How to make ordinary terracotta

Gather clay and fuel.

Put the clay in a furnace and add fuel to smelt it. The result is ordinary terracotta.

How to make colored terracotta
Use the in-game dye recipe to color ordinary terracotta. Dyed terracotta is a separate colored block; according to the Minecraft Wiki, its color cannot be removed or changed after dyeing. Choose the color before crafting if you want to avoid using the wrong one.

How to make glazed terracotta
Start with colored terracotta, then smelt it in a furnace with fuel. The smelting step turns the colored block into glazed terracotta. Plain, undyed terracotta is not the input for this process.
