How to Limit Xbox App Download Speed on Windows 11 or 10

The Xbox app on Windows does not currently provide a clearly documented, app-specific Mbps slider. You can try Windows’ built-in Delivery Optimization settings, but Microsoft says those limits apply to automatic downloads and may not govern a game download that you started manually. For a dependable per-application cap, use a bandwidth limiter such as NetLimiter, or configure QoS on your router if the whole household needs protection from the download.

Does the Xbox app have a built-in download-speed limit?

The Xbox app normally lets you pause and resume downloads, but Microsoft does not currently document a dedicated Xbox-app download-speed field where you can enter a limit such as 10 Mbps or 5 MB/s. Microsoft Q&A guidance generally points users toward Windows Delivery Optimization instead, but community guidance is not proof that the setting controls every Xbox download.

After limiting Xbox app downloads, Outbyte PC Repair can optionally review network-related Windows settings and background resource load.

The important distinction is between limiting broad Microsoft traffic and limiting only the Xbox app’s active game download. Delivery Optimization may affect some Xbox or Microsoft download traffic, but it is not a guaranteed Xbox-only throttle.

Try Delivery Optimization first

Delivery Optimization is built into Windows 10 and Windows 11. It manages delivery of Windows updates, Microsoft Store apps, other Microsoft products, and—in some configurations—content exchanged with other PCs. Its settings include bandwidth limits for foreground and background downloads, upload controls, and activity monitoring.

  1. Open Settings.
  2. Select Update & Security.
  3. Select Delivery Optimization.
  4. Open Advanced options.
  5. Choose an absolute bandwidth limit in Mbps or a percentage of measured bandwidth.
  6. Resume the Xbox download and monitor its actual throughput.

The labels and layout can vary slightly between Windows builds. Microsoft’s current documentation covers the available Delivery Optimization controls for both Windows 10 and Windows 11.

Absolute bandwidth versus percentage

An absolute limit is easier to understand. If you enter 20 Mbps, you are asking Windows to cap the applicable Delivery Optimization traffic at approximately 20 megabits per second.

A percentage limit is based on Windows’ measured bandwidth, not necessarily the headline speed of your internet plan. It can therefore produce a different result from what you expect, especially on Wi-Fi or a connection whose speed varies.

Why Delivery Optimization may not limit an Xbox game download

Microsoft explicitly says its Delivery Optimization bandwidth limits apply to automatic-update downloads and are not applied when a user manually initiates a download, such as downloading an app from the Microsoft Store. Xbox game downloads are normally started manually, so this documented exception means Delivery Optimization cannot be recommended as a guaranteed cap for an active Xbox download.

That does not prove it will never affect Xbox traffic. The download path can vary with the Windows version, Xbox app build, and related Microsoft components. In some cases the setting may appear to work; in others the Xbox app may continue above the selected limit. Treat it as a useful built-in experiment and a broad Microsoft-traffic control—not as an Xbox-app-only limiter.

The dependable method: limit the active process with NetLimiter

For a fixed per-application limit, NetLimiter’s official documentation describes rules that set maximum download or upload transfer speeds for selected applications or connections.

  1. Install NetLimiter from the official vendor site.
  2. Open the Xbox app and start the game download.
  3. Open NetLimiter’s activity view.
  4. Find the Xbox-related process that is showing live network traffic.
  5. Open or create its DL Limit.
  6. Enter the maximum download rate you want and enable the rule.
  7. Keep the rule enabled while the game downloads.
  8. Disable or delete the rule when you want future downloads to run at full speed.

Do not assume that limiting the visible Xbox launcher process alone will always be sufficient. Microsoft Store and Xbox installations can involve related gaming, Store, or delivery services, and the responsible process can vary by app version and installation architecture. Use NetLimiter’s live traffic view to identify the process actually receiving the data, then apply the rule there.

Convert MB/s to Mbps correctly

Download tools and network monitors do not always use the same unit:

  • Mbps means megabits per second.
  • MB/s means megabytes per second.
  • One byte equals eight bits.

To convert megabytes per second to megabits per second, multiply by eight. A target of 10 MB/s is approximately 80 Mbps, before protocol overhead. If you want a 5 MB/s ceiling, enter approximately 40 Mbps where the limiter uses Mbps.

Use a metered connection for data-use control—not speed limiting

Windows’ Metered connection option is not a precise throughput limiter. It changes how Windows and applications use data and may restrict background updates, pause some Microsoft Store downloads, or affect syncing. It can be useful on a capped, cellular, or expensive connection, but it is the wrong tool if you need an exact maximum such as 10 Mbps.

Windows 11

  1. Open Settings > Network & internet.
  2. For Wi-Fi, select Wi-Fi, choose the connected network, and review Metered connection.
  3. For Ethernet, select Ethernet, choose the connected network, and review the same setting.

Windows 10

Open Settings > Network & Internet, select Wi-Fi or Ethernet, choose the connected network, and review Set as metered connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If Xbox or Store downloads become unexpectedly slow after troubleshooting, check whether metering was enabled accidentally. Microsoft warns that it can affect Windows Update, Store downloads, app syncing, and other network-dependent behavior.

If the Xbox app ignores the limit

  1. Check the selected Delivery Optimization category. A background-only rule may not match an active foreground download.
  2. Pause and resume the game. Restart the Xbox app as well if its displayed speed does not change.
  3. Check Activity monitor. If the transfer is not appearing there, it may not be using the traffic path governed by Delivery Optimization.
  4. Compare multiple readings. Xbox, Task Manager, and a speed test may report different intervals or units. Instantaneous rates also fluctuate.
  5. Use a per-application limiter. If the Windows setting has no observable effect, identify the active process in NetLimiter and apply the download rule to it.
  6. Remove old throttles. Return to Delivery Optimization’s advanced settings and disable unintended absolute limits or raise percentage limits. Also review any NetLimiter rules.

A slow download is not automatically evidence of a bandwidth cap. Server load, network routing, Wi-Fi interference, disk activity, decompression, and the Xbox installation pipeline can all affect the displayed rate. The supplied Microsoft discussions do not establish one universal cause or one universal fix.

Avoid making registry edits, removing Gaming Services packages, stopping Windows services, or using a VPN as a standard solution. Those unofficial changes can destabilize Xbox or Microsoft Store installations and are not necessary for setting a bandwidth cap.

When router QoS is the better choice

Router-level QoS or bandwidth shaping is preferable when several household devices must remain usable while one PC downloads a large game. It can protect other devices even if the Xbox app’s process changes, and it can manage upload and download traffic centrally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Basic routers may limit the entire PC rather than only Xbox traffic. That can also affect browsing, voice chat, streaming, and online play on that computer. Application-aware controls vary substantially by router and firmware, usually require administrator access, and may be more complicated than a Windows utility. If the router lacks application-aware shaping, a device-level limit is still broader than an Xbox-only rule.

Which method should you choose?

Goal Best option Important limitation
No installation; broad Microsoft traffic control Delivery Optimization May not govern a manually started Xbox download.
Precise cap for the Xbox download NetLimiter You may need to identify a related process handling the traffic.
Reduce data usage on a capped connection Metered connection It changes multiple Windows behaviors and does not set a precise Mbps ceiling.
Protect every device in the home Router QoS May apply to the whole PC or require a compatible router.
Restore full speed Disable old Delivery Optimization or NetLimiter rules Recheck both foreground and background settings.

Bottom line

Start with Delivery Optimization if you want a free, built-in Windows option and can accept that it may not control a manually started Xbox download. If the cap must reliably apply to the Xbox traffic, use a per-application limiter such as NetLimiter and monitor which process is actually downloading. Choose router QoS instead when the real goal is protecting the rest of the household’s internet connection.
