To unlock the Strategist, build the Imperial University, pass an exam, and speak with the library NPC about using the Seven Heroes’ power. Then help the Steppe Nomads take out the Landship, ask the Strategist for assistance at the University, and finish the quest by defeating Bokhon (also spelled Bokhohn in a guide). Passing an exam or building the University alone does not complete the class unlock.
How to pass an Imperial University exam
Build the University
Make the Imperial University available by building it. Square Enix describes the facility as a place to take exams in varied categories; passing exams awards equipment materials and crowns. The official page does not give a numerical reward amount: Square Enix’s systems page.

Get at least 6 answers right
Game8’s Steppe walkthrough reports that an exam has 10 questions and requires 6 correct answers to pass. This threshold is reported by that walkthrough, rather than specified on the official Square Enix page: Game8’s Steppe Story Walkthrough. The exact questions and answers are not reproduced here.
Speak to the library NPC
After passing, go to the University library and talk to the relaxing man. Choose the dialogue option, “Do you want to use the power of the seven heroes?” Game8’s walkthrough does not provide a proper name for this NPC. This conversation is a step toward the Steppe sequence, not the end of the Strategist unlock.

Complete the Nomad and Landship quest
- Travel to The Steppe. Leave Avalon and go to The Steppe.
- Enter the Nomad Village. Reach the village through one of the Steppe’s three access points, then go into the Central Tent.
- Agree to help the Nomads. This begins the “Taking Out the Landship” quest.
- Return to the Imperial University. Ask the Strategist there to help with the Landship plan.
- Follow the questline and defeat Bokhon. The guides spell the boss’s name as Bokhon or Bokhohn; follow the spelling used in your game’s localization.

The class unlock is tied to finishing the Nomads’ Landship quest, not merely passing an exam or constructing the University. The reported final trigger is defeating Bokhon/Bokhohn; the cited class guides say that this victory unlocks both the Strategist and Nomad classes.
