The dependable way to make a Hunger Games Minecraft server is to run a Java Edition server, add a version-matched Hunger Games rules layer, build an arena, and test the complete round before inviting anyone. You can run the rules with vanilla command blocks or a datapack, but a Paper-based server is usually easier to administer when you need automated kits, spectators, borders, and arena resets.

This guide covers the server installation, configuration, game design, remote access, testing, and maintenance decisions that determine whether your matches start and reset reliably.

What you need before you start

Use the edition supported by the official server download

Mojang’s documented self-hosting setup is for Minecraft: Java Edition. The official download page states, “Please note: This server setup is only compatible with Minecraft: Java Edition.” Download the server JAR from Mojang’s Minecraft Server Download page, and make sure every player uses a client version compatible with that JAR.

Keep every component on a compatible version

Write down the Minecraft version before downloading anything else. The server JAR, Java runtime, Paper build (if you use Paper), plugin or datapack, and player clients all need to support the same release. Do not update one component in isolation and assume an older arena package will continue to work.

Prepare a dedicated server folder

Create a folder used only for this server. Keeping the JAR, world folders, server.properties, eula.txt, logs, plugins, datapacks, and backups together makes troubleshooting and rollback practical. Give the folder a clear name that includes the Minecraft version, such as hunger-games-java.

  • A Java installation suitable for your selected Minecraft or Paper release.
  • The official server JAR, or a Paper server JAR for a plugin-based setup.
  • Administrative access to the computer running the server.
  • A planned arena, lobby, spawn locations, loot rules, and reset method.
  • A backup location separate from the live world folder.

Install the Java server

1. Install Java

Java must be installed before the server JAR can launch. Install the Java release required by the Minecraft version or Paper build you selected. Paper’s Getting started documentation lists the requirement for each supported release; use that requirement rather than guessing from an older tutorial.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Download and place the server JAR

Download the JAR from the official Minecraft server page and move it into the dedicated folder. Rename it to a simple name such as server.jar if that makes your launch command easier to read. Keep the original version information in your maintenance notes.

3. Run it once to generate the configuration

Open a terminal or command prompt in the server folder and launch:

java -jar server.jar nogui

Replace server.jar with the actual file name if you did not rename it. The first run creates the files needed for configuration, including eula.txt and server.properties. Minecraft Help documents this first-run process in How to Setup a Minecraft: Java Edition Server.

4. Accept the EULA

Stop the process if it is still running, open eula.txt, change eula=false to eula=true, and save the file. Minecraft Help’s instruction is explicit: “Here you will need to set the eula=false to eula=true and save.” This is required before the server can run normally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Start the server again

Run the same command a second time:

java -jar server.jar nogui

Wait for the console to finish loading before connecting. Keep the console visible during early testing because startup errors, plugin exceptions, and failed world loads are reported there.

Configure the core server safely

Back up before editing

Stop the server cleanly, copy the entire server folder or at least the world folders and configuration files, then edit settings. The official setup identifies server.properties as the main configuration file. A backup lets you undo a bad setting or restore an arena after an unsuccessful test.

Set the basic match environment

Open server.properties in a plain-text editor. Configure the world and general behavior before installing the game layer:

Setting area What to decide for Hunger Games
World Which generated or custom world contains the arena; keep the name recorded for backups.
Gamemode The mode players receive when they enter a round and the mode used in the lobby.
Difficulty Whether hostile mobs and survival hazards are part of your rules.
Player limit The maximum simultaneous players your arena, loot supply, and hardware are designed to support.
Message of the day A short instruction or server name shown to connecting players.
Whitelist Whether only approved usernames can join while the server is being tested.

Save the file and restart the server after changes. Some settings are read only during startup, so changing a value while the process is running may appear to have no effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a whitelist during development

Enable the whitelist while you build and test. Add only the operators and test players who need access, then remove or change the restriction when you are ready for a public event. Never post an unprotected connection address while the configuration is unfinished.

Choose vanilla commands, a datapack, or Paper plugins

The server JAR alone does not create Hunger Games rules. You need a separate layer that handles the arena and the round lifecycle.

Approach Version compatibility Rule depth Administration Reset capability
Vanilla command blocks Uses the commands available in the selected Minecraft release. Can implement a custom system, but every trigger and state transition must be built and maintained manually. No extra server software; debugging command chains can be laborious. Possible, but you must design the cleanup and restoration commands yourself.
Vanilla datapack Must explicitly support the exact Minecraft release. Can package functions, scoreboards, timers, and rules more cleanly than scattered command blocks. Lightweight, but documentation and update cadence depend on the project author. Available only if the datapack includes a reliable reset workflow.
Paper plugin Must match both the Minecraft version and the Paper build. Often provides configured kits, borders, spectators, permissions, countdowns, and automated resets. Centralized configuration and console logging; requires plugin maintenance. Look for explicit arena-reset support before committing to a project.

Why Paper is the usual plugin base

PaperMC describes Paper as “a drop-in replacement for both CraftBukkit and Spigot, you don’t need to make any changes.” Its startup documentation also identifies the Java requirement for each release. Download the Paper build that matches your Minecraft version, place it in a new or backed-up server folder, perform the first-run EULA step there, and verify that it starts before adding a game plugin.

Select the Hunger Games project by its compatibility statement

Choose a maintained plugin or datapack that explicitly lists your Minecraft and Paper versions. Check whether it documents an arena editor, spawn assignment, pre-game countdown, grace period, chest or kit handling, border control, death and spectator behavior, victory detection, and automatic reset. If any of those are absent from the documentation, plan to provide that feature with your own commands or choose another project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not copy commands from a guide written for a different release. Plugin commands, configuration file names, permissions, and installation folders vary by project, and the exact command set cannot be assumed without the selected project’s documentation.

Add and configure the Hunger Games rules layer

Install one project at a time

Stop the server, copy a backup, and install the selected plugin or datapack exactly where its documentation specifies. Start the server and read the console for a successful enable message or a version error. Do not install several competing Hunger Games systems together; overlapping scoreboards, world protection, or respawn handlers can produce failures that are difficult to isolate.

Define the lobby and arena locations

Set a protected lobby where players wait before a round. Mark every arena boundary and assign a spawn point for each starting player. Decide whether the central area is a shared scramble or whether players begin at separate perimeter locations. Keep spawn points far enough apart that a player cannot attack another immediately unless that is intentional.

Set the round states

Your rules layer should have distinct states rather than relying on players to follow instructions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Waiting: players join the lobby and the system checks whether enough participants are present.
  2. Countdown: players are frozen or otherwise prevented from starting early while the arena prepares.
  3. Grace period: players can collect initial supplies without PvP, if your rules include that protection.
  4. Active match: PvP, the playable border, loot refills, and elimination rules operate normally.
  5. Endgame: the last eligible player or team triggers the win condition.
  6. Reset: players are moved out, temporary blocks and containers are restored, and the arena becomes available for another round.

Configure loot, kits, and protection

Choose either chest-based scavenging, fixed kits, or a combination. Record which items are intentionally available and how often chests refill. If players can break blocks, decide whether the arena is restored afterward; if they cannot, make sure the rule layer still allows every route and chest to be reached. Protect the lobby and any command or staging area from player edits.

Handle elimination and spectators

Decide what happens at death: immediate spectator mode, teleport to a viewing area, or removal from the arena. Prevent eliminated players from revealing hidden positions through chat or unrestricted flight if competitive secrecy matters. The winner should be announced and returned to the lobby before the reset begins.

Build an arena that supports fair matches

Create multiple viable routes

A good arena gives players meaningful choices instead of one forced corridor. Include a central high-risk area, quieter outer routes, defensible positions, and enough connections that a player can disengage. Walk every route in survival mode and check that terrain, doors, ladders, water, and vertical drops work without operator privileges.

Balance the opening minute

Place starting points so no player has a guaranteed chest or an unavoidable ambush. Test the first rush repeatedly with operators, then with ordinary players who do not know the layout. Move high-value loot when one spawn consistently wins the opening exchange.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan the playable zone

If the mode uses a shrinking border or another playable-zone mechanic, document its starting size, warning period, movement schedule, and damage behavior in your rules. Make sure the final safe area is reachable from every spawn and does not end inside an inaccessible structure.

Design for the intended player limit

The player limit in server.properties should reflect the arena’s actual capacity, not an aspirational number. More players require more starting routes, loot, spectator handling, and testing. If the selected rules project has its own participant limit, keep that value aligned with the server setting.

Test a complete round before inviting friends

Use operator accounts first, but test ordinary-player permissions before launch. Run this checklist in order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Join with the whitelist enabled and confirm that approved and unapproved usernames receive the expected result.
  2. Enter the lobby and verify that players cannot alter the staging area.
  3. Start the countdown and check that no player can move, attack, or take loot before the intended release.
  4. Collect items from every chest or kit source and confirm that inventories are cleared or preserved exactly as your rules state.
  5. Wait through the grace period and verify the moment PvP becomes active.
  6. Trigger deaths from different causes and confirm spectator, teleport, chat, and inventory behavior.
  7. Reduce the field to one eligible player and verify the victory announcement and reward, if any.
  8. Watch the reset: players should leave the arena, temporary changes should be restored, and chests or kits should be ready for a new round.
  9. Start a second round immediately. A system that works once but retains scoreboards, items, or border state is not ready.

Record the exact failure, player name, world, and console message when something goes wrong. Reproduce it with the smallest number of plugins or datapack functions possible before changing several settings at once.

Let friends connect from outside your network

Prove the server works locally first

Connect from the same computer or local network before troubleshooting the internet. This separates game, Java, and plugin problems from firewall and router problems. Keep the whitelist active while local testing is under way.

Understand the remote-access work

Mojang notes that players outside the local network may require firewall and router configuration, including port forwarding. Minecraft Help likewise warns that home-network setup is involved. You must allow the server process through the computer’s firewall and forward the server’s listening port from the router to the machine running Minecraft. The port value is shown in server.properties if you changed it; use the same value consistently.

Router interfaces differ by manufacturer and internet provider, so follow that device’s instructions for creating a port-forwarding rule. Do not publish your public address until you have tested the rule, and avoid exposing a server that still has operator accounts, test commands, or an open whitelist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give players only the connection information they need

Provide the public address and port, the exact Minecraft version, and a short note explaining whether the whitelist is active. Never share your router login, local administrative credentials, or server files. Remove temporary test accounts and review operator permissions before opening access.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Self-hosting versus managed hosting

Running the server at home gives you direct control, but you are responsible for Java installation, uptime, backups, firewall rules, router forwarding, updates, and recovery. Managed Minecraft hosting is an alternative for readers who do not want to maintain those parts themselves. The following trade-offs are the practical decision points; no universal monthly price or hardware allocation is established here.

Responsibility Self-hosted computer Managed service
Monthly cost Depends on electricity, hardware, and internet service; no fixed amount applies. Depends on the provider’s plan; compare the recurring price and renewal terms.
Player slots and CPU/RAM Limited by your machine and connection; measure under your real workload. Specified by the selected plan; confirm the allocation rather than relying on a slot label.
Backups You create and verify them. Check frequency, retention, restore access, and whether backups are included.
Plugins and datapacks Full file access, subject to compatibility. Confirm Paper support, file access, and whether custom JARs are allowed.
Geographic latency Usually tied to your home connection and location. Choose a data-center region near most players.
Console access Direct local terminal access. Confirm whether a web console or equivalent control panel is provided.
Firewall and port forwarding You configure and secure the router and host firewall. The service normally handles the public endpoint; verify its security controls.

Whichever route you choose, keep the same version ledger and arena backups. Moving from a home server to a managed service is much easier when the world, configuration, plugin list, and reset procedure are documented.

Troubleshoot the failures that stop a match

The JAR closes immediately

Run the launch command in a visible terminal instead of double-clicking the file. Read the error, verify that Java is installed, and check that the Java release matches the Minecraft or Paper build. Confirm that the command points to the correct JAR and that you are running it from the server folder.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The server repeatedly asks for the EULA

Stop the process, open the eula.txt that belongs to this server folder, set eula=true, save it as plain text, and restart. Editing a different copy of the file or saving it with an extra extension leaves the active server unchanged.

The plugin does not load

Check the startup log for a version or dependency error. Confirm that the JAR is in the Paper plugin location required by the project, that the server is actually Paper, and that the plugin explicitly supports your Minecraft and Paper versions. Restore the backup and test without unrelated plugins if the error persists.

Friends cannot connect

Test locally, then check the host firewall, router forwarding target, listening port, and public address. A successful local connection does not prove that the router rule is correct. If the network uses carrier-grade NAT or blocks inbound connections, ask the internet provider whether a public inbound address is available or use managed hosting instead.

The second round starts with broken state

Inspect scoreboards, inventories, player modes, border settings, containers, temporary blocks, and teleport destinations after the first match. Add each cleanup action to the reset workflow and repeat the two-round test until the arena is identical at the start of both games.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain the server between events

Keep a version and change log

Record the Minecraft version, Java version, Paper build, plugin or datapack versions, configuration changes, and backup location. Before updating, read the compatibility notes for every component. Update one component at a time so a regression has a clear cause.

Back up worlds and configuration

Make a dated backup while the server is stopped or after using the project’s documented safe-save procedure. Include world folders, server.properties, whitelist and operator files, plugin configuration, datapacks, and any custom scripts. Periodically restore a copy to a separate test folder; an untested backup is not a recovery plan.

Review permissions and access

Remove former operators, rotate shared access credentials, and keep the whitelist aligned with the current player group. Review firewall and router rules after network changes. Treat a public address as sensitive information even when the server is only intended for friends.

Launch checklist

  • Java, the server JAR, player clients, Paper (if used), and the Hunger Games project support the same Minecraft release.
  • eula.txt contains eula=true in the active server folder.
  • server.properties has been backed up and matches the arena’s player limit, world, gamemode, difficulty, message, and whitelist policy.
  • The rules layer defines lobby, countdown, grace period, loot or kits, PvP, border, death, spectator, victory, and reset behavior.
  • Every spawn, route, chest, protected area, and spectator destination has been tested without operator privileges.
  • A complete round and an immediate second round finish without leftover items, scoreboards, border settings, or world damage.
  • Local connections work, remote access has been tested, and firewall or router changes are documented.
  • World and configuration backups exist somewhere separate from the live server folder.

For a small private event, vanilla commands or a datapack can be enough if you are willing to build and maintain the state machine yourself. For repeatable matches with automated arenas, Paper plus a maintained, version-matched Hunger Games plugin reduces manual administration—but only after you verify its documented features and test its reset behavior on your exact server version.
