seems slow despite your settings
A low displayed download rate does not always mean Steam is applying a bandwidth cap. Game installation can be demanding on the CPU and storage drive, and Steam may throttle the displayed download speed to keep pace with installation work.
