For a straightforward town hall, schedule a webcam stream in YouTube Studio. For multiple cameras, overlays, or a more produced program, use an encoder. Before sharing the event link, decide who is allowed to watch, confirm the channel can livestream, and rehearse the entire path—from the presenter’s microphone to playback on an employee’s phone.
Choose webcam or encoder
YouTube offers mobile, webcam, and encoder livestreaming. For a company town hall, the choice usually comes down to a simple webcam broadcast or an encoder-led production. YouTube describes encoders as common for conferences and recommends a professional-grade hardware encoder for higher-production events; it does not require a particular camera, microphone, encoder, or software package.

These are workflow differences described in YouTube Help, not a tested performance comparison. Use the simplest setup that meets the event’s production needs.
Confirm eligibility and decide who can watch
Check livestream eligibility and permissions
YouTube says the channel must be verified and must not have had livestreaming restrictions in the previous 90 days. Mobile livestreaming has additional requirements; do not assume those mobile-specific requirements apply to the webcam or encoder route. Confirm that the person operating the event has the channel permissions needed to schedule and manage it.

Choose visibility before sharing a link
YouTube provides public, private, and unlisted visibility options. A scheduled stream can appear as upcoming, where viewers may be able to opt into notifications. An unlisted link is not the same as authenticated employee-only access: YouTube’s guidance does not establish it as a secure way to verify employee identity. Follow your company’s access and confidentiality policy when deciding whether the event belongs on YouTube and which visibility setting is appropriate.
Review the title, description, thumbnail, audience setting, and privacy before circulating the watch link. Treat the live broadcast and its later recording as separate access decisions; the recording may need different visibility or retention handling.

Schedule and configure the town hall
- Open YouTube Studio and enter Live Control Room. Choose the webcam route for a simple computer broadcast, or the encoder route for a production feed.
- Create or schedule the live event. Set its title, description, thumbnail, audience, and visibility. Scheduling gives the audience an upcoming event page and may allow viewers to request notifications.
- For webcam, select the intended camera and microphone. Confirm that the correct devices are active and that the presenter is framed and audible.
- For encoder, configure the ingest details in the encoder. Use the stream URL and stream key provided by YouTube, then wait for the encoder feed to appear in Live Control Room preview.
- Choose latency with interaction in mind. YouTube defines latency as the delay between capture and playback. Lower latency can make audience interaction more immediate, but may increase buffering.
- Protect the stream key. YouTube Help says, “Stream keys are like your YouTube stream’s password and address.” Share it only with trusted operators. If it may have been exposed, an owner or manager can reset it in the live-stream settings and update the encoder.
Rehearse the full production chain
Test access and playback
Run a test livestream before the town hall, using a private or unlisted rehearsal only if that fits company policy. YouTube also allows public selection before starting; choose a test visibility that will not disclose rehearsal material. Verify the actual watch page on desktop and mobile rather than relying only on the operator’s control screen.
Check network capacity and encoder timing
- Compare the configured total streaming bitrate with available upload bandwidth. YouTube recommends leaving 20% upload-bandwidth headroom; its Help page does not display a publication year, and the guidance was accessed in 2026.
- For an encoder event, YouTube recommends beginning setup at least 2 hours before the stream and starting the encoder at least 15 minutes before the scheduled event. These are YouTube recommendations, not guarantees of readiness.
- Check the Live Control Room preview, audio and video quality, watch-page playback, and mobile playback. If the production includes a backup encoder, test its failover rather than assuming it will take over correctly.
- Confirm that any local recording or archive file is actually being written and that storage is available.
Assign people to specific jobs
Before event day, name a presenter, stream operator, chat moderator, and a person responsible for watching playback and audio quality. YouTube advises monitoring stream quality and using moderation tools; assigning distinct owners is practical production planning, not a YouTube platform requirement.

Run the event and moderate it
- Keep Live Control Room or the compact Live Control Panel available for stream status and chat visibility.
- Monitor audio and video throughout the broadcast. Check playback from a viewer’s perspective as well as the control interface.
- Have the moderator handle unwanted chat using YouTube’s moderation tools. Avoid showing sensitive personal information on screen or allowing it to be posted in chat.
- Limit channel admin access to trusted people. Do not share the stream key more widely than the operators who need it.
End the stream and manage the recording
- End the broadcast in YouTube Studio or Live Control Room, and stop the encoder feed if one is being used.
- Check whether the recording is available, plays correctly, and has the intended visibility. YouTube says encoder streams shorter than 12 hours are automatically archived; its Help page does not display a publication year, and the guidance was accessed in 2026.
- Apply the company’s approved access and retention policy to the recording before sharing it. The live event’s visibility should not be assumed to be the right setting for the archive.
- Review the stream metrics in YouTube Studio. YouTube says live metrics are available in Live Control Room during and after the stream.
