How to Plan Cloud Infrastructure for Holiday Streaming Traffic

A practical plan for holiday streaming capacity: forecast viewer demand, model delivery and application loads, remove quota bottlenecks, and test scaling and failover before the event.

Plan holiday streaming capacity from your own audience forecast and service objectives—not a generic percentage increase. Estimate viewer concurrency, bitrate, request volume, geography, and growth; trace how those loads move through delivery and application systems; secure limits early; then test the full path before the peak.

What to forecast before the holiday peak

Build at least three scenarios from production telemetry and prior seasonal events: expected demand, a stress case, and ordinary traffic. Add known campaigns, special events, subscriber growth, new features, and geographic expansion. For each scenario, define the outcome your service must maintain: concurrent sessions, API request rate, startup latency, rebuffering or playback-quality targets, error rate, availability, and a cost ceiling. There is no universal holiday growth factor or safe capacity buffer; those values must come from your service’s history, objectives, tests, and provider limits. Google Cloud’s traffic-load guidance and Microsoft Azure’s capacity-planning guidance recommend basing capacity decisions on workload measurements rather than a single generic metric.

Separate audience demand into measurable loads

Estimate video delivery and request demand

Start with peak egress

For a first-order bandwidth estimate, multiply the expected concurrent viewers by their average playback bitrate. Google Cloud’s live-event article gives an illustrative calculation: 5 million concurrent users × 1 Mbps average bitrate equals 4.76 Tbps, rounded to about 5 Tbps. That is arithmetic for the stated example, not a sizing forecast for another service. Actual requirements vary with bitrate distribution, protocol overhead, geography, cache-hit ratio, and the shape of the audience ramp. Google Cloud’s live-event guidance discusses the example and delivery considerations.

Estimate request rate from actual player behavior

For a simplified HLS v3 example with muxed audio and video, the same Google Cloud article uses two requests per viewer per segment interval: one manifest and one video segment. The resulting estimate is concurrent viewers × 2 ÷ segment duration. At 5 million viewers and six-second segments, that is approximately 1.66 million requests per second. This is a protocol-specific illustration, not a general request multiplier: separate audio, video, or subtitle tracks change the request count. Validate the calculation against your actual player, packaging, and request mix.

Map the whole delivery path

Draw the journey from ingest through playback, including transcoding, packaging, origin storage, CDN, playback APIs, authentication and entitlement, session services, databases, queues, analytics, and observability. Mark which traffic is cacheable, which reaches origin, and which calls application services. A CDN can serve cacheable media and reduce unnecessary scaling pressure on application workloads, but it does not remove every origin or control-plane dependency. Google Cloud describes cloud storage origin and CDN delivery as one live-event pattern; its examples are vendor-specific and should be checked against the services and limits in your own topology. AWS Well-Architected reliability guidance also treats workload reliability as an end-to-end concern.

Pay particular attention to sudden audience ramps. If the audience grows faster than the infrastructure behind the CDN or origin can respond, origin demand can rise sharply and produce 5xx errors. Document origin shielding and cache behavior, fallback routes, regional dependencies, and the failure behavior of each critical service. A multi-region primary/backup arrangement is one possible event design, not a default prescription; state, recovery objectives, provider limits, and cost all affect whether it fits.

Find and secure bottlenecks before relying on autoscaling

Forecast compute, memory, storage, network bandwidth, database throughput and connections, load-balancer connections and data transfer, CDN egress and request capacity, and queue or worker capacity. Identify hard limits by service, SKU, region, and availability zone. Request quota changes, restricted-region access, specialized capacity, or reservations early enough for the slowest dependency. Azure warns that reactive scaling can be triggered yet fail to allocate resources during peak demand, so an autoscaling policy alone is not a capacity guarantee.   • Record each dependency’s current quota, approved limit, regional availability, and any reservation lead time.
  • Check whether connection limits, database pools, storage throughput, queue consumers, or network capacity cap the system before compute does.
  • Confirm that CDN cache behavior, origin capacity, and fallback paths can support the expected miss or failover load.
  • Track the slowest provisioning or startup path and schedule it before faster components need to scale.

Combine planned scale-up with bounded reactive scaling

For a predictable holiday peak, use scheduled or predictive capacity to establish a ready baseline before demand arrives, then use reactive rules to respond to forecast deviations. Scale on signals that reflect each component’s workload: CPU and memory where useful, but also queue depth, request rate, latency, connection count, and application-specific indicators. Set minimum capacity to maintain the baseline and maximum bounds to limit unexpected cost.

Keep services stateless where practical so requests can be routed among instances. Plan the scale order across dependencies: increasing API instances without database, queue, or downstream capacity can simply move the bottleneck or overload a dependency. Containers may require coordinated node and pod scaling; AWS’s streaming guidance also identifies queue length as a possible custom signal and calls out startup latency alongside networking, compute, and storage needs. “There’s no one-size-fits-all scaling strategy,” as Microsoft’s scaling guidance puts it.

Load-test and rehearse the real event path

Run representative load tests with the actual request mix, ramp pattern, player behavior, and expected regional distribution. Test ordinary and peak conditions, and observe user-facing latency and errors as well as infrastructure saturation and origin behavior. Exercise quota ceilings, scaling delays, load-balancer capacity, database bottlenecks, and CDN/origin fallback. Repeat tests after material architecture or configuration changes. Google Cloud’s capacity guidance and event guidance emphasize representative testing and fallback preparation; AWS likewise recommends instrumented, production-representative load tests.

Make the test operational, not just technical

  • Assign dashboard ownership, alert responders, escalation paths, and rollback authority.
  • Agree on an event schedule and a change-freeze window; freeze configurations before the peak and test fallback plans in advance.
  • Rehearse multi-zone or multi-region failover and graceful degradation rather than assuming redundancy will work as intended.
  • Test the viewer experience during failure, including what happens when a dependency is unavailable or capacity is exhausted.

Netflix’s 2016 account describes scaling application workloads across cloud regions while using Open Connect for video delivery. It is a historical example of separating application and video-delivery concerns, not a current reference architecture to copy. Netflix’s migration account is dated 2016.

Budget for the forecast and learn from the event

Estimate baseline, peak, test, and failover costs from the scenarios you built. Use explicit autoscaling maximums, and assess whether committed or reserved capacity suits demand that is predictable enough and lasts long enough to justify it. Avoid commitments that exceed the expected duration or certainty of the peak. After the event, compare forecast and observed concurrency, bitrate, egress, requests, cache behavior, and bottlenecks; feed the differences into the next seasonal model. Cloud capacity and video CDN costs depend on architecture, audience geography, protocol, and workload limits, so no single provider or sizing figure is a universal winner.
