A rule dump is not automatically portable. Interface names, addresses, kernel modules, custom chains, firewall ownership, and even the packet-filtering backend can differ between servers. Treat the migration as a configuration cutover with a tested rollback, not as a file copy.

1. Inventory the source and destination before exporting anything
Start by documenting the source server and the new host. This prevents a syntactically valid ruleset from referring to resources that do not exist on the destination.
Record the source firewall state
- Distribution and release, including whether the host uses systemd, an older init script, firewalld, native nftables, or standalone legacy iptables.
- Whether IPv4, IPv6, or both are active. Check addresses, routes, and the services that listen on each family.
- All interface names, including public, private, bridge, VLAN, VPN, and container interfaces.
- Current default policies and the contents of the filter, nat, mangle, raw, and security tables where present.
- Custom chains, jump targets, comments, address ranges, port forwards, masquerading rules, and connection-state rules.
- ipsets, conntrack helpers, kernel modules, and external services that insert rules at boot or when a network changes.
- The management path: SSH port, administrative source networks, DNS, monitoring, backup, orchestration, and application dependencies.
Compare the new host
Write down the destination’s interface names and addresses after networking is configured. A source rule such as -i eth0, a source-specific allow rule, or a DNAT destination can be wrong even when the rest of the file is identical. Confirm that required kernel modules and helper services are available, and identify which component owns the firewall. A host managed by firewalld or native nftables should not be treated as an unmanaged legacy-iptables machine.

2. Export IPv4 and IPv6 as separate, immutable files
Run the exports on the source with sufficient privileges:
iptables-save > rules.v4
ip6tables-save > rules.v6
Use the second command when IPv6 is configured or intentionally filtered. The files contain table declarations, chains, policies, rules, counters, and comments in a format that restore tools can consume. Red Hat documents iptables-save as the export mechanism and notes that a saved file can be copied from another system for distribution.
Keep the original files unchanged. Store a dated, access-controlled copy outside the destination’s live configuration directory, for example:
cp --preserve=all rules.v4 rules.v4.source-original
cp --preserve=all rules.v6 rules.v6.source-original
Do not assume that saving rules makes them survive a reboot. The commands change kernel state immediately; persistence requires a file in the location expected by the distribution and a service or boot action that restores it.
3. Transfer the dumps securely and review every host-specific dependency
Copy the files over an authenticated channel, then verify ownership and permissions on the destination. Before attempting a restore, inspect the text rather than blindly replacing addresses:
- Replace source addresses, destination addresses, interface names, VLAN identifiers, and VPN devices that differ on the new host.
- Check port forwards and masquerading rules against the destination’s actual private networks.
- Find custom-chain references and confirm that every referenced chain is defined in the same file or created by a service that will run first.
- Remove or replace matches for unavailable modules, conntrack helpers, or extensions not installed on the destination.
- Review comments for old host names and operational assumptions; comments do not affect filtering but can mislead future maintenance.
- Check rules that depend on ipsets. Export and recreate each set separately, or adapt the rules to a mechanism available on the new host.
Preserve the untouched source dump and the edited destination candidate separately. That distinction gives you a known-good rollback file and an auditable record of changes.

4. Identify the destination’s firewall backend
The command name alone does not identify the packet-filtering engine. Some current distributions provide iptables commands that program an nftables backend; others expect firewalld or a native nftables ruleset. A migration must match the destination’s control plane.
| Destination situation | Migration method | Important limitation |
|---|---|---|
| Standalone legacy iptables service | Restore the v4 and v6 dumps with the matching iptables tools, then configure that service’s persistence files. | Rules and extensions must exist in the destination kernel and userspace. |
| iptables commands backed by nftables | Confirm compatibility, test the dumps, and check the generated nftables state after restore. | Legacy extensions or unusual matches may behave differently from a legacy backend. |
| Native nftables management | Translate each dump with iptables-restore-translate, review the native ruleset, and enable the destination’s nftables service. |
Translation is not a substitute for reviewing semantics, ordering, sets, and service ownership. |
| firewalld-managed host | Recreate the intended zones, services, sources, forwarding, and rich rules through firewalld’s supported configuration. | A direct restore can be overwritten when firewalld reloads. |
On a release that documents an explicit iptables-to-nftables workflow, follow that release’s procedure for disabling any legacy service and enabling nftables. Do not run two competing managers and expect their rule order to remain stable.
5. Parse the files without committing them
Use restore’s test mode before changing the live firewall:
iptables-restore --test < rules.v4
ip6tables-restore --test < rules.v6
The short option is -t where supported. Debian’s restore documentation defines test mode as parsing and constructing the rules without committing them. It catches malformed syntax, missing chains, and many unavailable extensions while leaving the current tables untouched.
Test mode cannot prove that a rule expresses the right policy, that an interface will exist at boot, or that a module will load during startup. After a successful parse, inspect the candidate line by line and compare it with the destination inventory.
Be aware of flush behavior. A normal restore flushes the affected table before loading the file. The --noflush option preserves existing entries, but combining an imported ruleset with unknown live rules can produce duplicates and unexpected ordering. Use --noflush only when you have a specific, documented reason and understand the resulting chain state.

6. Plan a cutover that preserves administrative access
Firewall mistakes are easiest to fix before the first packet is filtered. Arrange all of the following before applying a candidate file:
- Keep an existing SSH session open; do not close it after starting the restore.
- Have console, hypervisor, serial, or other out-of-band access that does not depend on the network firewall.
- Confirm the new rules explicitly allow the management port from your administrative source networks.
- Allow DNS, time synchronization, monitoring, logging, configuration management, and application dependencies required during the change.
- Prepare a second client connection from the expected administrative network and, when relevant, from an application or player network.
- Schedule the change with a clear rollback window and a person who can use the console if the first session is lost.
Apply the rules from the open session, then test from the second connection. A default-deny policy can make the first session appear healthy while blocking every new connection, so both tests matter.

7. Restore the rules and verify actual behavior
Once the files have passed review and test mode, apply the appropriate family:
iptables-restore < rules.v4
ip6tables-restore < rules.v6
Restore IPv4 and IPv6 deliberately; loading only the IPv4 file leaves the other protocol family governed by its previous state, which may expose services or cause unexplained outages.
Inspect the resulting configuration
iptables -S
iptables -L -n -v
ip6tables -S
ip6tables -L -n -v
Inspect the nat tables separately when the migration includes forwarding or masquerading:
iptables -t nat -L -n -v
ip6tables -t nat -L -n -v
Check that default policies, custom chains, counters, and rule order match the candidate. Counters should move when you exercise traffic; a counter that remains at zero can indicate a wrong interface, address, chain jump, or client path.

Exercise allowed and denied traffic
- Open the management connection from the second client.
- Resolve names and test the outbound services the host needs.
- Connect to every intentionally published application port from an allowed network.
- Test forwarding, DNAT, SNAT, and return traffic where the server is a gateway.
- Confirm that representative unauthorized sources and closed ports are denied.
- Repeat the checks over IPv6 if the host advertises IPv6 addresses or routes.
If the restore reports an error, do not keep experimenting on the live session. Use the open session or console to restore the previous known-good file and investigate the failing line offline.
8. Configure persistence for the destination distribution
Persistence is release-specific. Verify the installed package and service names on the new host rather than copying an older init-script instruction unchanged.
Red Hat-style iptables service
Red Hat documentation uses /etc/sysconfig/iptables for the saved IPv4 rules and reapplies them through the iptables service. After validating the live rules, place the reviewed file there with the permissions expected by the installed service, then confirm the service is enabled for boot. The documented path belongs to the legacy service model; newer releases may use firewalld or nftables instead, so check the release’s firewall documentation first.
Debian-style persistence
Debian guidance commonly uses /etc/iptables/rules.v4 and /etc/iptables/rules.v6 with the iptables-persistent package or an equivalent boot hook. Ensure both files are present when both protocol families are active, and verify that the restore action runs after networking and before services that depend on the firewall.
Native nftables destination
Generate candidates from both dumps:
iptables-restore-translate -f rules.v4 > rules.nft.v4
ip6tables-restore-translate -f rules.v6 > rules.nft.v6
Review the generated native rules for table names, chains, sets, policy direction, NAT semantics, and rule ordering. Combine or install them according to the destination release’s nftables service format. Disable the legacy iptables restore service when the release documentation requires it, enable nftables, and make sure only one manager owns the live rules.

- ipsets: the set definitions and members may need a separate export and restore before rules that reference them.
- Conntrack helpers: helper modules and assignment behavior must exist on the destination; otherwise related protocols can fail even though the rule text loads.
- Kernel modules: arrange boot-time loading for required matches, targets, NAT modules, bridges, or tunneling features.
- Network readiness: rules tied to a device can load before that device appears unless the service ordering accounts for it.
- Containers and orchestration: a runtime may add chains after boot, changing order or policies. Treat those chains as part of the destination’s control plane.
Document these dependencies alongside the two rule files so a later restart reproduces the same environment instead of merely replaying text.
10. Reboot-test the persistence mechanism
After the files and service configuration are in place, perform a controlled service restart or reboot during the approved maintenance window. Keep console access available and repeat the connectivity checks after networking is up.

Common failure modes and recovery
The restore fails with an unknown option or match
The destination lacks an extension, module, or compatible backend feature. Identify the exact rule, install the supported component if appropriate, or rewrite that rule for the destination’s backend. Do not comment out a security rule without deciding what replaces its protection.
SSH survives but new connections fail
The existing connection may be permitted by an established-connection rule while new sessions are blocked by policy or ordering. Use the console or open session to add the intended management allow rule, verify its position, and retest from a second client.
Rules load but forwarding or NAT does not work
Check the nat table, forwarding policy, IP forwarding sysctl, route paths, interface names, and return traffic. Counters on the expected DNAT or masquerade rule show whether packets reach it.
IPv6 is unexpectedly reachable or unreachable
Confirm that the v6 file was exported, edited for the new addresses and interfaces, tested, restored, and included in persistence. An IPv4-only procedure does not configure IPv6.
The firewall changes after a reload or reboot
Find which service owns the rules and whether another manager is restoring a different file. Align the persistence path with that manager, disable conflicting services as directed by the distribution, and repeat the reboot test.
Quick Recap
Migration decision checklist
- Source and destination interfaces, addresses, backends, modules, and managers are recorded.
- Separate, immutable IPv4 and IPv6 exports exist when both families are used.
- Host-specific values and unavailable dependencies have been reviewed.
- Both files pass restore test mode, and flush behavior is understood.
- An existing administrative session, console path, and second test connection are ready.
- Live filtering, NAT, forwarding, allowed services, and denied traffic have been exercised.
- The destination’s documented persistence mechanism contains the reviewed rules.
- A controlled restart or reboot confirms the policy returns correctly.
