To make a Minecraft anarchy server, use Minecraft: Java Edition, download the official Java server JAR, install a compatible Java runtime, run the JAR once to create its files, accept the EULA only after reading it, and configure server.properties. Set survival gameplay, enable PvP, set difficulty to hard, remove spawn protection, choose a Nether policy, and then decide how players will connect. The official default listening port is 25565.
Prefer not to run the server on your own PC? Godlike.Host offers hosted Minecraft Java servers with free DDoS protection and up to three free backups a day.
Anarchy does not mean the computer running the server has no boundaries. You still need an explicit policy for exploits, duping, hacked clients, combat logging, lag machines, abusive chat, doxxing, illegal content, and attacks on the host. Publish those boundaries before inviting players.

Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhat an anarchy server actually is
An anarchy server is a multiplayer world where the operator intentionally removes most conventional restrictions. Players usually have broad freedom to fight, steal, destroy builds, form factions, and make their own arrangements. The exact meaning is yours to define: there is no universal Minecraft setting called “anarchy.”
Write the policy before launch. A server described as “no rules” still needs operational limits because the owner controls the machine, network, software updates, and access to the world. Make the policy visible in the MOTD, a rules page, or a welcome channel.

Decisions to make before opening the server
| Issue | Policy choices to state clearly |
|---|---|
| Combat and griefing | Allow unrestricted PvP, raids, theft, destruction, traps, and spawn killing, or prohibit selected behavior. |
| Clients and exploits | Decide whether hacked clients, duplication glitches, unintended exploits, redstone lag machines, and automation are allowed. |
| Combat logging | Allow players to disconnect during fights, or define a technical or administrative penalty. |
| Chat and identity | State whether hate speech, harassment, threats, impersonation, doxxing, and spam are tolerated. |
| Moderation | Explain whether there are player moderators, owner intervention, bans, rollbacks, or no in-game enforcement. |
| Non-negotiable boundaries | Reserve the right to remove malware links, illegal content, attacks on the host, or activity that endangers the server or its players. |
Publishing these choices prevents a common dispute: one group interprets “anarchy” as unrestricted gameplay while another assumes the owner will still remove cheats or abusive conduct.
Choose the software and hosting approach
Use Java Edition for the standard dedicated-server workflow
The procedure in this guide is for Minecraft: Java Edition. Download the server software from the official Minecraft server download page. Minecraft states that its official server software for Java and Bedrock is free to download, but players still need the appropriate game edition and account to connect.
Download the JAR that matches the Minecraft version you intend to run. Do not assume that a server JAR for one release will correctly serve clients on another release. Keep the downloaded filename, because the launch command must use that exact name unless you rename it.
Vanilla or Paper
Vanilla is the official server implementation and exposes the basic Minecraft configuration. Paper is a compatible server implementation with plugin support and additional performance and configuration controls. Pick the implementation before you create a public world, because switching later can affect plugins, configuration, and update timing.
| Decision axis | Vanilla | Paper |
|---|---|---|
| Plugin support | No Paper plugin ecosystem; use the controls included with the official server. | Supports Paper-compatible plugins, which can add moderation, administration, gameplay, or monitoring features. |
| Performance controls | Fewer operator-level tuning options. | More configuration surface and performance controls, with additional settings to learn. |
| Update timing | Track the official Minecraft server release directly. | Wait for a Paper build compatible with the target Minecraft version and check plugin compatibility. |
| Compatibility | Closest match to the official server software. | Check the Paper build, target Minecraft version, and every plugin before upgrading. |
| Best fit | A simple, close-to-official anarchy world. | An anarchy world that needs plugins, richer administration, or additional tuning. |
Paper’s server.properties reference documents the default values and explains the network settings used by Paper. The same concepts apply when you configure a Java server, but always use the documentation for the exact implementation and version you selected.
Home computer or managed hosting
A home server gives you direct control and avoids a hosting subscription, but it requires router and firewall work and exposes your home connection when the port is public. Managed hosting shifts those tasks to a provider in exchange for a recurring fee and provider-dependent limits. Neither option guarantees a particular player count or uptime without testing the selected plan and world.

| Factor | Home hosting | Managed hosting |
|---|---|---|
| Recurring cost | No hosting bill, although electricity, hardware, and network costs remain. | Recurring fee determined by the provider and plan. |
| Uptime | Depends on your computer, power, operating system, and internet connection. | Depends on the provider’s infrastructure and terms. |
| Backups | You must create, verify, and store them yourself. | May be included, limited, or sold as an add-on; verify the retention and restore process. |
| Port forwarding | Usually required for players outside your local network. | Usually handled by the hosting platform. |
| Public-IP exposure | Your home public IP can be exposed to players who connect directly. | The provider normally presents its own server address, but review its security and privacy terms. |
| Geographic location | Fixed at your home connection. | Choose from the provider’s available regions. |
| Maximum players | Limited by your hardware, upload capacity, and the world’s workload. | Limited by the selected plan and provider policies. |
Minecraft’s Java server setup guidance warns that home-network configuration is not recommended unless you understand what you are doing and warns against publicly advertising a home public IP. Use managed hosting if router configuration, public-IP exposure, or continuous uptime is a concern.
Install Java and create the server directory
Use a dedicated directory rather than placing the server in a general downloads folder. The directory will contain the world, logs, configuration, permissions, and any plugins or mods you add later.
- Create a dedicated folder. Examples include
Minecraft-Anarchyon Windows orminecraft-anarchyin your home directory on Linux or macOS. - Download the version-matched server JAR from Minecraft.net and place it in that folder.
- Install a Java runtime compatible with the server version. Open a terminal or command prompt and run
java -version. The command must return a Java version rather than an error such as “java is not recognized.” If it fails, install Java, reopen the terminal so the PATH change is loaded, and run the check again. - Open the terminal in the server folder. On Windows, use File Explorer’s address bar or a command prompt; on macOS or Linux, use
cdto change to the folder.
The Java version requirement can change between Minecraft releases. Use the requirement published for the exact server version you downloaded instead of copying a Java command from an unrelated release.
Run the JAR once and accept the EULA
Start with a first launch so the server can generate its initial files. Replace server.jar below with the actual filename:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →java -jar server.jar nogui
The server will normally stop or refuse to continue until you address the EULA. After the first run, stop the process cleanly, then inspect the generated eula.txt and server.properties files.
- Stop the process. Use the server console’s stop command if it is running. Avoid killing the process while the world is saving.
- Read the EULA. Change
eula=falsetoeula=trueonly if you agree to the Minecraft EULA. This is an authorization step, not a performance setting. - Save the file without changing its name. A typo such as
eula= trueor leaving the value false will prevent startup. - Open
server.propertiesin a plain-text editor. Do not use a word processor that adds formatting.
Paper documents the relationship between its reference files and vanilla data files in its vanilla data files documentation. Keep the EULA file and properties file in the server’s main directory so the JAR reads them at startup.

Configure the anarchy gameplay settings
Change only the properties you understand, and keep a copy of the original file before editing. The following values create a conventional survival anarchy baseline:
| Property | Recommended starting value | What it controls |
|---|---|---|
gamemode |
survival |
The default game mode for players entering the world. |
pvp |
true |
Whether players can damage one another through normal PvP mechanics. |
difficulty |
hard |
The world’s difficulty, including hostile-mob behavior and survival pressure. |
spawn-protection |
0 |
Removes the protected radius around the world spawn, allowing the unrestricted combat and building policy to apply there. |
allow-nether |
true or false |
Whether players can use Nether travel. Choose this to match your published world policy. |
max-players |
Set to your tested capacity | The connection cap. Do not claim a capacity you have not tested on your hardware or hosting plan. |
motd |
A descriptive message | The message shown in server lists and connection screens. Use it to summarize the anarchy policy and version. |
server-ip |
Blank | Leaving it blank binds the server to available interfaces. Enter a specific address only when you have a deliberate binding requirement. |
server-port |
25565 |
The TCP port used for connections. This is the documented default. |
Paper’s reference lists server-port=25565 and explains that a blank server-ip binds all interfaces. That convenience also means the service can listen on every network interface, so do not expose the port until you understand your firewall and router rules.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Choose the Nether policy deliberately
Keeping allow-nether=true enables the normal Nether dimension and portal travel. Setting it to false makes the world surface-only from the server’s perspective. Neither choice makes the server more or less anarchic by itself; it changes the resources, travel routes, and strategic geography available to players.
Use the MOTD as a policy signpost
Keep the MOTD short enough to read in a server list, but include the target Minecraft version and a pointer to the complete policy. For example, it can say that PvP, griefing, and player conflict are allowed while malware, doxxing, and attacks on the host are removed. Do not describe a server as having “no rules” if you enforce exceptions that players cannot discover.
Start, test, and invite players
- Launch the configured server. Run
java -jar server.jar noguiagain from the server directory, using the exact JAR filename. - Wait for the ready message. The console should finish loading and indicate that the server is ready to accept connections. Read errors instead of assuming a window that remains open means success.
- Test locally first. From Minecraft Java Edition on the same computer, connect to
localhost. This tests the JAR, Java runtime, world, and local configuration without involving the router. - Test with a non-operator account. Use a temporary whitelist and a normal player account to verify spawn behavior, PvP, difficulty, Nether access, chat, and the limits of your published policy.
- Grant operator status sparingly. Operators can alter the world and server state. Give it only to people you trust, and remove it when testing is complete.
- Back up before inviting the public. Stop the server cleanly, copy the world directory and configuration, and store the copy away from the live machine.
A local connection that works but a remote connection that fails usually indicates firewall, router, address, or port-forwarding trouble rather than a gameplay-property problem.
Open the server to the internet
You do not need port forwarding for players on the same local network if they connect using the server computer’s local address. Players outside that network generally need the server’s public address and a reachable TCP port.
Rank #4
- Skins! We have biome settlers, city folk, town folk, and more!
- The Nether and all its inhabitants. Fight Ghasts and make friends with Pigmen
- Cross platform play for up to five players between Pocket Edition and Windows 10
- Revamped touch controls, controller support, and a controller mapping screen
- Enhanced Weather effects! Accumulating snow and more
- Keep the default or choose a deliberate port. The documented default is
25565. If you changeserver-port, every player must use the new port in the server address. - Allow the port through the host firewall. Create a rule for the chosen TCP port and restrict other inbound services. The exact screens differ by operating system.
- Forward the port in the router. Map the external TCP port to the server computer’s stable local address. Reserve that local address in the router or configure an equivalent static assignment so the rule does not point to a different device later.
- Test from outside your home network. Ask a trusted player on another connection to join, or use a separate network. A test from inside the same LAN may succeed even when the internet-facing rule is wrong.
- Share only the address players need. Do not publicly advertise your home public IP. Share it privately with your intended players, or use managed hosting when exposing a residential connection is unacceptable.
Leave server-ip= blank unless you have a specific reason to bind to one local interface. Binding the wrong address can make the server appear offline even though the process is running.
Reliability and security practices
Backups
Back up the world directory and configuration before changing versions, installing plugins, or editing important properties. Keep at least one offline or versioned copy so corruption, accidental deletion, or a bad update does not become permanent. A backup is useful only if you can identify its date and restore it.
Updates
Update Java and the server software, but do not replace a live JAR blindly. Read the release notes for the target Minecraft version, confirm the Java requirement, copy the world and configuration, and test the update with a temporary server or backup. If you use Paper, verify that the Paper build and every plugin support the target version.
Permissions and moderation
Use a whitelist while configuring the server and during private testing. Remove it only when you are ready for public access. Keep operator status limited, review the console, and document who can restart, update, restore, or ban. Even an anarchy server needs an owner capable of protecting the host and responding to clearly defined safety issues.
Network exposure
Expose only the Minecraft port, keep the operating system patched, and avoid running unrelated services on the same publicly reachable machine. If your home router, firewall, or public-IP exposure is unfamiliar, managed hosting is the safer operational choice.
Troubleshoot common launch and connection failures
“Java is not recognized” or the version is wrong
Run java -version in a new terminal. If the command fails, install the runtime required by your server release and ensure the Java executable is on PATH. If several Java versions are installed, invoke the correct executable explicitly or adjust PATH before launching the JAR.
Best Value
- Play and share with friends on console, mobile and Windows 10
- discover community creations in the new in-game store
- access new mini games and game modes through servers
The server says the EULA has not been accepted
Stop the process and open eula.txt in the server directory. Confirm that the line is exactly eula=true, then save it as plain text. If the file keeps reverting, check that you are editing the same directory from which you launch the JAR and that the account has permission to write there.
The server starts but players cannot connect locally
Confirm that the console reaches its ready state, that the client uses Java Edition, and that the server and client versions match. Test localhost on the server computer. Check the console for a port-binding error, and make sure another process is not already using the configured port.
Local play works but remote play fails
Verify the host firewall rule, router forwarding destination, chosen TCP port, and the server computer’s current local address. Test from a different network. If your internet service uses carrier-grade NAT or blocks inbound connections, ordinary port forwarding may not work; use a hosting arrangement that provides a reachable address instead.
Players spawn in a protected area
Stop the server, confirm spawn-protection=0 in server.properties, save the file, and restart. Some server implementations or plugins can add their own protection, so inspect those configurations if the vanilla property is correct.
A property change appears to do nothing
Many settings are read at startup. Stop the server cleanly, edit the file while the process is stopped, save it as plain text, and launch again. Check spelling, capitalization, and whether a plugin or alternate server implementation overrides the behavior.

When to choose vanilla, Paper, or managed hosting
Choose vanilla when your priority is the smallest gap from the official server and you do not need plugins. Choose Paper when plugin support, additional controls, or server-side administration justify its larger configuration surface and version-compatibility checks. Choose managed hosting when you do not want to expose a home network, configure port forwarding, maintain uptime, or operate your own backup system. In every case, measure your actual world and player workload rather than relying on an unverified RAM, player-count, or uptime promise.
