Start with the tournament calendar and a version-controlled roster, verify every traveler’s entry rules with the destination government, then choose flights and hotels around required call times, recovery windows and transport capacity. A single manifest should connect each flight arrival to a vehicle, hotel room, venue departure and return journey.
This approach follows the International Esports Federation (IESF) operations guidance: the Local Organizing Committee (LOC) owns event operations; international itineraries should have workable minimum layovers; airport-to-hotel transport should follow arrival and departure schedules; and daily hotel-to-venue transport should be arranged when the sites are more than 1 km apart. The IESF Operations Framework also describes equivalent athlete accommodation, a preferred athletes’ village and a four-star minimum within that framework.

1. Establish one travel operating plan
Appoint the LOC or team travel lead as the owner of one record that covers air, lodging, visas and vehicles. Separate bookings create hidden dependencies: a delayed visa can strand a prepaid ticket, a late hotel check-in can miss a rehearsal, and a changed match time can invalidate a shuttle schedule. Treat every change as a version update that flows through the whole plan.

- Pickup wave, vehicle identifier, driver or dispatcher contact, accessibility requirement and equipment capacity.
- Venue call time, rehearsal and match windows, return departure and an alternate plan.
Store document scans in an access-controlled repository rather than a public chat. Record who last changed a field and when. Freeze roster and schedule versions, for example “Roster v3, match schedule v2,” so a late substitution can be traced through rooms, visas and vehicles.
Assign clear ownership
At least three roles should be explicit:
- Travel lead: approves itinerary, hotel and budget decisions.
- Visa and document owner: checks nationality-specific rules, collects applications and tracks expiry dates.
- Ground dispatcher: monitors arrivals, assigns vehicles, handles delays and confirms every movement.
The IESF framework places overall operational responsibility on the LOC and expects site surveys. Even when a team is arranging its own trip, use the same accountability model and give the tournament office one escalation contact.
2. Work backward from the event calendar
Do not begin with the cheapest flight. Begin with the first obligation that cannot be missed: accreditation, equipment inspection, media activity, rehearsal, group stage or opening ceremony. Add time for immigration, baggage, transport, sleep and possible disruption.
Recommended Free Tools
Make a milestone calendar
- Event baseline: record venue access dates, match blocks, rehearsal windows, accreditation hours and closing obligations.
- Arrival target: set the latest acceptable airport arrival that still allows immigration, baggage, hotel check-in and a full recovery period before the first obligation.
- Booking gates: set internal deadlines for roster lock, visa submission, refundable hotel hold, flight purchase and final manifest.
- Change windows: identify dates when tournament officials may alter matches and dates when flights or rooms become nonrefundable.
- Departure target: schedule post-event checkout and airport arrival from the actual flight, border-control and baggage requirements rather than a generic rule.
Publish the calendar in the team’s time zone and the destination’s local time. Show daylight-saving changes where relevant. Every call time should have a named owner and a transport movement attached.
3. Choose flights for reliability and recovery
For an international tournament, a slightly higher fare can be cheaper than missing a match, paying a last-minute replacement fare or losing a hotel night. Compare itineraries by door-to-door reliability, not ticket price alone.
Set itinerary rules
- Prefer nonstop or one-stop routes with a workable layover. The IESF framework says qualified athletes’ and delegates’ international flights should have minimum layover time; the practical goal is enough time for a gate change, immigration, baggage transfer and a missed-connection recovery option.
- Avoid an itinerary that arrives immediately before accreditation, rehearsal or competition. Build a recovery margin for sleep and a delayed bag.
- Keep the roster in a small number of arrival waves so vehicles can be filled efficiently, while avoiding a single flight that would strand the entire squad.
- Record operating carrier, terminal, connection airport, baggage allowance, sports-equipment rules and a delay-contact channel.
- Prefer tickets with change or credit rights when match dates, visas or roster places are unsettled. A nonrefundable fare is appropriate only after entry eligibility and schedule stability are established.
Score each option
| Factor | Questions to answer | Evidence to record |
|---|---|---|
| Timing | Does arrival leave time for immigration, baggage, transfer, check-in and sleep? | Local arrival, venue call time and recovery hours |
| Connections | Is the layover workable for terminals, border formalities and a missed connection? | Connection airport, terminals and minimum-connection information |
| Recovery | What happens if the flight or bag is delayed? | Next available service, rebooking authority and hotel plan |
| Cost | What is the total after baggage, seat, change and transfer fees? | Fare conditions and approved maximum |
| Group impact | Can the dispatcher cover this arrival wave? | Passenger count, terminals and vehicle capacity |
Write a disruption rule before departure
Decide in advance who can rebook, the maximum spend without further approval, which hotel covers an overnight delay and how revised arrival times reach the dispatcher, hotel and tournament office. When a flight changes, the dispatcher should update the manifest, vehicle assignment, hotel late-check-in note and next required call time—not merely forward an airline email.
The U.S. Department of State notes that global events can draw crowds, increase safety risks and create access or transportation challenges. Check current destination advisories and local conditions before travel, then recheck them as the event approaches.

4. Verify visas, passports and entry documents
Entry rules are nationality- and destination-specific. The destination government or embassy is the controlling source; tournament guidance cannot replace it. Determine the requirement for every traveler before committing to an inflexible fare.
Create a requirement matrix
| Traveler detail | Check | Record |
|---|---|---|
| Nationality and passport | Visa, e-visa, visa on arrival or electronic travel authorization; passport validity and blank pages | Official rule, application link or reference, expiry |
| Purpose | Athlete, coach, delegate, media, contractor or minor category | Correct visa class and supporting evidence |
| Documents | Invitation letter, accommodation proof, onward ticket, insurance or customs declaration | Issued date, file location and responsible owner |
| Timing | Processing method, appointment availability and payment | Submission date, expected decision and escalation date |
The IESF guidance expects hosts to provide official government visa information, including price and process, and to facilitate participant entry. Canada’s event-organizer guidance similarly advises determining visa or eTA needs, preparing invitation letters and encouraging applications before flights are booked.
Use a conservative deadline
- Set the visa-submission deadline before the flight-payment deadline.
- Submit as soon as the official process permits; do not assume a published processing estimate is a guarantee.
- Keep proof of submission and an escalation contact in the secure record.
- Do not buy a nonrefundable ticket for a traveler whose authorization is unresolved unless the travel lead has documented the financial risk and a fallback.
- Recheck rules shortly before departure for policy, route or document changes.
For U.S. travelers, State Department planning guidance recommends learning destination requirements, organizing travel documents, reviewing personal safety needs, considering travel insurance and enrolling in the Smart Traveler Enrollment Program (STEP). Those prompts supplement, rather than replace, the destination authority’s rules.
5. Select hotels by the whole movement pattern
The best hotel is not automatically the closest to the airport or the lowest nightly rate. Evaluate the full route: airport to hotel, hotel to venue, venue back to hotel and hotel to airport. Include time, reliability, room inventory and cancellation exposure.

Compare location strategies
| Strategy | Advantages | Trade-offs | Best use |
|---|---|---|---|
| Venue-adjacent | Shorter daily shuttles, easier late finishes and lower traffic exposure | May cost more or have limited room inventory; airport transfer can be longer | Dense competition schedules or early call times |
| Airport-area | Simple arrival buffer and early-departure logistics | Longer daily venue journeys and more exposure to traffic | One-night arrival or departure buffer |
| Central or transit-connected | Access to services and alternate public routes | May require loading-zone planning and more complex group movement | When reliable transit and backup routes are available |
Evaluate the property
- Door-to-door time at the actual call and release periods, not only an off-peak map estimate.
- Enough rooms for the complete roster, staff, delegates and a contingency block.
- Consistent conditions for athletes. The IESF framework prefers an athletes’ village and sets a four-star minimum in that framework; treat this as the event standard where it applies, not a universal legal hotel rating.
- Breakfast hours, packed meals and late dining that match practice and match schedules.
- Meeting, briefing, equipment-storage and charging space, with clear security responsibility.
- Accessible rooms, step-free routes, elevators, accessible vehicles and any medical or dietary requirements.
- Fire exits, reception hours, neighborhood safety, public transport and proximity to pharmacies or medical services.
- Cancellation deadlines, attrition rules, deposit schedule, late-arrival policy and the ability to hold a backup property.
State Department lodging guidance advises researching facilities and accessibility, staying near public transportation and important services, and keeping backup options. Hold a secondary property until visas, flights and the roster stabilize.
Control the rooming list
Use one rooming list with arrival and departure dates, room type, roommate permissions, accessibility needs, dietary notes, payment responsibility and late-check-in instructions. For minors, document guardian consent, supervision, medication custody and rooming rules before assigning rooms.
6. Design airport arrival and departure operations
Build arrival waves by date, terminal and realistic baggage release time. A vehicle plan that ignores terminals or equipment cases will fail even when flights are on time.

Arrival manifest fields
- Flight number, terminal and scheduled arrival, with a live-status owner.
- Passenger count, oversized bags, computers, displays and other equipment dimensions.
- Vehicle type, capacity, accessibility provision and identifier.
- Meeting point with a visible fallback point, driver or dispatcher contact and hotel destination.
- Immigration and baggage buffer, hotel check-in process and late-arrival note.
- No-show escalation: who calls the traveler, how long the vehicle waits and where a delayed passenger goes.
The IESF framework requires airport-to-hotel and hotel-to-airport transport based on actual arrival and departure schedules. Use a second pickup window for delayed flights rather than sending every vehicle at the original time. If a flight is diverted, the dispatcher should issue a new meeting point and vehicle assignment through the team’s emergency channel.
Departure planning
Work backward from the flight’s check-in, baggage, security and border-control requirements for that airport and itinerary. Add time for hotel checkout, vehicle loading, traffic and a missed-vehicle contingency. Tell travelers when bags must be outside rooms, where passports are checked and who confirms that every person boarded.
7. Run hotel-to-venue transport every day
Map each hotel entrance, coach loading zone, parking restriction, venue credential checkpoint and equipment route during a site survey. Set separate departures for breakfast, rehearsal, match call, media and return periods; one generic shuttle rarely fits all of them.
Apply the IESF distance rule
When hotel and venue locations are more than 1 km apart, the IESF guidance calls for daily transport in both directions. Measure the practical road route and loading points, not just a straight-line map distance, and document the decision in the event plan.
Choose a vehicle model
| Option | Strengths | Risks to control |
|---|---|---|
| Dedicated coach | High capacity, one manifest and consistent supervision | Loading-zone limits, traffic delay and difficult replacement if it fails |
| Contracted vans | Flexible waves, easier access to narrow streets and equipment separation | More drivers, manifests and radio or phone coordination |
| Prearranged taxis | Useful for small groups or a late individual movement | Variable vehicle quality, accessibility and weaker group control |
| Public transit | Can provide an alternate route and reduce road dependence | Not ideal for large equipment, accessibility or safeguarding without supervision |
Score each option for capacity, accessibility, equipment storage, reliability, cost, supervision and disruption recovery. Keep an alternate route and backup provider for road closures, labor action or vehicle failure. The UK Gold Framework calls for demand estimates covering participants, spectators and VIPs and coordination with transport stakeholders. Sport Integrity Australia recommends assessing transport type, driver screening and accommodation or venue hazards for overnight sporting trips.
Use a live vehicle manifest
List every passenger, vehicle, driver contact, departure point, destination, call time and status. Mark boarded, absent, transferred and arrived. Keep a staff member responsible for headcounts and equipment at each departure. Do not publish sensitive passport details in the driver copy.
8. Build safety, safeguarding and communications controls
Send a concise arrival pack before travel. Include emergency numbers, hotel and venue addresses in the local language where useful, meeting points, local laws, medical procedures, transport contacts and a 24-hour escalation channel.

Assess the route and property
- Road conditions, crossings, construction, traffic pinch points and alternative routes.
- Hotel fire exits, room access, elevator reliability, lighting and nighttime arrival procedures.
- Venue security screening, credential checkpoints, crowd flows and accessible entrances.
- Medical facilities, medication storage and who can authorize treatment.
- Water, nightlife areas, local laws and areas where minors require additional supervision.
- Communication gaps caused by roaming, dead zones, language or lost devices.
For minors, record consent, supervision ratios, medication custody, rooming rules and a named safeguarding contact. Sport Integrity Australia specifically identifies accommodation and venue hazards, transport type and driver checks, medication oversight and prompt communication of flight or schedule changes as trip-assessment items.
Set the emergency message format
Every change notice should state what changed, the affected travelers, old and new times, new meeting point, responsible contact and required acknowledgment. Use one primary channel and one fallback, such as phone calls for anyone who has not acknowledged a critical message.
9. Use a decision matrix before committing money
When two plans appear similar, score them consistently instead of arguing from headline price. Use a 1–5 scale and write the evidence beside each score.
| Axis | What a high score means | Typical evidence |
|---|---|---|
| Door-to-door time | Short route with recovery margin before the next obligation | Airport, hotel and venue timings |
| Reliability | Few connections and credible replacement options | Route, provider and backup service |
| Total cost | Low all-in cost after baggage, transfers and change fees | Fare, room, vehicle and contingency totals |
| Flexibility | Useful cancellation, rebooking and room-release terms | Deadlines, penalties and approval limits |
| Complexity | Few handoffs among airport, hotel, venue and vehicles | Number of terminals, moves and manifests |
| Safety and access | Suitable for equipment, disabilities, minors and local conditions | Site survey, driver checks and accessibility confirmation |
Document the chosen plan, its score, the backup and the trigger for switching. Examples of triggers include a visa refusal, a room block falling below roster size, a route closure, a flight cancellation or a hotel losing its accessible inventory.
10. Timeline and final checklists
Once the event is confirmed
- Appoint travel, visa and transport owners.
- Collect passport and accessibility data securely.
- Build the milestone calendar, roster version and requirement matrix.
- Survey airport, hotel and venue routes and identify backup properties and providers.
Before purchasing flights
- Confirm each traveler’s official entry category and required documents.
- Issue invitation letters and record application status.
- Check roster stability, accreditation dates and first mandatory call time.
- Price the itinerary including baggage, equipment, transfers, change rights and a disruption budget.
After flights and rooms are held
- Publish flight waves, rooming list, late-check-in notes and pickup assignments.
- Confirm loading zones, vehicle capacity, accessibility and driver screening.
- Keep the backup hotel and transport option until the agreed release dates.
- Send the emergency and communications pack.
Final week
- Recheck government entry rules, advisories, flight status, weather and road restrictions.
- Confirm every visa, passport, invitation letter and insurance record.
- Reconcile the live manifest with the latest roster and match schedule.
- Test the dispatcher phone tree and require acknowledgment of critical travel instructions.
During the tournament
- Monitor flights and traffic, then issue changes through the defined message format.
- Head-count passengers and equipment at every movement.
- Record incidents, missed pickups, room changes and revised ETAs.
- Keep the next-day manifest current before staff sign off each evening.
Common failure modes and fixes
A visa is still pending when the fare becomes nonrefundable
Do not hide the risk inside the budget. Escalate through the official authority, preserve a refundable or changeable option where possible, and document who approves any exposure.
The hotel is close on a map but slow at match time
Run a route check at the actual departure period, including loading and credential screening. Move the room block or add a larger traffic buffer before the first match.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsOne delayed flight breaks every pickup
Group arrivals into waves, keep a second pickup window and give the dispatcher authority to reassign vehicles. A live manifest is more useful than a static itinerary PDF.

Frequently Asked Questions
How early should players apply for visas?
There is no single safe number of days for every nationality. Use the destination government’s current processing information, submit as soon as the official process permits, and set the application deadline before the flight-payment deadline. Keep proof of submission and a documented fallback for unresolved cases.
Should a team stay near the venue or the airport?
Choose by the event’s movement pattern. Venue-adjacent lodging usually reduces daily shuttle time and traffic exposure; an airport-area property can be useful for a one-night arrival or departure buffer. Compare door-to-door time, room inventory, accessibility, safety, cancellation terms and backup capacity.
What information must an airport pickup manifest contain?
Include flight and terminal, passenger and equipment count, vehicle and driver contact, meeting and fallback points, accessibility needs, hotel destination, estimated travel time, delay procedure and no-show escalation.
What does the IESF 1 km transport rule mean?
The IESF guidance says daily hotel-to-venue and return transport should be arranged when the hotel and venue are more than 1 km apart. Apply the rule to the event framework in use and verify the practical road route and loading points.
